About this file

This document is a TERO (Tribal Employment Rights Ordinance) code section for the Turtle Mountain Band of Chippewa Indians, detailing fee assessment and business licensing requirements for contractors operating on the reservation. The ordinance mandates a 3% fee for any contractor, subcontractor, or business entity with a negotiated contract of $10,000 or more, which must be paid upon receiving the first progress payment or within 45 days of award. This fee applies to various contractor categories including construction, manufacturing, professional services, and legal services.

Additionally, the ordinance requires all persons, employers, or vendors doing business on the reservation to obtain and maintain an annual tribal business license from the TERO Office before commencing work. The license must be renewed each calendar year. Fees are assessed to provide tribal revenue and support the operation of the TERO Commission, as authorized by the Turtle Mountain Band of Chippewa Indian Constitution. Exceptions to fee assessments include educational purposes and specific items like computers, books, classroom desks, and supplies.
