About this file

This document is a Tribal Employment Rights Ordinance (TERO) from the Turtle Mountain Band of Chippewa Indians, detailing fee assessment and business licensing requirements for contractors operating on the reservation. The ordinance mandates that contractors, subcontractors, and businesses with negotiated contracts of $10,000 or more must pay a 3% fee, which is to be paid upon the first progress payment or within 45 days of contract award. The fee applies to various contractor categories including construction, manufacturing, professional services, and legal services, with the requirement spanning across different business types.

The ordinance also stipulates that any person or vendor conducting business on the reservation must obtain and maintain an annual tribal business license from the TERO Office before commencing work. This requirement is connected to a related federal contract opportunity for an Occupational Therapist position at Turtle Mountain Middle School in Belcourt, ND, which is solicited by the Department of the Interior's Bureau of Indian Education. The TERO regulations would apply to any contractor fulfilling this or similar contracts within the Turtle Mountain reservation.
