About this file

This document is Amendment 0001 to Solicitation 140A2327Q0298, issued by the Indian Education Acquisition Office on October 19, 2026, with an effective date of October 19, 2026. The amendment's sole purpose is to post Questions and Answers (Q&A) related to the solicitation. The original solicitation deadline remains November 19, 2026, at 1600 Central Time, and is not extended by this amendment.

The Q&A addresses nine substantive inquiries concerning a special education services contract for Isleta Elementary School and T'siya Day School. Key clarifications include: (1) personnel may be shared between schools, with one School Psychologist providing 305 combined estimated hours; (2) providers must be available only on scheduled service dates during school operating days, with estimated hours inclusive of indirect services (report preparation, IEP meetings, coordination, training); (3) background clearance processing begins after award, with an anticipated service start date of February 15, 2027; (4) licensing requirements correcting administrative errors for Speech Language Pathologists and Occupational Therapists; (5) minimum experience exceptions apply to all three disciplines (Psychology, OT, SLP); (6) offerors should submit supplemental rate schedules with separate hourly rates for on-site and authorized remote services; (7) Special Education Teacher and Physical Therapist positions referenced in SOW Section 4.2 are outside the current requirement; (8) prime contractors must submit their own past-experience examples, not subcontractor or affiliate examples; and (9) the controlling quotation deadline is 1600 Central Time. The contract period of performance is January 1, 2027, through December 31, 2027.

Q&A Solicitation 140A2327Q0298

1. Staffing Count and School Assignments Reference: SOW Section 2, page 2, and Section 8.3, page 12.

Section 2 lists three personnel for Isleta Elementary School and one School Psychologist for T’siya Day School, then states that personnel will be shared between the schools.

Please confirm the required number of individual providers and whether one School Psychologist may perform the combined 305 estimated hours for both schools. Please also confirm whether SLP and OT services are limited to Isleta, consistent with the zero hours shown for those services at T’siya. The current need requires a psych, SLP, and OT services at Isleta. T'siya only needs a part-time psych for the estimated hours. Yes, the personnel may be shared between the schools.

2. Estimated Hours and Required Availability Reference: SOW Section 8.3, page 12, and Attachment 2, Pricing Schedule.

The pricing schedule lists annual estimates of 305 psychology hours, 323 SLP hours, and 102 OT hours. Section 8.3 also states that personnel will work on all open school days.

Please clarify whether providers must be available every open school day or only on scheduled service dates, and provide the anticipated frequency and duration of on-site visits for each discipline.

Please also confirm whether the estimated hours include required indirect services, such as report preparation, IEP meetings, coordination, and provider training. Providers must be available on scheduled service dates and work should be completed on days in which the school is open. In other words, cannot conduct work on Saturday, Sunday, Holiday, or School Breaks.

The annual estimates are inclusive of indirect services. See breakdown of time below for each school

Isleta:

T'siya:

3. Candidate Documentation and Submission Deadlines Reference: Solicitation pages 14–15; SOW Section 4.1(a), page 3; Section 8.6, page 13; and Sections 10.0–10.1, pages 16–17.

We understand that key personnel resumes are required with the quote. Please reconcile the remaining requirements, including the 30-day recruitment period, five-day candidate-identification deadline, and five-business-day documentation deadline.

Please identify all candidate documents required with the quote, including whether diplomas, current licenses/certifications, and signed letters of commitment must be submitted at that time, and confirm which post-award deadlines control. Please also confirm the anticipated award and service-start dates in relation to the stated background-clearance process. Background clearance process is initiated after award. For example:

• December 1, 2026 – Contract Award: Contractor begins recruiting and identifying qualified candidates.

• December 6, 2026 – Candidate Submission Deadline: Contractor submits candidate resumes and supporting documentation.

• December 8, 2026 – Government Review: BIE reviews the candidate package and determines whether minimum qualifications are met.

• December 9–11, 2026 – Interview: BIE, Contractor, Principal, and COR coordinate the candidate interview.

• December 15–17, 2026 – PERSEC Submission: Contractor submits the completed Personnel Security Intake Package within five business days of Government approval.

• December 17, 2026 – January 28, 2027 – Background Investigation: Estimated four-to-six-week security vetting period.

• January 28 – February 11, 2027 – Employee Onboarding: Following a favorable background determination and establishment of an EOD date, the employee reports to work within two weeks.

• February 15 - Service starts

The timeframe of the background clearance all depends on the candidate and how quickly they complete all required documentation. If a candidate has a favorable clearance under a different purchase order within the BIE, the clearance for this purchase order is expended. None the less, services cannot begin until a favorable clearance is achieved.

4. Professional Licensure Requirements Reference: SOW Section 6.2(B)(i), page 10, and Section 7.2(B)(i), page 11.

The SLP and OT licensing provisions both reference authority to provide school psychological services. Please correct these provisions and identify the required professional and school credentials for each discipline, including whether a qualifying license from any U.S. state or territory is acceptable or whether New Mexico credentials are required. This is an administrative error on the SOW. SLP required to have a "Valid, unrestricted license/certification from a state or U.S. Territory that grants legal authority to provide speech language pathology services" and OT required to have a "Valid, unrestricted license/certification from a state or U.S. Territory that grants legal authority to provide occupational therapy services."

Note: This will need to be corrected on the SOW.

5. Minimum Experience Requirements Reference: SOW Section 4.3(A), page 8, and Section 5.2(A)(i), page 9.

Section 4.3 allows consideration of candidates with fewer than five years of experience, including recent graduates who meet the education and certification/licensure requirements. Section 5.2 separately states a five-year minimum for School Psychologists.

Please confirm whether the exception applies to all three disciplines, including School Psychologists, and identify any additional approval conditions. The exception applies to all disciplines: Psych, OT, SLP.

Note: This will need to be corrected on the SOW.

6. Pricing for Authorized Remote Services Reference: SOW Section 8.2(F), pages 11–12, and Attachment 2, Pricing Schedule.

Section 8.2(F) requires a reduced hourly rate for authorized remote services, but Attachment 2 provides only one labor-rate entry per discipline and year. Please clarify how offerors should submit on-site and remote rates, whether a supplemental rate schedule is required, and how those rates will be evaluated. It is recommend that offerors submit separate hourly rates for on-site and authorized remote services for each applicable labor category (Psych, OT, SLP) and contract year. Since Attachment 2 currently provides only one hourly rate entry per labor category and contract year, offerors should include a supplemental rate schedule identifying both the proposed on-site hourly rate and the reduced remote hourly rate for each applicable labor category and contract year. The proposed rates will be evaluated in accordance with the solicitation's established price evaluation criteria. Both on-site and remote rates will be reviewed to determine price reasonableness and compliance with the requirements of Section 8.2(F).

The government estimates the following reimbursable mileage for each location from Albuquerque, NM (nearest city) for each personnel. Mileage costs are included within the all-inclusive rate for each discipline. The reduced hourly rate should

Mileage to/from Isleta

Mileage to/from T'siya

Total estimated mileage for both locations

7. Additional Labor Categories

Reference: SOW Section 4.2, page 4, and Attachment 2, Pricing Schedule.

Section 4.2 references Special Education Teacher and Physical Therapist positions “if ordered,” but Attachment 2 does not include these labor categories. Please confirm whether these positions are outside the current requirement or provide the applicable scope, qualifications, estimated hours, and pricing instructions. This is an administrative error and outside of this requirement.

Note: This will need to be corrected on the SOW.

8. Subcontractor and Affiliate Past Experience Reference: Solicitation pages 14–15.

For the minimum three relevant past-experience examples, may the prime submit examples performed by a proposed subcontractor and/or an affiliated entity that will support contract performance? No If so, please identify the required documentation of each entity’s role, resources, and commitment, and confirm whether any minimum number of examples must have been performed by the prime itself.

9. Quotation Deadline Time Zone Reference: Solicitation page 14 and the SAM.gov notice.

The solicitation states that quotes are due November 19, 2026, at 1600 CDT, while SAM.gov lists 4:00 p.m. CST. Please confirm the controlling quotation deadline and time zone.
