Section B – Period of Performance
FROM:

Base Year: 12-months (from date of award) (plus 4 option years)
Due to an active solicitation, the POP will need to be adjusted based on date of award.
The first day of school for the 25-26 SY is 08/11 for sta and 08/14 for students.
Section E – 52.212-1, Instructions
FROM:
Key Personnel: Key personnel are considered to be the School Counselor
Availability & Commitment: The contractor shall provide a signed & dated commitment letter to include length of time with the quote.
Onsite Service: The contractor shall clearly acknowledge its ability to provide onsite service. The key personnel commitment clearly shall clearly acknowledge onsite service and ability to provide onsite service.
If identified key personnel are not currently employed by your firm, a written statement signed by the individual must accompany the resume indicating the individual's commitment to join your firm as an employee in the event of an award. Quoters are cautioned to verify the continued availability of individuals proposed.
Experience & Qualifications: The contractor shall provide a resume, certifications, and direct contact information of key personnel with the quote. Key personnel shall possess the necessary knowledge, skills, qualifications, and ability to perform the service being requested. The resume shall clearly demonstrate such qualifications and experience.
TO:
Key Personnel: Key personnel are considered to be the School Counselor.
The quote shall identify the full legal name of key personnel.
Redacted or abbreviated names will not be accepted.
Availability & Commitment: O erors shall provide a Key Personnel Letter of Commitment stating that “contingent upon award” the key personnel is committed to performing the contract requirements and will remain committed to performance for at least 120 days after award. The Letter of Commitment shall be signed and dated by the identified key personnel. A letter of Commitment is required regardless of whether or not the identified key personnel are currently employed by the o eror.
On-site Service: The key personnel Letter of Commitment shall clearly confirm the ability to provide on-site service.
Experience & Qualifications: O erors shall provide the identified key personnel’s active license/certification by the
State of South Dakota demonstrating the key personnel have the State of South Dakota School Counselor Specialist Endorsement. O erors shall also provide a resume demonstrating that the key personnel meet the following minimum qualifications:
Master's degree or higher in Counseling from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
At least 4 years of experience as a school counselor working in a school setting.

Section E – 52.212-2, Evaluation Criteria

52.212-2 Evaluation-Commercial Items. (NOV 2021) The following factors shall be used to evaluate offers:

Qualifications & Capability:
The government will evaluate the quote based on contractor capability to organize, sta , and manage the contract as well as the means that will be used to accomplish the contract requirements. The government will evaluate contractor qualifications and experience providing the same or similar services, as it relates to this requirement.
Key Personnel:
The government will consider the qualifications & experience of key personnel presented in the quote.
The government is seeking a contractor that has existing sta available for immediate placement upon award and will consider the availability of key personnel identified in the quote. This includes the ability to provide onsite service.
Price:
The government will review the price for completeness and reasonableness.
(b) Options. The Government will evaluate o ers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an o er is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option( s ).
The Government will evaluate quotations in accordance with the evaluation process outlined in FAR 13.106-2(b)(3). The Government will award a contract resulting from this solicitation to the contractor responsible whose quote conforms to the solicitation requirements, is determined acceptable, and provides the lowest price for the Government.
( c) A written notice of award or acceptance of an o er, mailed or otherwise furnished to the successful o eror within the time for acceptance specified in the o er, shall result in a binding contract without further action by either party. Before the o er's specified expiration time, the Government may accept an o er ( or part of an o er), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Qualifications & Capability:
The government will evaluate the responsiveness and technical acceptability of the offerors’ responses based on the following:
Whether or not the quote conforms to the solicitation response instructions included in FAR 52.212-1 with addendum. Quotes that do not conform to the instructions and/or do not provide all requested information may be removed from further consideration.
Whether or not the quote demonstrates the contractor’s capability to organize, staff, and manage the contract as well as the means that will be used to accomplish the contract requirements.
Whether or not the identified Key Personnel have submitted a signed and dated letter of commitment containing all required information.
Whether or not the identified Key Personnel possess the required certification. The government reserves the right to verify applicable licensures/certifications by using online verification systems, contacting the issuing board or agency to confirm the license/certification is valid, active, and in good standing.
Whether or not the identified Key Personnel meet the stated minimum education and experience requirements.
The government reserves the right to conduct a conference call with the offeror and key personnel present to verify key personnel commitment, continued availability after award, and ability to provide on-site service.
Key personnel will have routine access to minor children, federal information systems, and federal facilities. Key personnel are subject to investigation and verification. The government reserves the right to investigate key personnel prior to award and may utilize various resources to conduct preliminary review of key personnel in order to determine risk and whether an individual has been suspended, excluded, or debarred from doing business with the federal government.
Price:
The government will review the price for completeness and reasonableness.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
The Government will evaluate quotations in accordance with the evaluation process outlined in FAR 13.106-2(b)(3).
