CLIN 10 – Antarctic Light Utility Airplane – Exclusive Use plus four option periods
Description: The Contractor shall furnish flight services consisting of fully Contractor operated airplanes, including qualified pilot(s), maintenance, and additional equipment, except as otherwise identified. Services under this CLIN shall be for the exclusive use of the National Science Foundation in support of the United States Antarctic Program (USAP). Performance shall be in accordance with all provisions and specifications as stipulated herein.
Designated Base: All equipment, and personnel required under this contract shall be delivered to and removed from McMurdo Station, Antarctica, unless a request for an alternate delivery/removal location has been submitted to and approved by the Contracting Officer’s Representative (COR).
Exclusive Use Period: CLIN 10 is guaranteed for 120 days for the base year. Option period aircraft will be exercised each year beginning on or about 15 October each year and ending on or about 15 February the following year as outlined in each task order. Minimum guarantee for each exercised option year will include the 120 days of guaranteed availability for CLIN 10 for each year it is exercised.
Aircraft Requirement: One turbine powered, multiengine, high wing, ski plane equipped as specified in Section B.
Crew Requirements: Two (2) Pilot-in-Command (PIC) qualified pilots, One (1) Second-in-Command (SIC) pilot, and One (1) Mechanic. The second PIC is not required to be on-site but must be available on short notice to travel to the airplane when needed.
MINIMUM AIRCRAFT REQUIREMENTS
a. Must have a Standard Airworthiness Certificate.
b. An aircraft make and model for which engineering and logistical support, for continued airworthiness, is provided from the current type certificate holder or supplemental type certificate holder.
c. Aircraft must be approved for use with AN8, JP8, and JP5 fuel.
d. Approved for flight into known icing conditions.
e. Approved for takeoffs and landings at 12,500 pressure altitudes (PA).
f. Maintain positive single engine rate of climb at maximum gross takeoff weight, 5,000 feet PA and 5°C in the clean configuration (no skis, standard doors and windows installed and no external sensors).
g. Maximum operating airspeed (Vmo) of 150 knots indicated airspeed or greater in the clean configuration
h. Endurance of at least four (4) hours and 30 minutes in the clean configuration at 5000 feet PA, 5°C and maximum cruise power.
i. Payload of 1800 pounds, equipped in accordance with this contract, to include skis, two pilots (360 pounds) with three (3) hours of fuel (6.7 pounds per gallon).
j. Aircraft shall be able to clear a 50-foot obstacle during takeoff and landing with a runway length of 2,000 feet on a standard day at sea level with zero wind at maximum gross certified weight.

k. Must not have any limitations restricting use from unprepared takeoff and landing areas.
l. Seating for nine (9) passengers in a standard approved seating configuration.
m. Approved for operations to minus 54° Celsius (C).

CLIN 20 – Antarctic Light Utility Airplane – Exclusive Use plus four option periods
Description: The Contractor shall furnish flight services consisting of fully Contractor operated airplanes, including qualified pilot(s), maintenance, and additional equipment, except as otherwise identified. Services under this CLIN shall be for the exclusive use of the National Science Foundation in support of the United States Antarctic Program (USAP). Performance shall be in accordance with all provisions and specifications as stipulated herein.
Designated Base: All equipment, and personnel required under this contract shall be delivered to and removed from McMurdo Station, Antarctica, unless a request for an alternate delivery/removal location has been submitted to and approved by the Contracting Officer’s Representative (COR).
Exclusive Use Period: CLIN 20 is guaranteed for 85 days for the base year. Option period aircraft will be exercised each year beginning on or about 15 October each year and ending on or about 15 February the following year as outlined in each task order. Minimum guarantee for each exercised option year will include the 85 days of Availability for CLIN 20 for each year it is exercised.

CLINs 40 and 50 - Antarctic Light Utility Airplane – On-Call plus four option periods
Description: All airplanes required by this contract line item are referred to as on-call aircraft for all years. For the years the aircraft is considered to be “On-Call”, the contractor must accept orders for service when orders have been issued at least 45 calendar days prior to the time services are required. Acceptance of orders placed less than the specified time in advance shall be at the discretion of the contractor. However, upon acceptance of an order, the contractor shall be required to perform all services as directed by the Government in accordance with the terms and conditions of this contract. Once an order has been accepted, the aircraft shall be for the exclusive use and control of the Government and shall continue in that status until released back to the on-call status. During the period that these aircraft are under exclusive use and control, they may be released subject to the terms and conditions set forth herein.
Changes in deployment schedules can occur within seven (7) calendar days prior to departure, which will require an earlier-than-planned-commencement and shall be subject to the concurrence of the contractor. If extension of an order beyond its planned completion (release) date is requested by the Government less than seven (7) days prior to the previously scheduled date, the extension will be subject to the concurrence of the contractor.
Designated Base: All equipment and personnel required under this contract shall be delivered to and removed from McMurdo Station, Antarctica each season, unless a request for an alternate delivery/removal location has been submitted to and approved by the Contracting Officer’s Representative (COR).
Exclusive Use Period: 62 calendar days guaranteed only if ordered. Aircraft may be ordered each year between the dates of 15 October and 15 February the following year. Minimum guarantee for each exercised option year will include the 62 days of availability if exercised in an optional delivery period.
Aircraft Requirement: One turbine powered, multiengine, high wing, ski plane equipped as specified in Section B. Crew Requirements: One (1) Pilot-in-Command (PIC), One (1) Second-in-Command (SIC), and One (1) Mechanic.

CLIN 60 - Antarctic Medium Utility Airplane– Exclusive Use plus four option periods
Description: The Contractor shall furnish flight services consisting of fully Contractor operated airplanes, including qualified pilot(s), maintenance, and additional equipment, except as otherwise identified. Services under this CLIN shall be for the exclusive use of the National Science Foundation in support of the United States Antarctic Program (USAP). Performance shall be in accordance with all provisions and specifications as stipulated herein.
Designated Base: All equipment, and personnel required under this contract shall be delivered to and removed from McMurdo Station, Antarctica, unless a request for an alternate delivery/removal location has been submitted to and approved by the Contracting Officer Representative (COR).
Exclusive Use Period: 120 calendar days guaranteed use for the base year. Aircraft will be ordered each year between the dates of 15 October and 15 February the following year. Minimum guarantee for each exercised option year will include the 120 days of availability for each year the CLIN is exercised.
Aircraft Requirement: One turbine powered, multiengine, ski plane equipped as specified in Section B.
Crew Requirements: Two (2) Pilot-in-Command (PIC) qualified pilots, One (1) Second-in-Command (SIC), One (1) Mechanic and one (1) flight attendant/cargo handler. Only one PIC, one SIC, one mechanic and one flight attendant/cargo handler are required on a day-to-day basis. The second PIC is for redundancy to cover the aircraft when the primary PIC or SIC are unavailable. The second PIC is not required to be on-site but must be available to travel to the airplane on short notice.

CLINs 70-130 Options - Additional Personnel - Antarctica plus four option periods
Description:
Fixed rates for additional personnel. The Government may require the contractor to deploy additional cargo handlers, flight crews, mechanics, and apprentice mechanics to supplement operational capabilities, or some other purpose. The Contracting Officer (CO) may order additional work in a minimum quantity of one (1) individual for one (1) day at any time during the term of this contract by giving written notice to the contractor at least thirty (30) days prior to the date the additional work is required. The CO may make multiple orders. The Government will reimburse the contractor for air transportation between the contractor’s home base or other location, and Antarctica. The Government will reimburse the contractor at cost for lodging and per diem expenses while in transit. The Government will provide air transport between Christchurch, NZ and Antarctica.
This shall be a unilateral action on the part of the Government.

CLIN 120 On-Site Manager The contractor shall designate an on-site manager, with full authority to receive instruction and act on the firm’s behalf, but this authority need not include the authority to bind the firm contractually. However, the individual shall have knowledge of the duties and responsibilities of the Government personnel identified herein. In addition, the contractor shall designate an alternate on-site manager to function in the place of the on-site manager in his/her absence. The on-site manager or his/her alternate shall be on-site at all times when the contractor’s employees are working in Antarctica.
The on-site manager may be a fully qualified PIC or SIC pilot in either the light or medium airplanes, meeting the minimum qualifications set forth in B.10. Managers with such qualifications may occasionally fly as a relief pilot when needed and must maintain currency including the minimum PIC flight time specified in B.10.
However, flying shall not be their primary responsibility.
Alternate proposals for staffing of key personnel may be offered. Due to limited space and facilities in Antarctica, personnel filling multiple positions and/or ability to quickly backfill key positions are essential.
CLIN 130 Dual-Rated Captain
The Contractor may be asked to deploy a PIC who is qualified in both the light and medium airplanes.
During periods of high operational tempo and to meet crew rest and flight hour limitations, this PIC would rotate on the flight schedule to provide relief to the other pilots. If a pilot became injured or ill, this PIC would be able to immediately fill in to ensure continuity of operations.

CLIN 140 - Two Arctic Region Light Utility Airplanes – ON CALL plus four option periods
CLIN 140 is for up to two airplanes that may be utilized during the Arctic season 15 February through 15 October. Missions include science support in the Artic regions.
All airplanes required by this contract line item are referred to as On-Call aircraft with no guaranteed use unless ordered. The contractor must accept orders for service when orders have been issued at least 28 calendar days prior to the time services are required, unless previously otherwise negotiated. Acceptance of orders placed less than the specified time in advance shall be at the discretion of the contractor. However, upon acceptance of an order, the contractor shall be required to perform all services as directed by the Government in accordance with the terms and conditions of this contract. Once an order has been accepted, the aircraft shall be for the exclusive use and control of the Government and shall continue in that status until released back to the ON CALL status.
During the period that these aircraft are under exclusive use and control, they may also be released subject to the terms and conditions set forth herein.
Changes in deployment schedules occurring within seven (7) calendar days prior to departure, which will require an earlier-than-planned-commencement, shall be subject to the concurrence of the contractor. If extension of an order beyond its planned completion (release) date is requested by the Government less than seven (7) days prior to the previously scheduled date, the extension will be subject to the concurrence of the contractor.
For work performed, the delivery point will be specified on each order and is generally anticipated to be the contractor’s home base. All costs necessary to move the items to the delivery point and prepare them for shipment are the contractor’s responsibility. The contractor is responsible for redeploying all aircraft and other items required for contract performance to its home base or other location. Costs necessary to prepare the items for shipment and return them to the contractor’s home base are the contractor’s responsibility. For off-season work performed, aircraft will be released from service at the location specified on each order, generally expected to be the contractor’s home base. The contractor must provide all fuel used in the performance of off-season work. The Government will reimburse the contractor actual cost for fuel used.
On a task order, if there are days of unavailability, they will be counted towards the guaranteed days of availability under this CLIN. In addition, failure of the contractor to provide an aircraft under this CLIN for the off-season work when ordered in accordance with the above timelines, will result in loss of guaranteed availability for the period of work that was ordered.
This option may be exercised more than one time per year. Minimum guarantee for line item 140 will include 5 days of availability for each time it is exercised.
Designated Base: Determined by each order.
Exclusive Use Period: Off-season of Antarctic Aircraft. The contractor may use the same offered Antarctic aircraft (CLINs 10-50) to perform under this CLIN.
Aircraft Requirement: Up to two turbine powered, multiengine, high wing, ski plane equipped as specified in Section B.
Crew Requirements: One (1) Pilot-in-Command (PIC), One (1) Second-in-Command (SIC), and One (1) Mechanic per airplane.

CLIN 160 - Two Antarctic Light Utility Airplane Off Season Medevac – On-Call plus four option periods
Description CLIN 160 is for two airplanes that may be utilized during the Antarctic off-season 15 February through 15 October.
The mission is medivac/rescue in Antarctica.
All airplanes required by this contract line item are referred to as On-Call aircraft with no guaranteed use unless ordered.
Requests for service will be short notice and optional. Acceptance of short notice orders shall be at the discretion of the contractor. However, upon acceptance of an order, the contractor shall be required to perform all services as directed by the Government in accordance with the terms and conditions of this contract. Once an order has been accepted, the aircraft shall be for the exclusive use and control of the Government and shall continue in that status until released back to the on-call status. During the period that these aircraft are under exclusive use and control, they may also be released subject to the terms and conditions set forth herein.
Changes in deployment schedule, which will require an earlier or later-than-planned-commencement, shall be subject to the concurrence of the contractor. All costs associated with mobilization, patient(s) pickup and delivery, and demobilization are included in the cost of this CLIN. Two airplanes are mobilized to provide mutual support.
This option may be exercised more than one time each year.

j. Aircraft shall be able to clear a 50-foot obstacle during takeoff and landing with a runway length of 2,000 feet on a standard day at sea level with zero wind at maximum gross certified weight.

CLIN 170 - Antarctic Flight Inspection Service plus four option periods
Description: NSF requires operational flight checks/inspection of the navigation aids and terminal area procedures at the permanent airfields established by NSF in Antarctica. This optional CLIN is for Commercial Flight Inspection (Check) services. One of the Exclusive Use Antarctic Light or Medium Utility Airplanes will be modified and used to fulfill this optional mission. The airplane used must be capable of checking all NAVAIDs, precision and non-precision systems, to include the Transponder Landing System and TACANs. It is expected that the contractor awarded this contract will subcontract to a commercial flight inspection company to provide this service. Cost of the aircraft will be included in the daily/hourly rate for the aircraft.
The services required by this line item are optional and if awarded will be On Call for all years awarded. For the years the service is considered to be On-Call, the Contractor must accept orders for service when orders have been issued at least 45 calendar days prior to the time services are required. Acceptance of orders placed less than the specified time in advance shall be at the discretion of the Contractor. However, upon acceptance of an order, the Contractor shall be required to perform all services as directed by the Government in accordance with the terms and conditions of this contract.

Use Period: Most of the flight checks should be done in October at the start of the season; however, there may be a need to perform additional checks throughout the season each year.

A2 General Information
A2.1 The intent of this contract is to obtain flight services utilizing fully functional aircraft equipped to meet specifications, operated, and maintained by qualified personnel, for the National Science Foundation (NSF) in support of the research activities of the United States Antarctic Program (USAP) and NSF’s Arctic Program. The contractor shall be required to provide all materials, equipment, and labor necessary to provide fixed wing aviation services for the NSF in accordance with (IAW) section A & B of this solicitation.
A2.2 During the exclusive use period and any subsequent extension, aircraft furnished shall be subject to the exclusive use and control of the Government.
A2.3 The Minimum Guarantee under the contract, as required by contract clause 52.216-22, is the total amount for Daily Availability for the exclusive use period of 120 days for the first year (base year) on CLINs 10 and 60, and 85 days on CLINs 20 and 30 of the contract performance periods. However, the guaranteed quantity is subject to reductions due to unavailability per section C27.
A2.4 Orders are authorized to be issued orally, by facsimile, or by electronic commerce methods, only when authorized in the schedule.
A2.5 Contractor’s Operating Base and Delivery Points
A2.5.1 Antarctica
All aircraft required for CLINs 10 through 60 shall be delivered to the Government in accordance with the provisions in Section B of this contract. The delivery point and release point shall be McMurdo Station, Antarctica, unless otherwise specified by the CO or a request for an alternate delivery/removal location has been submitted to and approved by the
COR.
Replacement parts, materials and other consumables destined for McMurdo Station and other locations in Antarctica, not carried onboard the Contractor’s aircraft, will be transported by the Government via the USAP’s logistics system from Port Hueneme, CA. Transportation will be provided by either air or surface vessel. All costs necessary to prepare and move these items to Port Hueneme are the Contractor’s responsibility. The Government will transport items not carried on-board the Contractor’s aircraft that are redeployed from Antarctica to the Contractor home base via the USAP’s logistics system to Port Hueneme. All costs necessary to prepare and move these items from Port Hueneme are the Contractor’s responsibility.
A2.5.2 Arctic and Off Season
All aircraft required for CLINs 140, 150, and 160 shall be delivered to the Government in accordance with the provisions in Section B of this contract. The delivery point and release point shall be various locations in the Arctic Region and Antarctica as determined with each order, unless otherwise specified by the CO.

SECTION B TECHNICAL SPECIFICATIONS
GENERAL REQUIREMENTS
B1 Scope of Contract
The primary role for the aircraft in both theaters of operation will be for utility transportation services, ferrying personnel and materials to remote, often unprepared, field locations for the National Science Foundation (NSF) in support of the research activities of the United States Antarctic Program (USAP), and NSF’s Arctic Program. During contract performance, the Government may request the Contractor to reconfigure aircraft in order to support and respond to the dynamic needs of the scientific mission. Any changes requested by the Government will be processed with the Contractor on a fixed price basis via bilateral modification.
B1.1. United States Antarctic Program. NSF is the executive agency for the USAP. The USAP is the United States’ national program of scientific research in Antarctica and includes the activities of NSF and other U.S. Government agencies, including National Aeronautics and Space Administration (NASA) and National Oceanic and Atmospheric Administration (NOAA). As the executive agent for the USAP, NSF also has cooperative agreements with other nations and will dispatch aircraft under this contract for cooperative use. The type of services required to be performed include, but are not limited to, transportation of personnel and cargo in support of the scientific projects, related administrative and infrastructural activities, and Search and Rescue (SAR), as directed by the NSF.
B1.1.1 Antarctic Aircraft Deployment. Deployment to and from Antarctica must be conducted on an annual basis. Aircraft are flown from the Contractor’s home base or other locations, through South America, and delivered to McMurdo Station, Antarctica via the Antarctica peninsula. Aircraft redeploy from McMurdo Station, Antarctica at the conclusion of operations in February at the end of the austral summer season (usually mid-Oct to mid-Feb).
During mobilization to McMurdo Station, the aircraft normally fly to Rothera Research Station (located at Rothera Point on Adelaide Island Lat. 67°34'8"S, Long. 68°7'29"W, a permanent station operated by the British Antarctic Survey (BAS) under the auspices of the United Kingdom.
Rothera Station is the BAS logistics and operations center for the Antarctic Peninsula. The station is situated on a rock and raised beach promontory at the southern extremity of Wormald Ice Piedmont, southeastern Adelaide Island. The station has a 900-meter crushed rock runway, an associated hangar and bulk fuel storage facility, and a wharf for the discharge of cargo from supply ships. There is a transitory summer population of scientists and support staff who reach Rothera either by ship or through use of an intercontinental Dash-7 aircraft flying from the Falkland Islands. It is the responsibility of the contractor to coordinate transit and requested services via Rothera through BAS station management.
Fuel, lodging, flight-following and other in-transit support may be provided by BAS, as available, through an agreement with NSF, generally at no cost to the contractor.
From Rothera Station, the aircraft fly directly to McMurdo Station at Ross Island, Antarctica. A refueling stop is normally provided in West Antarctica (at field camp(s)), or the USAP’s South Pole Station, from which the aircraft can refuel either from bulk storage containers or drums. Aircraft redeployment is accomplished in reverse order.
All coordination (including country clearances and fuel) for deployment to and redeployment from McMurdo Station, Antarctica, is the responsibility of the Contractor. Contractor must submit Deployment and Redeployment Schedules for each season (including anticipated dates of flights in and out of Rothera) to the COR no later than 1 September each year.
Upon request, the NSF will attempt to assist with international support coordination of redeployment and deployment through the continent of Antarctica.
B1.1.2 Antarctic Support Sites. Typically, research project personnel camp at or close to their work sites. The required aircraft support for these “camp” projects will involve establishment of a campsite from McMurdo, may involve several camp moves over a period of weeks or months, full or half days of close support, moving rapidly between ground sampling sites, resupply from McMurdo and the de-establishment of the campsite. Some large projects will split their

25 of 145 140D0422R0051 activities between the field locations and McMurdo, where there is a fully capable scientific laboratory (Crary Lab). These camp projects will require frequent, dependable shuttles of personnel, camp supplies, and research samples between the field and the laboratory or inland stations.
The majority of the work in the field is in the following Antarctic locations: Trans-Antarctic Mountains, Western Antarctica Ice Sheet (WAIS) and glaciers, South Pole Station, the Antarctic Eastern Plateau (Gamburtsev Range) and various deep field camps. Accommodation at these sites will vary between small tents to semi-permanent structures. Cook and galley facilities may be available. The Contractor may have to be self-sufficient at some field locations, i.e., “camping” in austere conditions should be anticipated. Occasionally, high altitude sites must be accessed; some of these sites can experience effective pressure altitudes exceeding 14,000 feet EPA. Hence, the Contractor should be prepared to acclimatize for several days at lesser EPA camps/stations before proceeding to the higher EPA sites.
The terrain will vary from Ross Island (where McMurdo Station is located), which is dominated by the active 13,000-foot volcano, Mount Erebus, to fast-moving sea-ice in McMurdo Sound, to mountainous terrain of the mostly glaciated Trans- Antarctic Mountains, the relatively featureless Ross Ice Shelf to the southeast, and to the Polar Ice Cap, where landing elevations can reach over 11,000 feet MSL and 14,000 feet EPA (e.g., the Russian’s Vostok Station).
B1.2. NSF Arctic Program
NSF is one of many U.S. Government agencies conducting scientific research in the Arctic regions. NSF-sponsored researchers have conducted research activities in Alaska, Canada, Greenland, Russia, and within Scandinavia, often in cooperation with institutions and researchers located in the aforementioned countries and regions. The types of services required include, but are not limited to, transportation of personnel and cargo in support of the scientific projects, related administrative and infrastructural activities, and search and rescue (SAR), as directed by the NSF. The Interagency Arctic Research Policy Committee, which NSF chairs, coordinates U.S. Government Arctic research activities. To fulfill agency obligations to provide logistic and operational support to projects sponsored by the U.S. Government, foreign Governments, and other parties, NSF may dispatch aircraft under this contract for cooperative use.
B1.2.1 Arctic Aircraft Deployment. Deployment to and from the Arctic shall be conducted on an as-needed basis depending on science missions. Aircraft are flown from the Contractor’s home base or other locations and delivered to locations determined at the time of the order. Crews may be asked to camp in austere environments to support the Arctic deployments. In an emergency, this can be 5-7 days. Supporting a research project, the aircraft may be asked to stay with the project for approximately 3-4 weeks.
B1.2.2. Arctic Support Sites. Each year, the Office of Polar Programs (OPP) supports approximately 150 projects throughout the Arctic. About half the projects are in Alaska, but the remainder is spread throughout the Arctic, including the Arctic Ocean.
