Performance Work Statement (PWS)
Family Enrichment – Home Based Services Family and Child Education (FACE) and Early Childhood Programs
1. Introduction
The Bureau of Indian Education (BIE) Family and Child Education (FACE) Program provides comprehensive family engagement and early learning services through its Family Enrichment (formerly Home-Based) component. This component supports families from prenatal to age three, focusing on strengthening parents and caregivers as their child’s first and most influential teacher. Services promote early development, family literacy, and positive parent-child interactions, grounded in culturally responsive practices and community-based engagement.
The Family Enrichment component is an integral part of the FACE model, which also includes Prekindergarten and Adult Education. Together, these components advance school readiness, family well-being, and lifelong learning for American Indian families served by BIE-funded schools.
All Family Enrichment contractors operate within BIE’s Educational Support Services (ESS) platform, utilizing Power BI, SharePoint, and FormAssembly to collect, manage, and report data.
These systems ensure program alignment, transparency, and compliance with federal requirements under FedRAMP, FISMA, FERPA, and Section 508. The purpose of this SOW is to ensure the delivery of differentiated, data-driven, and high-quality services that meet the unique needs of each FACE site and community.
2. Background and Alignment
The Bureau of Indian Education serves as the State Education Agency (SEA) for 183 schools and dormitories across 23 states, serving approximately 48,000 students. The FACE program is a nationally recognized model providing early childhood, adult education, and family engagement services. The Family Enrichment component focuses on prenatal to age three through home-based services, family group gatherings, and parent education.
The contractor shall provide comprehensive technical assistance and professional development to Family Enrichment sites, supporting alignment with BIE-adopted standards, FACE program guidance, and ESS data management practices. Services will ensure consistency across all components Prekindergarten, Adult Education, and Family Enrichment, while honoring local culture, language, and traditions.
3. Purpose
The purpose of this Performance Work Statements (PWS) is to provide one-on-one, differentiated technical assistance, coaching, and professional development to FACE Family Enrichment (home-based) programs across approximately 55 sites in 14 states, with additional sites potentially added over time. The contractor shall support program implementation, fidelity, and continuous improvement aligned with BIE FACE guidance, adopted curriculum and data collection requirements.

The contractor shall coordinate with the BIE FACE Data Team and other contractors to ensure all family engagement and early learning data are validated, accurate, and reported within BIE-authorized systems (FACE Portal, Power BI, SharePoint). Services will include tailored assistance for each site, professional development sessions, and support for mid-year and end-of-year evaluations.
All services under this contract shall be implemented in alignment with the Bureau of Indian Education’s FACE Quality Performance Benchmarks (QPB), which define expectations for site-level performance, continuous improvement, and technical assistance outcomes.
4. Requirements
Requirement 1: Develop and implement a comprehensive professional development and technical assistance system to support Family Enrichment sites. This system shall include annual meetings, regional training sessions, monthly virtual office hours, and component-specific support aligned to FACE’s performance benchmarks and coordinated with BIE’s unified Educational Support Services (ESS) system for data collection and reporting. Technical assistance will focus on strengthening family literacy, parent-child engagement, and home visiting practices.
Requirement 2: Conduct on-site technical assistance visits for each FACE site annually. For sites that do not receive an in-person visit, conduct a comprehensive desk audit reviewing documentation, data quality, and program implementation to ensure ongoing compliance and quality improvement. All on-site visits shall be scheduled and approved by the FACE Director and tied to site-level support plans to ensure alignment with identified program needs.
Requirement 3: Maintain a Family Enrichment Support Log to record all technical assistance provided, including training attendance, site visits, coaching sessions, and follow-up actions.
Requirement 4: Follow BIE-adopted early childhood and family engagement standards and utilize BIE-approved Family Enrichment curriculum based on the Parents as Teachers (PAT) model. The contractor shall make recommendations for ongoing improvements to curriculum and supporting materials to ensure alignment with standards-based best practices. The contractor shall also ensure that site staff are trained in the appropriate use of the ASQ-3, ASQ:SE-2, PICCOLO, PAT Curriculum, and Milestones by School Readiness Domain assessment tools and the family goal-setting process.
Requirement 5: Provide differentiated site support for individual FACE Family Enrichment sites based on their data, program fidelity, and identified needs. Support shall be tailored to address site-specific goals and improvement priorities identified through individualized support plans.

Requirement 6: Collaborate with other contracted partners supporting FACE to ensure coordinated services, alignment of program efforts, and shared progress toward program goals.
The contractor shall designate and maintain identified two Points of Contact (POCs) for Family Enrichment to coordinate directly with the FACE Leadership Team. These POCs will participate in leadership meetings, planning sessions, and coordination activities to ensure consistent communication, timely updates, and alignment across all program components.
Requirement 7: Participate in data collection, validation, and reporting activities through the FACE Portal, SharePoint, and Power BI systems in collaboration with the Educational Support Services contractor to ensure complete, accurate, and auditable program data. The contractor shall coordinate with the BIE FACE Data Team to ensure all site-level data collected through family enrichment services are properly formatted, validated, and reported through BIE-authorized systems, including the FACE Portal and Power BI. The contractor shall not create or maintain separate databases but will work collaboratively with the Data Team to ensure data consistency, accuracy, and timely submission for federal and program reporting requirements.
Requirement 8: Support the mid-year and end-of-year program evaluations by analyzing site-level data, identifying areas of strength and need, and providing differentiated technical assistance to each FACE site. Support shall include customized follow-up, coaching, and training plans based on each site’s evaluation results to ensure continuous improvement and equitable program performance across all locations.
Requirement 9: Develop and maintain a Family Enrichment Implementation Guide that outlines standards, training protocols, assessment tools, curriculum expectations, and opportunities for local culture and language integration. The guide shall be updated annually and approved by the FACE Director.
Requirement 10: Support the integration of local culture and language in all Family Enrichment activities. This includes providing culturally relevant family engagement and literacy resources, books, and materials that reflect local traditions, languages, and family structures. Contractors shall collaborate with local knowledge keepers and utilize FACE Family Circles to promote cultural connections.
Requirement 11: Integrate the FACE Quality Performance Benchmarks (QPB) into all Family Enrichment training, site support, and evaluation activities. The contractor shall use QPB data to identify site strengths, areas for improvement, and to guide differentiated technical assistance.
Benchmark data will inform mid-year and end-of-year evaluations and determine site eligibility for performance-based funding adjustments.

The contractor shall implement and support Early Learning Requirements for FACE Family Enrichment, aligned with the Parents as Teachers (PAT) national model. These Requirements promote school readiness and holistic child development across five domains:
• Language and Literacy
• Cognition and General Knowledge
• Student Resiliency (social-emotional development, self-regulation, relationships)
• Physical Well-being and Motor Development
• Approaches to Learning
The contractor shall implement and support home visits:
• Tailored family visits
• FACE Family Circles (family events),
• Screenings
• Resource networks
• Goal setting
• Observations and documentation of development and Milestones by School Readiness
Domain
• Individualized parent-child activities that empower caregivers as their child’s first teacher
• Transition through preschool readiness beginning prenatally until kindergarten entry.
Support staff in developing high quality home visiting components that focus on intensity, and duration and are implemented in the child’s natural learning environment. Along with utilizing the local cultural resources and community connections that support the child and family.

7. Qualifications
The contractor shall have the following qualifications to ensure delivery of high-quality Family Enrichment services:
• Seven or more years of experience working with Bureau-funded schools and Tribal early learning home-based services.
• A master’s degree (Doctorate preferred) in Early Childhood Education, Family Engagement, or related field.
• Experience implementing home visiting or family engagement programs in early childhood and federal settings (FACE, Head Start, DOE-funded programs).
• Demonstrated experience in professional development and coaching for parent educators and family literacy programs.
• Knowledge of early childhood development, family literacy, and culturally responsive family engagement practices.
• Experience supporting use of assessment tools (ASQ-3, ASQ:SE-2, PICCOLO) and family goal-setting systems for continuous improvement.
• Knowledge of virtual home visiting and digital TA delivery for dispersed Tribal communities.
• Demonstrated experience supporting cultural and language integration in Indigenous communities.
• Knowledge of federal compliance standards, including FedRAMP, FISMA, FERPA, and Section 508.

9. Travel
Pre-Travel Approval The contractor will require travel to support requirements outlined in said agreement. Travel arrangement shall have authorization or prior approval, in accordance with Federal Travel Regulations (FTR) 41 C.F.R. § 301-2.1. All travel requests shall be submitted to the Contracting Officer Representative (COR) to ensure the proposed travel meets FTR requirements and reasonable cost, per 41 C.F.R § 301-2.3, before approving travel request. The COR’s approval is to ensure travel supports mission requirements/is essential to advancing the services for this

Project. Travel costs that are projected to exceed standard federal travel rates shall be requested and approved in writing by the COR prior to incurring the cost.
Post-Travel Approval Once travel is completed the reimbursement request shall be submitted to the COR for approval, prior to the final submission to the IPP. The reimbursement request shall include but is not limited to the following: traveler name, travel itinerary, purpose for travel, travel receipts (hotel, rental car, gas), tax statement, etc., per 41 C.F.R. § 301-2.2. The COR’s review shall ensure travel meets FTR requirements and reasonable cost before travel reimbursement is submitted to IPP for final payment. For further information on Travel Costs, see FAR 31.205-46. All changes to an already approved travel (i.e., changes for an early return) shall be re-approved by the COR to ensure costs are advantageous for the Government. The traveler shall be responsible for all expenses incurred that are over the allowable reimbursement limits established in the FTR, e.g., all excess costs resulting from circuitous routes, delays, or luxury accommodations or services unnecessary or unjustified in the performance of official business, per 41 C.F.R. § 301-2.4.
Travel costs shall not incur any general and administrative (G&A) and/or profit costs. Travel costs shall be reimbursed using actual cost incurred.
10. Performance Monitoring
The Contracting Officer’s Representative (COR) will evaluate contractor performance based on deliverables, training documentation, data accuracy, and compliance with FACE and ESS requirements. Failure to meet the minimum quality standards may result in corrective action, withholding of payment, or termination under contract terms.
Contractor performance and deliverables will be reviewed against the FACE Quality Performance Benchmarks (QPB) to ensure alignment with program quality standards and outcomes identified in BIE’s continuous improvement framework.
11. Security Requirements
The contractor shall comply with all federal security requirements, including FISMA, FedRAMP, and Section 508, ensuring protection of all FACE participant data. All systems must operate within authorized cloud environments, and contractors must comply with FERPA regulations related to student and family data privacy. All contractors shall adhere to the Bureau’s data security standards and actively participate in maintaining compliance with FedRAMP, FISMA, FERPA, and Section 508 requirements in coordination with the Educational Support Services contractor. The contractor shall collaborate with the BIE FACE Data Team to maintain data integrity and system compatibility within the Educational Support Services (ESS) environment.

12. FACE Site Reference
A current list of FACE sites by state and city will be provided to the Contracting Officer’s Representative (COR) upon request, consistent with the most recent FACE roster.
13. Data Ownership and Public Reporting
All data, reports, materials, training resources, templates, and other products created under this Statement of Work are and shall remain the sole property of the Bureau of Indian Education (BIE) Family and Child Education (FACE) Program.
The contractor shall have no ownership, license, copyright, or proprietary rights to any materials, content, or intellectual property developed for or on behalf of BIE FACE. This includes, but is not limited to, digital content, graphics, forms, publications, curricula, communications materials, and evaluation reports.
All data and program information must remain within approved BIE-authorized systems (FACE Portal, Power BI, SharePoint, and FormAssembly). The contractor shall not host, store, or distribute FACE materials or data on external servers or platforms without prior written approval from the Contracting Officer’s Representative (COR).
Any reports, data visualizations, presentations, or publications derived from FACE program data that are intended for public or external release must receive prior written approval from the FACE Director.
Upon contract completion or termination, the contractor shall return all materials, data, and deliverables in an organized and accessible format as directed by BIE, certifying that no copies or residual data remain in their possession.
