About this file
This is a Questions and Answers Log for Solicitation #140A2326R0010 related to fire alarm pull station relocation work at Havasupai Elementary School. The document captures ten contractor inquiries submitted by JEVED with responses provided by the Bureau of Indian Education (MC) and Bureau of Indian Affairs (CG) as of April 28, 2026. Key clarifications address construction logistics, including that staging costs are the contractor's responsibility with coordination required through the Contracting Officer Representative (COR) and Havasupai tribal authorities; helicopter and mule/pack train transportation availability and pricing must be arranged by the contractor; and housing for workers is contractor-responsibility with rates determined through direct negotiation. The responses clarify scope boundaries, emphasizing that the work is limited to relocating existing fire alarm pull stations and verifying their operation with the existing system, with no new fire alarm system design or upgrades included unless formally directed through contract modification. Additional work beyond pull station relocation requiring code compliance justification must be documented separately with specific regulatory basis, affected locations, proposed scope, and cost impact submitted to BIE for review and authorization before execution. Fire marshal inspections are not required, and only as-built drawings for the school's records are mandated deliverables.

| 8 | JEVED | Per the project specs item "DRSM non-involment" for this project it appears that there would be no required review or shop drawings that would need to be provdied for the Pull Staion poject. However, in the next paragraph "DSRM involvement" for the project, per the indicated scope or work per the attached site pictures, would require the relocating of Pull stations to meet code requirements ( within 5FT of required entrances/exits) for accessibility and reprogramming of those devices. Per the contract docs, that would require DRSM involvement for the project and new FA design. Please Clarify | MC – BIE only requires the as-built drawings for the school’s future reference and recordkeeping. |
CG – This work is not considered a fire alarm system upgrade, system expansion, or new fire alarm design; it is limited to relocating existing pull stations and verifying operation. MC-4/28/2026
CG-4/28/2026
9 JEVED Per System design and enginerring spec items, it is understood that the existing school site is NOT sprinklered. In that case, per NFPA 101, 72 and IFC-2024, full occupance notofication ( speaker strobes due to E occupancy) would be required to meet thes code requirements. Please Calrify. MC – The new repair work will only encompass the relocation of pull stations and verification that the repaired/relocated devices are fully operable with the existing fire alarm system.
CG – Any system updates, upgrades, or code deficiencies beyond the identified pull station relocations shall be documented separately for future consideration. These items are not included in the current repair scope unless specifically directed by BIE through a formal contract modification. If the contractor believes additional work is required, the contractor shall provide the specific code basis, affected locations, proposed scope, and cost impact for BIE review before any additional work is authorized.
