6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

Market research was conducted under the recompete BPA’s for Program Management Support. The BPA market research supports the fact that there are many, capable small businesses that can successfully compete and support the PM requirement for the OCIO under GSA schedules.

The outcome of the BPAs will result in small business set-aside, multiple award BPAs. Reference RFQ 140D0419Q0038. The market research conducted for the recompete BPA’s is provided below and is current and directly related to this logical follow-on task order requirement. Additional market research for this logical follow-on task order was not conducted.

1. Prior acquisition history reviewed

2. Other recent market research reviewed (RFI 1356459)

3. Government databases reviewed

4. Reviewed existing DOI-wide Enterprise-wide Contract Vehicles

Through market research, the results have shown that the recompete BPA requirement can be solicited under two GSA Federal Supply Schedules; GSA Professional Service Schedule (PSS) 00CORP Mission Oriented Business Integrated Services (MOBIS) and GSA PSS under Financial and Business Solutions (FABS).

The GSA PSS MOBIS vehicle maximizes competition, as there are 785 eligible Small Business vendors. GSA PSS MOBIS hosts vendors that can provide the professional services needed to complete the requirement successfully, such as:

Management and Strategy Consulting Research, Studies, and Reports Acquisition Planning and Management Support Educational Courses (Instructor-Led and Web-Based) Teaching Simulators and Medical Models

The BPA requirement can also be competed using the GSA PSS FABS SIN 520-21 Program Management Services. There are 110 eligible small business vendors under FABS.

After conducting market research, it has been established that a total small business set aside requirement is suitable and in the best interest of competition and small businesses, to compete the BPA requirement utilizing GSA PSS 00CORP, under the MOBIS schedule. Taking advantage of the MOBIS vehicle increases the opportunity to drive competition, as there are 785 eligible small vendors as opposed to the 110 small eligible vendors identified under the GSA PSS FABS schedule. By utilizing MOBIS, the Government is using best practices to ensure adequate competition and obtain competitive pricing for the BPA requirement.
