Q&A Solicitation 140A2325Q0147
1. Is this RFQ intended for a single textbook order, or is it structured as a longer-term service agreement? See page 3 of solicitation, section B2.
2. Does the scope involve operating a full-service bookstore, or strictly textbook fulfillment?
Strictly etextbook and textbooks services, see SOW tasks.
3. Is SAM.gov registration and IPP capability a requirement for this contract, or simply preferred? Required.
4. Will the selected vendor be required to maintain any on-site presence at the campus? See SOW, “Other unique requirements”.
5. Is there a preferred platform or ordering system the institution would like vendors to use?
The vendors website/platform.
6. What is the anticipated volume or number of students served under this RFQ? See pricing schedule.
7. Would HINU-Albuquerque be open to a local fulfillment model, where a third-party partner services textbook needs across its academic programs and technologies? No
8. Will HINU be directly purchasing the full textbook list based on the quote we provide, or will students be individually responsible for ordering their materials through our online storefront? Purchases will be consistent with as needed requirement, for each period of performance.
9. If students are ordering individually, will they be able to use Financial Aid or other Third Party funding sources such as grants or scholarships at checkout? No
10. If Financial Aid or Third Party funds are accepted, could you please clarify when those funds typically become available for students to use toward course materials? N/A
11. Would HINU be open to exploring Inclusive Access or Equitable Access programs to help ensure all enrolled students have timely and affordable access to their required materials? No
12. Could you provide textbook sales data from the past three years, including exact numbers broken down by format (new, used, rental, digital, and Inclusive Access)? The pricing schedule is based off of previous requirements. If format-level detail is unavailable, a breakdown between digital and physical sales will suffice.
13. How many different campus locations does HINU have? 1 location
14. The SOW states, "eCampus will be the exclusive provider of course materials to students."
Certain tasks associated with eCampus overlap with those listed in the Objectives paragraph on Page 1. Since this is not a notice to sole source, please clarify the level of effort (i.e., scope, tasks) required from the Contractor versus what is supplemented by eCampus. This is a new solicitation for competition, the SOW omitted striking out eCampus when it should have. Amended SOW has been posted with this notice.
15. Section E of the SOW states, "The offer shall provide proof that they are an authorized distributor/reseller if applicable." BMRA does not currently possess a distribution agreement;
however, is this a relevant requirement if all courseware is purchased/sold through the eCampus platform? No eCampus is incumbent for the current contract and the bidders are not
