ITEM DESCRIPTION

1. Aircraft Required: One (1) light helicopter as specified in Sections A and B, equipped with emergency pop-out float/raft system.

Crew Compliment Required: Pilot-in-Command (PIC), Mechanic, Relief PIC, Relief Mechanic.

Minimum Helicopter Requirements:

Seating: Five (5) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single pilot operated.

Payload: Internal payload (HIGE)* of 850 pounds at 30 degrees C at 1,000 feet pressure altitude using a pilot weight of 200 pounds, required survival kit and fuel for 2.5 hours.

Powerplant: Turbine engine

Target Helicopter Requirements:

Although not required, the following items are preferred and if offered may be given a more favorable evaluation, all factors considered:

Airspeed of 138 knots VNE

Internal payload (HIGE) of 1,200 pounds at 30 degrees C at 1,000 feet pressure altitude using a pilot weight of 200 pounds, required survival kit and fuel for 2.5 hours

Opposed seating for aft passengers

*Payload amounts shall be computed by using the Government’s Standard Interagency Load Calculation Method and Form and the Helicopter Fuel Consumption and Weight Reduction Chart included under Section C Exhibits along with the offered aircraft’s applicable Hover Ceiling Charts, weight and balance report and equipment list that you provide.BH407’s submitting performance per Flight Manual Supplement (FMS) 12 must maintain FMS 12 performance throughout the term of the contract.

Aircraft payload is an element of your offer. The hover in ground effect (HIGE) payload that was confirmed for the above aircraft is made a part of the contract. Payload is computed using the Section A payload requirement and will be verified at the time of aircraft inspection. Water/retardant bucket sizes appropriate for this contract are identified below.

Note 4 Minimum Guarantee/Maximum Quantity - The minimum guarantee under the contract, as required by contract clause 52.216-22, is the total amount for Daily Availability (365 Days) as awarded on the first task order. However, the guaranteed quantity for daily availability is subject to reductions due to unavailability of contractor aircraft. Flight hours are estimates only and are not guaranteed.

B1.1 The intent of this contract is to obtain flight services to transport Bureau of Safety and Environmental Enforcement (BSEE) personnel and/or cargo in support of Pacific Outer Continental Shelf oil and gas activities with operations on offshore heli-decks (platforms, semi-submersibles, barges, and boats), administrative and related activities as directed by the Government. Also includes shoreline flights along the California coast for other on-shore facility inspections.

B1.2 During the exclusive use period and any subsequent extension, aircraft furnished shall be subject to the exclusive use and control of the Government 24 hours per day, 7 days per week.

B1.3 The Government and Contractor must establish an effective working relationship to successfully complete this contract. The Contractor’s employees’ cooperation, professionalism, and positive attitude toward aviation safety and accomplishment of the mission are an integral element of this relationship.

B1.4 The Government has interagency and cooperative agreements with other Federal and State agencies and private landholders and may dispatch aircraft under this contract for such cooperative use.

B2 Certifications

The Contractor must hold and keep current all of the following required certificates and must ensure that contract aircraft are operated and maintained in compliance with those certificates at all times:

B2.1 A Federal Aviation Administration (FAA) Air Carrier or Operating Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract (e.g., rotorcraft, visual flight rules (VFR) day/night, passengers, and cargo).

B2.2 A Title 14 of the Code of Federal Regulations (CFR) Part 135 Air Carrier certificate. These aircraft must be carried on the list required by 14 CFR Part 135.63 or Operations Specifications Part D, "Aircraft Listing," as appropriate. The Contractor's Operations Specifications must authorize the carriage of hazardous materials in accordance with 49 CFR.

Note: Contractor may be allowed 6 months from contract start date to secure the authorization to carry hazardous materials.

Contractor must provide proof that application has been made prior to contract start date to amend the Contractor’s Operation Specifications allowing carriage of hazardous materials.

B2.3 The contract aircraft must have a Standard Airworthiness certificate. Installation of any equipment required by this contract must be FAA approved.

B3 Order of Precedence (Specifications)

In the event of inconsistencies within the technical specification, the following order will be used in such resolution: (1) typed provisions of these specifications; (2) DOI Office of Aviation Services (OAS) supplements and/or exhibits incorporated by reference; (3) 14 CFR incorporated by reference; (4) aircraft manufacturer's specifications; (5) other documents incorporated by reference.

B4 Contracts

B4.1 The Contractor must maintain a complete, current copy of the contract, modifications, and task orders (if applicable) in each contract aircraft throughout the performance period.

B4.2 The pilot must have task order information (i.e. task number, performance period) in his/her possession prior to any flights under this contract and make this information available to government representatives on request.

B4.3 Electronic copies of contracts and task orders may be used. However, the contractor is responsible for ensuring that the documents are uploaded on an appropriate viewing device (e.g., laptop or tablet), which must be charged and made available at the aircraft for reference by government representatives upon request. Further, the contractor must agree to hold the government harmless for any inadvertent or accidental damage to the device.

EQUIPMENT REQUIREMENTS

B5 Condition of Equipment

The Contractor-furnished helicopter and all other required equipment must be operable, free of damage, and in good repair. Aircraft systems and components must be free of leaks, except where specified by the manufacturer.

B5.1 Prior to inspection and acceptance, the Contractor must permanently repair or replace all windows and windshields that have been temporarily repaired (stop drilling is considered temporary). All windows and windshields must be maintained at all times and must be clean and free of scratches, cracks, crazing, distortion, repairs, or tinting which hinders visibility.

B5.2 The aircraft interior must be clean and neat with no unrepaired tears, rips, or other damage. The exterior finish, including the paint, must be clean, neat, and in good condition. Any corrosion must be within manufacturer or FAA acceptable limits.

B5.3 Lap belt and shoulder harness assemblies shall be in acceptable condition as determined by the Government. See the Unacceptable Lap Belt and Shoulder Harness Conditions

Exhibit 3 (see Section C) for examples of lap belt and shoulder harness conditions that are not acceptable.

B5.4 Military or other similar low visibility paint schemes are unacceptable. The Contracting Officer’s Technical Representative (COTR) may approve high visibility enhancements.

B6 Aircraft Equipment Requirements

The Contractor must provide a fully compliant helicopter for each applicable line item that is equipped as shown in sections B6 and B7 below:

Note 1: Inoperable aircraft equipment, including that specified in B6 and B7, may be deferred in accordance with the Contractor’s applicable Minimum Equipment List (MEL) with the following exception:

Regardless of provisions in the MEL, the following listed equipment must be operable within the specifications detailed below for dispatch from the designated base. If the any of these 7 listed equipment systems becomes inoperable offshore or do not meet the criteria below, the aircraft may be dispatched for return to base only.

• Main Rotor brake (B.6.24)

• TCAS, TCAD, or TAS (B7.6.2)

• Strobe light (B6.10) Should contractor have complied with section B6.10 by installing dual LED light on the horizontal stabilizer or upper cabin, aircraft may be dispatched under the provisions of the MEL if at least one white strobe is operational.

• Pulsating forward facing lights (B6.11)

• Transponder (B7.6.1)

• Global positioning system (GPS) (B7.4.1) Aircraft must have at least one system capable of VFR navigation; or capable of IFR navigation if flight is to be conducted under

IFR.

• Intercommunication system (ICS) (B7.5.2) Should the deferral in the ICS system limit communication ability between the passengers and crew.

• Automatic Dependent Surveillance-Broadcast (ADS-B) Out (B7.6.6)

• Hobbs meter (or digital hour meter per B6.2)

Note 2: Regardless of prevision in the MEL, if the Satellite tracking system (B7.3.5) becomes inoperable this item must be repaired within 48 hours from the time the malfunction is recorded. Any time the aircraft’s Satellite tracking system is inoperative the remainder of the Contractor’s flight following system for that aircraft must be fully functional. When the Satellite tracking system is inoperative the pilot must conduct radio flight following at intervals not to exceed 15 minutes.

Failure of the Satellite tracking system will be documented using the DOI SAFECOM system.

B6.1 A complete set of current aeronautical charts covering the expected area of operations.

Note: Electronic flight bags are acceptable as authorized by the FAA in the company’s operation specifications

B6.2 One digital hour meter installed in a location visible by the pilot and front seat observer while seated. The meter must be wired in series with a switch on the collective control, and a switch activated by engine or transmission oil pressure or by equivalent means, to record flight time only.

B6.3 Free air temperature gauge.

B6.4 One set of individual lap belts for each installed seat.

B6.5 Double strap shoulder harness with automatic or manual locking inertia reel for each front seat occupant. Shoulder straps and lap belts must fasten with one single-point metal-to-metal, quick-release mechanism. Heavy-duty (military-style) harnesses with fabric loop connecting the shoulder harness to the male portion of the lap belt buckle are acceptable.

B6.6 Shoulder harnesses equipped with inertia reel (either single-strap or double-strap) for each aft cabin occupant.

Shoulder harness straps and lap belts must fasten with a single-point, metal-to-metal, quick-release mechanism.

B6.7 Fire extinguisher(s), as required by 14 CFR 135, must be a handheld bottle, minimum 2-B: C rating, mounted and accessible to the flight crew while seated. (See the fire extinguisher maintenance instructions in Section B29.)

B6.8 Dual controls for initial pilot performance evaluation.

(May also be required for interim or recurrent pilot performance evaluations at the option of the Government.)

B6.9 Aircraft lighting for night operation in accordance with 14 CFR 91.205(c), including instrument lights.

B6.10 A strobe light (with either a white, or half-white/half-red lens) or a flashing LED (red or white), mounted on top of the aircraft or otherwise visible from above, with an independent activating switch. A red strobe or rotating beacon does not satisfy this requirement.

B6.11 High visibility, pulsating, forward-facing, conspicuity lighting.

B6.12 High visibility markings on main rotor blades as specified by the Acceptable Paint Schemes Exhibit 4 (see Section C).

B6.13 Landing gear equipped with emergency pop-out floats and raft(s) system. (Example: Apical system or equivalent).

System may be attached to the external fuselage on helicopters equipped with retractable landing gear.

B6.14 Personnel access steps for aircraft with a floor height greater than 18 inches to ensure safe entrance and exit from each door.

B6.15 Locking cap(s) on all fuel inlet ports.

B6.16 Cabin heater and window defogger.

B6.17 A minimum of 15-cubic-foot baggage compartment within the aircraft fuselage specifically designed to carry cargo separate from the cabin. There shall be a micro-switch on the baggage compartment latching mechanism with a light on the pilot's console that indicates if the compartment is unlatched.

B6.18 Cargo restraint system for aircraft manufactured with a parcel/storage area behind the rear passenger seats.

B6.19 (For Bell 206L only). Wedge windows allowing extra arm and shoulder room for crew and passengers (if available for that make and model).

B6.20 A first aid kit and containing items specified in the First Aid Exhibit 5 (see Section C) must be carried aboard the aircraft on all flights and must be included in weight and balance/load calculations.

B6.21 Emergency equipment required by 14 CFR 135.167. A supplemental emergency survival kit installed in a conspicuously marked location, easily accessible to occupants if a ditching occurs. The purpose and location of the kit shall be part of the pilot’s preflight passenger briefing. The kit will contain the needed survival equipment to bring the standard self-contained raft survival kit up to 14 CFR Part 135.167(b)

(3) standards.

B6.22 A skid-mounted life raft(s) shall be provided with a "rated capacity" of six persons. (APICAL float/raft system or equal will meet this requirement.)

B6.23 Emergency escape window panels or jettisonable doors if manufactured and approved for make, model, and configuration of helicopter.

B6.24 Main rotor brake.

B6.25 Wire strike protection system (mechanical).

Note: If manufactured for the make and model of helicopter.

B6.26 An air-conditioning system must be installed and operational in the aircraft for all flights. Flights with an inoperative air conditioning system require specific written approval by the COR.

B6.27 Flight instruments for low visibility flight conditions, including directional gyro, gyroscopic bank and pitch indicator, rate of turn indicator, and vertical speed indicator.

B6.28 The aircraft must be equipped with one circuit breaker-protected USB 3.0 charging port for powering Electronic Flight Bags (EFBs) as described in B7.6.7.

B7 Avionics Requirements

B7.1 General

B7.1.1 The Contractor must provide, install, and maintain the following systems in accordance with the manufacturer's specifications and the installation and maintenance standards of Section B7. Detailed avionics systems performance requirements are listed in Avionics Operational Test Standards (copies available upon request from OAS Avionics, or the most recent list may be found online at:

B7.2 Avionics Installation and Maintenance Standards

B7.2.1 Strict adherence to the recommendations in the following FAA Advisory Circulars is required: AC 43.13-1B Chapter 11, "Aircraft Electrical Systems," and Chapter 12, "Aircraft Avionics Systems”; AC 43.13-2B Chapter 1, "Structural Data," Chapter 2, "Communication, Navigation, and Emergency Locator Transmitter System Installations," and Chapter 3, "Antenna Installation."

B7.2.2 All avionics systems requiring an antenna must be installed with a properly matched, aircraft-certified antenna, unless otherwise specified. Antennas must be polarized as required by the avionics system and must have a voltage standing wave ratio (VSWR) of 3.0 to 1 or better.

B7.2.3 Although the contract aircraft may not be certified for flight under instrument flight rules (IFR), the aircraft's static pressure system, altimeter instrument system, and automatic pressure altitude reporting system must be maintained in accordance with the IFR requirements of 14 CFR Part 91.411 and inspected and tested every 24 calendar months, as specified by 14 CFR Part 43, appendices E and F.

B7.2.4 Transmitters shall not open squelch on, or interfere with, other AM or FM transceivers in the aircraft which are monitoring different frequencies. So-called “Transmit Interlock” functions shall not be used with communication transceivers.

B7.3 Communications Systems

B7.3.1 One automatic-fixed Emergency Locator Transmitter (ELT), certified under TSO-C126 (or newer) which must be installed in a conspicuous or marked location, and meet the same requirements as those detailed for airplanes in 14 CFR

91.207 (excluding section f). If not powered by its own, integral battery, the ELT remote switch/light must be powered by unswitched aircraft power. ELT antennas must be mounted externally to the aircraft unless installed in a location approved by the aircraft manufacturer. TSO-C126 and newer ELTs require documentation of current registration with the National Oceanic and Atmospheric Administration (NOAA), or the national civil aviation authority with which the aircraft is registered.

B7.3.1.2 One survival-type ELT (ELT/S) meeting the requirements of 14 CFR 135.167(c) and certified to TSO- C126, must be attached to the life raft.

B7.3.2 Two panel-mounted VHF-AM (VHF-1, VHF-2) aeronautical transceivers, each with a minimum of 760 channels covering 118.000 to 136.975 MHz. The transceivers must have channels selectable in no greater than 25 kHz increments and a minimum of 5 watts carrier output power.

The transceivers’ operational controls must be mounted so they are readily visible and accessible to the pilot. Although not required by Federal Aviation Regulations, the aircraft’s radio call sign (normally the aircraft registration number) must be displayed on the instrument panel, in view of the flight crew.

B7.3.3 RESERVED

B7.3.5 Automated Flight Following (AFF) Program

B7.3.5.1 One satellite-based aircraft tracking hardware compatible with the government’s Automated Flight Following (AFF) Program (https://www.aff.gov). Not all available satellite-based tracking systems are compatible with the Government’s AFF Program, nor meets AFF’s requirements. The contractor must ensure that the aircraft hardware offered is compatible with AFF.gov. For questions about current compatibility requirements, select the “HELP” button at www.aff.gov

B7.3.5.2 The AFF aircraft hardware must be powered by the aircraft’s electrical system, installed per the manufacturer’s installation manual, and operational in all phases of flight.

AFF aircraft hardware must utilize as a minimum: Satellite communications, an externally or internally mounted antenna, provide data to the Government’s AFF viewing software, use aircraft power via a dedicated circuit breaker for power protection, and be mounted so as to not endanger any occupant from AFF aircraft hardware during periods of turbulence. Antennas should be placed where they have the best view of the overhead sky as possible. Externally mounted antennas are recommended to improve system performance.

Any visual indicators for remotely installed units must be mounted so that they can be easily viewed by the pilot.

B7.3.5.3 AFF communications must be fully operational in all areas of operation at all times. Contractors working in or accepting dispatches to the State of Alaska, Southern Canada, or Western Canada must have an AFF system capable of being tracked in these locations at all times. Not all manufacturers’ AFF equipment communication links will operate effectively in all geographic areas.

B7.3.5.4 The contractor must maintain a subscription service through the AFF aircraft hardware provider allowing AFF position reporting for satellite tracking via the Government AFF viewing software. The position-reporting interval must be every two minutes while the aircraft is in flight. The contractor must register their AFF aircraft hardware with the Government through https://www.aff.gov providing:

complete tail number; manufacturer and serial number of the AFF transceiver; aircraft make and model; and contractor contact information. If the contractor relocates previously registered AFF aircraft hardware into another aircraft, then the contractor must contact the government’s AFF Program making the appropriate changes prior to aircraft use. In all cases, the contractor must ensure that the correct aircraft information is indicated within AFF. The contractor must contact the Government of system changes, scheduled maintenance, and planned service outages

B7.3.5.5 Registration contact information, a web accessible feedback form, and additional information is available at:

B7.3.5.6 Prior to the aircraft’s annual contract inspection, the contractor must ensure compliance with all AFF systems requirements. The contractor must additionally perform an operational check of the system. As a minimum, the operational check must consist of confirming the aircraft being tested is displayed in AFF.gov (indicating it is currently transmitting data to AFF.gov) and that all information displayed in AFF.gov is current. A username and password are required to access AFF.gov. Log on to the AFF website at https://www.aff.gov to request a username and password.

B7.3.5.7 If AFF becomes inoperable/unreliable the aircraft may, at the discretion of the Government, remain available for service utilizing radio/voice system for flight following. The contractor will return the AFF system to full operational capability within 72 hours after the inoperative/unreliable unit is first discovered as defective.

B7.3.5.8 This clause incorporates Specification Section Supplement available at:

B7.3.5.9 Flight Following Ground Equipment and Coverage

B7.3.5.9.1 All onshore and offshore base stations must have the necessary communications capability with the Contractor's central dispatch office to relay flight plans and to initiate search and rescue actions. All base stations must be manned continuously during flight operations. All base station operators must be fully trained in flight following, emergency operations, and search and rescue coordination. All communications equipment must be properly maintained and kept in good repair.

B7.3.5.9.2 The areas of flight operations for this contract include areas of the Pacific Ocean off the coast of California as well as onshore areas of that state

B7.3.5.9.3 Flight following procedures to be performed by the pilot for each flight include:

Camarillo, CA 14 Solicitation # 140D0423R0007 manned base station including: the helicopter call sign, the pilot's name, the number of passengers, the point and time of departure, the flight route, the destination, expected time of arrival, and the hours of fuel on board.

B7.3.5.9.3.2 Update the flight plan enroute as necessary.

B7.3.5.9.3.3 Close the flight plan within 15 minutes after arrival at the destination.

B7.3.5.9.3.4 For each flight the operators of the Contractor's manned base stations must:

B7.3.5.9.3.5 Record the flight plan as initially filed for each flight and modify the flight plan when requested by the pilot for enroute changes.

B7.3.5.9.3.6 Track the progress of the flight at 2-minute intervals during the flight, and record all enroute position reports.

B7.3.5.9.3.7 Close the flight plan at the termination of the flight.

B7.3.5.9.3.8 In the event of failure to receive a scheduled position report, the base station operator must take the following actions:

B7.3.5.9.3.9 Within five minutes, attempt to communicate with the overdue helicopter directly, through any other base stations, any aircraft in the vicinity of the overdue flight, and all other available means.

B7.3.5.9.3.10 Should the operator be unable to communicate with the helicopter within an additional fifteen minutes, the Contractor must institute search and rescue operations for the helicopter and notify BSEE, the U.S. Coast Guard and the, FAA. In any instance, an air search must be initiated if a helicopter remains overdue 20 minutes beyond its report time or estimated time of arrival.

B7.3.6 Satellite Phone System

B7.3.6.1 The Contractor must furnish and install an Iridium-based Satellite Telephone (SatPhone) system. The installation must be in accordance with FAR 43.

B7.3.6.2 The Iridium handset, or remote dialer, must be mounted in a convenient location in the cockpit. The location must provide ready and unencumbered access to its controls by both front seat occupants.

B7.3.6.3 The Iridium phone system audio must be permanently interfaced to the aircraft audio system in the same manner as the aircraft radios, so that the pilot and observer/copilot can utilize the SatPhone via their headsets. It is preferred that all occupants of the aircraft be able to converse over the SatPhone through their headsets, though keypad access may be limited to the two front seat occupants.

B7.3.6.4 The SatPhone system must provide the capability to pre-program at least six (6) telephone numbers that can be quickly selected by either front seat occupant while in flight.

B7.3.6.5 A TSO C-129a L-band antenna, acceptable to the manufacturer of the Sat Phone system, must be installed on top of the fuselage, giving as much a view of the overhead hemisphere as possible.

B7.3.6.6 The Sat Phone system may be integrated into the Automated Flight Following system (see B7.3.5) using either the same Iridium communicator or a separate Iridium communicator. In the former case, it is acceptable for phone calls to interrupt the transmission of AFF position reports for brief periods of time, and flight crews must be instructed as to this conflict.

B7.4 Navigational Systems

B7.4.1 One permanently installed, panel-mounted global positioning system (GPS-1) utilizing an approved, fixed external aircraft antenna and powered by the aircraft electrical system or an aviation portable GPS unit (Garmin GPSMap 296/396/496 or equivalent) provided the portable unit is securely mounted, is equipped with a remote (i.e., not part of the GPS unit) antenna, and presents information from an overhead orientation (not a drive-along-the-road type), and is powered by the aircraft electrical system. The GPS (permanently installed or portable) must utilize the WGS-84 datum and reference latitude and longitude coordinates in the degrees/minutes/decimal minutes (DM) mode for aircraft positioning. The GPS navigation database must be updated annually covering the geographic areas where the aircraft will operate. The primary GPS (or a second GPS at the co-pilot position) must also have near real-time weather downlink capability.

B7.4.1.1 The GPS must feature a color moving map display showing aircraft position in relation to airspace boundaries, including military, controlled, and restricted areas. The GPS display may also be configured to display the TCAS/TAS/TCAD data described in B7.6.2.

B7.4.2 RESERVED

B7.4.3 The aircraft must be equipped with the navigational equipment required for IFR operations as specified in 14 CFR 135.165, including, but not limited to, the following:

B7.4.3.1 Two VHF, VOR/LOC aeronautical navigation receivers with indicators (NAV-1, NAV-2), each with a minimum of 100 navigation receive channels.

B7.4.3.2 One glideslope (GS) system, with a minimum of 20 receive channels.

B7.4.3.3 One marker beacon receiver system with three-light indicator.

B7.5 Audio Systems

B7.5.1 Two separate audio control systems (which may be combined in a single unit) for the pilot and observer/co-pilot to select receiver audio outputs and transmitter microphone/push to talk (PTT) audio inputs for all installed radios and public address (PA) systems. Each system must also allow the pilot and observer/copilot to independently adjust both the intercommunications system (ICS) and the receiver audio output levels.

B7.5.1.1 Transmitter selection and operation. Separate transmitter selection controls must be provided for both the pilot’s and observer/copilot’s microphone/PTT inputs. The system must be configured so the pilot and observer/copilot may each simultaneously select and utilize a different transmitter (or PA system when installed) via their respective microphone/PTT. Whenever a transmitter is selected, the companion receiver audio must automatically be selected for the corresponding earphone. Transmitter sidetone audio must be provided for the user as well as for cross-monitoring via the corresponding receiver selection switch on the other audio control system.

B7.5.1.1.1 RESERVED

B7.5.1.2 Receiver selection and operation. Separate controls must be provided for both pilot and observer/copilot to select audio from one or any combination of available receivers.

The ICS-equipped aft passenger positions must monitor the receiver(s) as selected by the observer/copilot. The receiver audio output must be free of excessive distortion, hum, noise, and crosstalk, and must be amplified sufficiently to facilitate ease of use in a noisy cockpit/cabin environment.

B7.5.1.3 The audio system(s) controls must be located and arranged so that both the pilot and observer/copilot, when seated, have full movement of their respective controls without interference from their clothing, the cockpit structure, or the flight controls. Labeling and marking of controls must be clear, understandable, legible, and permanent. Electronic label maker marking is acceptable.

B7.5.2 An ICS for the pilot, observer/copilot, and all aft cabin positions. ICS audio must mix with, but not mute, selected receiver audio. An ICS audio level control must be provided for each position above. Adjustment of the ICS audio level at any position must not affect the level at any other position. A "hot mic" capability, controlled via an activation switch or voice activation (VOX), must be provided for the pilot and copilot/observer positions. ICS sidetone audio must be provided for the earphones corresponding with the microphone in use. The ICS audio output must be free of excessive distortion, hum, noise, and crosstalk and must be amplified sufficiently to facilitate ease of use in a noisy cockpit/cabin environment.

B7.5.3 Earphones, microphones, PTT’s, and jacks designed for operation with 600-ohm earphones and carbon-equivalent, noise-canceling boom type microphones (Gentex electret type model 5060-2, military dynamic type M-87/AIC with type CE-100 TR preamplifier, or equivalent) with U-174/U (single/male) type connector plug. The pilot position only may be configured for low impedance (dynamic) operation.

B7.5.3.1 A single U-92A/U type connector jack, which will accept a U-174/U type plug, and provide the ICS and radio functions as specified above, must be furnished at each required station.

B7.5.3.2 Separate PTT switches for radio transmitter and ICS microphone operation must be provided at the pilot, observer/copilot, and any other positions required above to be furnished with both radio transmitter and ICS operation. The pilot's PTT switches must be mounted on the cyclic control.

The observer/copilot's and any other required position’s PTT switches must be mounted on the cord to the earphone/microphone connector. The aft cabin positions must be furnished with cord-mounted ICS PTT switches.

B7.5.3.2.1 In lieu of the observer/copilot's cord-mounted PTT switches, a footswitch-operated PTT system may be utilized at that position only. ICS PTT switches for any additional positions required to be furnished only with ICS must be mounted on the cord to the earphone/ microphone connector.

B7.6 Other Avionics

B7.6.1 One air traffic control (ATC) transponder and altitude reporting system meeting the requirements of 14 CFR Part

91.215 (a) and (b), and inspected and tested every 24 months in accordance with 14 CFR 91.413.

B7.6.2 The aircraft must be equipped with an FAA Technical Standard Order (TSO) approved traffic awareness and avoidance system (TCAS/TAS/TCAD/etc.) featuring active interrogation of threat aircraft. The system’s antennas must be mounted on the aircraft to minimize airframe shadowing and provide 360-degree coverage. The system must also incorporate visual alerts for both pilot and co-pilot and an aural alerting feature which announces an alert of threat aircraft whenever such aircraft enter a zone of a programmable size with range selections from no more than two nautical miles to at least ten nautical miles around the aircraft. The audio alert output must be interconnected to the aircraft's audio system in such a manner that all ICS-equipped positions will receive the alert. If the aircraft is equipped with a Multi-Function Display (MFD), GPS, or other system capable of displaying threat aircraft output data, the system must be also be interfaced to such.

B7.6.2.1 The system must be installed in accordance with an STC or FAA Field Approval based upon an existing STC and the manufacturers installation manual. Installation of the system must be accomplished by a certified avionics repair station which has been approved for such by the system’s manufacturer. The system must be maintained for continued airworthiness, but may be listed in an approved Minimum

Equipment List (MEL), provided the MEL does not permit the system to be inoperable for a period exceeding 15 days.

B7.6.2.2 The following systems are known to meet the above requirements:

TCAS: Any TSO’d system which provides a range selection of 2 nautical miles or less.

TAS: Bendix-King KTA 870, Goodrich Skywatch HP TCAD: Avidyne TAS600/605/615/620 (formerly Ryan International TCAD 9900BX) only when a separate, approved Multi-Function Display (MFD) is used to display threat aircraft data.

B7.6.2.3 Satellite-based Traffic Information Systems (TIS), and Automatic Dependent Survey Type “B” (ADS-B) systems do not meet the above requirements.

B7.6.5 The Contractor must ensure availability or furnish a cellular telephone for use by the PIC. Personal cell phones are acceptable. The cellular telephone must be provided with service to the area of the contiguous 48 States. Each cellular telephone must be equipped with both 110VAC and 12VDC adapter cord assemblies for charging use. The Contractor must provide the number of the cellular telephone to Government personnel when requested.

B7.6.6 Automatic Dependent Surveillance – Broadcast

(ADS-B)

B7.6.6.1 All aircraft must be equipped to meet the ADS-B OUT requirements of 14 CFR 91.225. ADS-B OUT systems must be approved to either TSO-C154c (978MHz Universal Access Transceiver [UAT]) or TSO-C166b (1090MHz Extended Squitter [1090ES]). Aircraft operating outside of the United States must be equipped with systems approved to TSO-C166b.

B7.6.6.2 ADS-B IN systems are not required, but any such furnished must be TSO-approved, use diversity antennas on both the top and bottom of the aircraft, receive both UAT and 1090ES, and be interfaced to a multifunction display (MFD) capable of displaying TIS-B traffic and FIS-B weather.
