About this file

The Performance Requirement Summary (PRS) for the Student ELA and Math Assessments contract outlines comprehensive performance standards for a contractor working with the Bureau of Indian Education (BIE). The document specifies detailed requirements across multiple domains, including data management, reporting, technical support, assessment administration, and cybersecurity compliance. Key performance expectations include providing clear assessment reports to parents and educators, ensuring data quality, performing statistical analyses, maintaining Section 508 accessibility standards, protecting student privacy, and delivering secure data transmission.

Critical technical requirements include developing a student registration portal, creating assessment administration manuals, coordinating teacher training, providing help desk and technical support, conducting test item development, generating summative assessment reports, and maintaining ongoing data validation with real-time synchronization between school and assessment databases. The contractor must also meet strict cybersecurity protocols, including annual self-assessments, vulnerability analysis, incident reporting, and compliance with NIST security control requirements. Performance standards consistently mandate a "No less than 100%" acceptable quality level across all specified tasks, with inspection methods ranging from daily to annual reviews.
