Compiled Questions RFQ: 140D0419R0011

USDA- RMA Actuarial Review IDIQ

Question: Response:

1. Has a preferred offeror/contractor been identified?

No, this is an open market small business set aside for all small business contractors to compete for.

2. Is there any incumbent currently or previously in place for this ID/IQ solicitation?

Sumaria Systems;

POP of IDIQ 5/20/2013 – 11/18/2018, D13PC00094, total of 7 task orders, total Value of all task orders $1,330,081.42

3. Can we get access to the original PRF study/proposal to review prior to submitting a proposal?

If the inquirer is referring to the study that reviewed RMA’s current Pasture-Rangeland- Forage methodology, that is not something that has been made publicly available. Therefore,, the Government will not be providing it.

4. Our understanding of the required cost components for a response to this solicitation is as follows:

1. FFP for Task Order 1, including travel costs

2. Fully Burdened Hourly Rates by Labor Category and by year of the contract period for Task Order 1 and any subsequent task orders

3. Future task orders will be

“priced” using the rates provided above, with no price estimation required in this quote for potential future task orders

Is this a correct understanding of what is required of this solicitation?

The offeror should quote a FFP for Task Order 1, except for deliverables 2.4.3 and 2.4.6 which are T&M tasks and shall be quoted as a NTE ceiling amount. Regarding ODCs and Travel, please see pages 20, 43-48 of the solicitation. Items #2 and #3 that are addressed in the question are correct.

For additional guidance on pricing and deliverables, see pages 3, 16, 17, 20, 26, 27, 56- 58, and 60.

For additional information on the T&M deliverables, see the Limitation of Funds and Cost clause on pages 48-49,

5. Page 20 and 21 describe Conflict of Interest. Outside of the Actual Revenue History conflict of interest specified within, are there any other preclusions that a potential contractor should be aware of that would cause them to be unable to be awarded either the IDIQ or any subsequent future task orders released as part of this contract?

RMA has no other limitations identified at this time.

6. Task Order 1, Page 25 describes multiple (Optional) tasks beginning with 2.4.3 and going through 2.4.8. The table in 3.3.

Delivery Schedule depicts some of these tasks as Firm Fixed Price and others as Time & Materials. Is the potential contractor expected to provide a price for these optional tasks in the initial solicitation response? Or will these tasks be priced separately at the time they are required, if applicable?

Yes, the offeror shall quote a price for all deliverables in the SOW, including the ones labeled Optional. For additional information, see the response to Question 4 above.
