Performance of Work (PWS)
Prekindergarten and Adult Education Services Family and Child Education (FACE) and Early Childhood Programs
1. Introduction
The Bureau of Indian Education (BIE) Family and Child Education (FACE) Program provides comprehensive Prekindergarten and Adult Education services designed to promote school readiness, lifelong learning, and family engagement for American Indian families. The program supports parents and caregivers as their child’s first and most influential teacher, emphasizing early childhood development, literacy, and adult learning in culturally responsive environments.
The FACE model integrates family, school, and community engagement to strengthen educational outcomes.
The BIE FACE Program operates within BIE’s Educational Support Services (ESS) platform and utilizes Power BI, SharePoint, and Form Assembly to collect, manage, and report data. These systems are hosted within a cloud-based, FedRAMP-authorized environment to ensure security, accessibility, and compliance with federal IT standards. The FACE Program’s integration within ESS ensures that data and program management are aligned with the Performance Work Statement (PWS) for FACE and Early Childhood Programs, supporting continuity, modernization, and accountability.
2. Background and Program Integration
The BIE serves as the State Education Agency (SEA) for 183 schools and dormitories across 23 states, serving approximately 48,000 students. FACE is BIE’s federally funded early childhood and family engagement program, integrating three components: Family Enrichment Services (prenatal to age 3), Prekindergarten (ages 4–5), and Adult Education (for parents and caregivers).
FACE operates at BIE-funded schools, strengthening the connection between family and school while supporting academic achievement, workforce readiness, and cultural preservation.
The FACE Program’s data and program management systems are integrated within BIE’s ESS platform, ensuring alignment between program implementation, data collection, and compliance with federal cybersecurity and privacy standards, including FedRAMP, FISMA, FERPA, and Section 508. Contractors shall participate in data collection and validation through the FACE Portal, Power BI, and SharePoint systems to maintain accuracy and compliance across all reporting requirements.
3. Purpose
The purpose of this Performance of Work (PWS) is to provide comprehensive technical assistance and programmatic support to FACE sites implementing the Prekindergarten and Adult Education components. The contractor shall deliver one-on-one, differentiated support tailored to the unique needs of each FACE community across approximately 55 sites in 14 states, with additional sites potentially added overtime. Services will include coaching, training, and responsive assistance to ensure effective implementation, data accuracy, and continuous program improvement aligned with the FACE model and the ESS framework.

4. Requirements
Requirement 1: Develop and implement a comprehensive professional development and technical assistance system for Prekindergarten and Adult Education components. This system shall include annual meetings, regional training sessions, monthly virtual office hours, and component-specific support aligned to FACE’s performance benchmarks and coordinated with BIE’s unified ESS system for data collection and reporting.
Requirement 2: Conduct on-site technical assistance visits for each FACE site annually. For sites that do not receive an in-person visit, conduct a comprehensive desk audit reviewing documentation, data quality, and program implementation to ensure ongoing compliance and quality improvement. All on-site visits shall be scheduled and approved by the FACE Director and tied to site-level support plans to ensure alignment with identified program needs.
Requirement 3: Maintain a FACE Support Log to record and track all technical assistance provided, including virtual meetings, site visits, and follow-up support activities.
Requirement 4: Develop and provide resources, templates, and guidance materials for use within the FACE Portal and SharePoint to enhance access to training and reference materials.
Contractors shall follow BIE-adopted Prekindergarten Standards and curriculum for both Prekindergarten and Adult Education and make recommendations for additional resources to ensure sites have access to the most up-to-date and relevant educational opportunities
Requirement 5: Collaborate with other contracted partners supporting FACE to ensure coordinated services, alignment of program efforts, and shared progress toward program goals.
The contractor shall designate and maintain identified Points of Contact (POCs) for both the Prekindergarten and Adult Education components to coordinate directly with the FACE Leadership Team. These POCs will participate in leadership meetings, planning sessions, and coordination activities to ensure consistent communication, timely updates, and alignment across all program components.
Requirement 6: Participate in data collection, validation, and reporting activities through the FACE Portal, SharePoint, and Power BI systems in collaboration with the ESS contractor to ensure complete, accurate, and auditable program data. The contractor shall coordinate with the BIE FACE Data Team to ensure all site-level data collected through Prekindergarten and Adult Education services are properly formatted, validated, and reported through BIE-authorized systems, including the FACE Portal and Power BI. The contractor shall not create or maintain separate databases but will work collaboratively with the Data Team to ensure data consistency, accuracy, and timely submission for federal and program reporting requirements.
Requirement 7: Support the mid-year and end-of-year program evaluations by analyzing site-level data, identifying areas of strength and need, and providing differentiated technical assistance to each FACE site. Support shall include customized follow-up, coaching, and training

6. Qualifications
The vendor shall have the following qualifications to ensure high-quality services to the BIE and FACE programs:
• Seven or more years of experience working with Bureau-funded schools and Tribal education systems.
• A master’s degree, preferably a Doctorate in Education, with experience in designing and leading Prekindergarten, Adult Education, and family engagement in family literacy programming.
• Demonstrated experience implementing and providing professional development for family engagement and family literacy programs across multiple educational settings nationwide.
• Experience developing a comprehensive professional-development system that includes both face-to-face and virtual training opportunities for Prekindergarten, Adult Education, and family engagement components.
• Demonstrated experience supporting successful implementation of Prekindergarten, Adult Education, family engagement, and family literacy programs in federal settings, including but not limited to FACE, Head Start, and Department of Education-supported programs.

• Extensive experience providing ongoing technical assistance to Prekindergarten and Adult Education sites through site visits, virtual meetings, and phone consultations for continuous program development.
• Knowledge of early childhood and developmentally appropriate educational best practices.
• Knowledge of Adult Education principles and goal-setting methodologies, including literacy and workforce development.
• Comprehensive understanding of the FACE model, its components, sites, and school settings, and how these align with BIE operational requirements.
• Knowledge of Prekindergarten, Adult Education, family literacy, language and culture integration, and community collaboration to support educational gains.
• Ability to support the use of benchmark data and digital tools including FACE Portal, Power BI, SharePoint, TS GOLD, Finch, and Beable to inform continuous program improvement.
• Experience with federal compliance standards, including FedRAMP, FISMA, Section 508, and FERPA requirements.

8. Travel
Pre-Travel Approval The contractor will require travel to support requirements outlined in said agreement. Travel arrangement shall have authorization or prior approval, in accordance with Federal Travel Regulations (FTR) 41 C.F.R. § 301-2.1. All travel requests shall be submitted to the Contracting Officer Representative (COR) to ensure the proposed travel meets FTR requirements and reasonable cost, per 41 C.F.R § 301-2.3, before approving travel request. The COR’s approval is to ensure travel supports mission requirements/is essential to advancing the services for this

Project. Travel costs that are projected to exceed standard federal travel rates shall be requested and approved in writing by the COR prior to incurring the cost.
Post-Travel Approval Once travel is completed the reimbursement request shall be submitted to the COR for approval, prior to the final submission to the IPP. The reimbursement request shall include but is not limited to the following: traveler name, travel itinerary, purpose for travel, travel receipts (hotel, rental car, gas), tax statement, etc., per 41 C.F.R. § 301-2.2. The COR’s review shall ensure travel meets FTR requirements and reasonable cost before travel reimbursement is submitted to IPP for final payment. For further information on Travel Costs, see FAR 31.205-46. All changes to an already approved travel (i.e., changes for an early return) shall be re-approved by the COR to ensure costs are advantageous for the Government. The traveler shall be responsible for all expenses incurred that are over the allowable reimbursement limits established in the FTR, e.g., all excess costs resulting from circuitous routes, delays, or luxury accommodations or services unnecessary or unjustified in the performance of official business, per 41 C.F.R. § 301-2.4.
Travel costs shall not incur any general and administrative (G&A) and/or profit costs. Travel costs shall be reimbursed using actual cost incurred.
9. Performance Monitoring
The COR will evaluate contractor performance using deliverables, services provided, attendance records, participant evaluations, and compliance with data submission requirements. Failure to meet the minimum acceptable quality level may result in corrective action, payment withholdings, or other remedies under the contract.
10. Security Requirements
The contractor shall comply with all federal security requirements, including FISMA, FedRAMP, and Section 508, ensuring protection of all FACE participant data. All systems must operate within authorized cloud environments, and contractors must comply with FERPA regulations related to student and family data privacy. All contractors shall adhere to the Bureau’s data security standards and actively participate in maintaining compliance with FedRAMP, FISMA, FERPA, and Section 508 requirements in coordination with the ESS contractor. The contractor shall collaborate with the BIE FACE Data Team to maintain data integrity and system compatibility within the ESS environment.
11. FACE Site Reference
A current list of FACE sites by state and city will be provided to the COR upon request, consistent with the most recent FACE roster.

12. Data Ownership and Public Reporting
All data, reports, materials, training resources, templates, and other products created under this Performance of Work are and shall remain the sole property of the BIE FACE Program.
The contractor shall have no ownership, license, copyright, or proprietary rights to any materials, content, or intellectual property developed for or on behalf of BIE FACE. This includes, but is not limited to, digital content, graphics, forms, publications, curricula, communications materials, and evaluation reports.
All data and program information must remain within approved BIE-authorized systems (FACE Portal, Power BI, SharePoint, and FormAssembly). The contractor shall not host, store, or distribute FACE materials or data on external servers or platforms without prior written approval from the COR.
Any reports, data visualizations, presentations, or publications derived from FACE program data that are intended for public or external release must receive prior written approval from the FACE Director.
Upon contract completion or termination, the contractor shall return all materials, data, and deliverables in an organized and accessible format as directed by BIE, certifying that no copies or residual data remain in their possession.
