About this file
This document is a Questions and Answers amendment to RFQ #140A2326Q0159 for Science Assessments issued by the Bureau of Indian Education (BIE) under the Central Administrative Office (CAO). The Q&A provides clarifications on seven key topics related to proposal submission and contract requirements. Regarding communication and scheduling, contractors should submit a proposed schedule for the required weekly webinars and in-person meetings (no more than twice annually) as referenced in Section 6.0 of the Statement of Work. Supplemental attachments are permitted to support evaluation criteria responses, but must be clearly labeled by factor, separated from page-limited sections, and cannot introduce new evaluated content or circumvent page limitations. The Quality Control Plan must be submitted with the proposal rather than post-award.
For technical approach requirements, offerors must address SOW Sections 5.0 through 15.0 within Factor 2 – Management and Technical Approach, acknowledging any contractual or compliance requirements without requiring lengthy narratives. Accommodation options have expanded beyond historical offerings of print, large print, and text-to-speech to include braille, sign language, and translation services as optional annual support, which must be priced in the Excel spreadsheet with separate calculations for each Contract Line Item Number (CLIN). The anticipated base year contract period runs from October 1, 2026 through September 30, 2027, with four optional one-year extensions following the same schedule. Factor 3 pricing must be completed using the detailed Excel spreadsheet (Attachment 2 Price Schedule), with all calculations clearly documented and cross-referenced to the summary pricing schedule on page 5 of the solicitation.

RFQ #140A2326Q0159 Science Assessments, CAO
Questions and Answers (Q&A) -Amend 0001
No. Question Response
6.0 Communication Venues (pp. 8-9)
“C. The Contractor shall hold weekly webinars or conference calls with the BIE Assessment Manager, CAO, COR, and other BIE staff as needed.
The Contractor shall meet in person with the Assessment Team and COR at a BIE-selected or vendor location no more than twice per contract year. The Contractor should submit a proposed schedule in its bid.”
Question: Should Contractors submit a complete program schedule, and for how many years, or should we submit a schedule for only the meetings referred to in this sentence?
See the suggested edits highlighted in green on pages 8-9 of the SOW.
May bidders include appendices with the proposal to supplement the page-limited sections?
Yes, supplemental attachments are permitted.
Offerors may include additional supporting documents; however, all supplemental materials must be clearly labeled as "Factor # - Supplemental Attachment(s)".
Offerors are reminded that the page limitations established in the solicitation apply only to the evaluation criteria responses. Supplemental attachments cannot be used to expand or circumvent those page limitations. Offerors must provide a clear delineation between the page limited evaluation response and any supplemental attachment(s). This may be accomplished through separate files, clearly marked section dividers, or other distinct labeling.
Unless otherwise stated in the solicitation, supplemental attachments should only provide supporting or clarifying information and may not introduce new evaluated content.
Component 3. Reporting. B.
“Contractor will provide a copy of the Quality Control plan to BIE.” (p. 6) Can BIE specify if the Quality Control Plan is to be submitted with the proposal or post-award?
Quality Control Plan is to be submitted with proposal (see page 6)
No. Question Response
Please confirm whether offerors are expected to address the requirements in SOW Sections 5.0 through 15.0 within the Factor 2 – Management and Technical Approach response, after Component 8, or whether those sections are considered contractual/compliance requirements that do not require a separate narrative response within Factor 2. If a narrative response is required, please also confirm whether it must be included within the 15-page limit for Factor 2.
Page 22 of 25 of the solicitation, Factor 2 Management and Technical Approach is focused on the objective of the SOW, specific tasks and under each components activity and planned execution of the project.
Offerors are expected to address the requirement in SOW in its entry. Review and if SOW does require a response, provide a response. Understand 5.0 -15.0 may have contractual/compliance requirement, no lengthy response is required but should acknowledge the specific contractual/compliance requirement.
Historically, accommodations have only included print, large print, and text to speech. Are there any expectations for translation, braille, or sign language in the future?
Alongside the resources previously offered, BIE requests that braille, sign language, and translation services be made available each year as optional support.
Added “Accommodations Options” to excel spreadsheets as additional options and created tab to price out each accommodation with a total. This process should also be used for each CLIN; (3) a detailed Excel spreadsheet showing all pricing calculations
