BHWP Questions & Answers 140A2323R0005

1) Is there an incumbent for this work?

• Yes, Tribal Tech LLC was awarded the interim contract while this one is being competed.

2) SOW, pg 2, Section 2: Counseling Services: How is parental/guardian consent obtained for students under 18 engaging with this program?

• Consent is obtained following established BHWP policy and procedures that are within accordance of basic counseling standards for minors. BHWP has established consent and intake forms that outline this process for any potential students/staff accessing BHWP services.

3) SOW, pg 2, Section 2: Counseling Services: Are services available for students when school is not in session, for example, over summer break?

• All BHWP student centered counseling services have been developed similarly to a school-based counseling model and service delivery should align with when school is in session, which would include summer school sessions.

4) SOW, pg 7, Section 4: 24/7 Crisis Call Line: Are services available for students when school is not in session, for example, over summer break?

• All BHWP crisis related services are accessible for staff and students during summer breaks and when school is not in session (i.e. – holidays, teacher workdays, and/or Tribal holidays)

5) SOW pg 10, Sub Task 5.4.2 Develop and Deliver Individualized Training Workshops:

Are there identified schools or personnel that would receive these trainings or is the intent that these workshops would be provided to each individual school if requested?

• The individualized training workshops identified under this task should be focused on behavioral health/wellness focused topics that can be provided on-site at least twice a year and three times a year virtually as approved by BIE.

The intent is for these trainings to be provided in a format/structure that is conducive to allowing either a specific school, college, university, program, and/or a diverse group of staff from bureau-funded entities to attend.

6) SOW, pg 10, Task 6.1 Brand Support: Would awardee be supporting current brand standards of BHWP for future development of materials or be creating and developing a whole new brand identity for BHWP?

• Awardee would be supporting current brand standards and formats as identified by the BIE and BHWP Program Lead to continue the BHWP’s programmatic and marketing efforts.

a) Are there documents already created that would need to be newly branded?

• All current documents utilize the current BHWP branding and will not need new branding.

b) Who currently supports these efforts?

• See 1) above.

7) SOW, pg 11, Task 6.4 Website Support: Would awardee be developing a new website, or would the current website be taken over?

• The current website would be taken over to ensure continuity of BHWP programmatic efforts.

a) What platform and hosting site is currently utilized?

• The hosting site is BlueHost and platform is WordPress.

b) Who is currently supporting the website's efforts?

• See 1) above.

8) SOW, pg 15, F Key Personnel Minimum Requirements: Licensure/Certification

Requirement: We currently provide a 24/7 Crisis Line that provides access to a Behavioral Health crisis team. We have successfully staffed this service with RNs who take the initial crisis assessment calls. Is there any consideration for utilizing RNs for the 24/7 crisis line?

• No, the crisis line should be staffed as outlined in the solicitation.

9) Attachment 2 – Pricing Schedule, CLIN 00002: Can the Government please confirm that it anticipates Task 3: Crisis Support to be accomplished in 960 and 480 hours (1440 hours total)? Task 3 calls for a team of three staff for up to three weeks per month, which is 360 hours per month, or 4,320 hours annually.

• These hours are estimates and may be adjusted throughout the contract period of performance. They are noted to be a ceiling and the awardee is to notify the COR when 80% of the hours are reached. The COR will determine if additional funding is available and will work with the CS/CO to add hours/funds to the contract at that time if needed.

10) Can the Government please confirm the page limitations on page 16 of the solicitation (Solicitation Response Instructions and Conditions) are accurate. These page limitations do not seem sufficient to meet the requirements in the evaluation criteria:

• Experience/Past Performance – 10 pages

• Management and Technical Approach – 7 pages

• Key Personnel - 5 pages

Management and Technical Approach has been increased to 7 pages. Experience/Past Performance and Key Personnel page limitations remain unchanged.

11) Does the Government have a minimum and maximum number of past performances to include? (Factor 1, Experience/Past Performance, Pg 18 of solicitation)

• There is no minimum; however, since each performance record cannot exceed

2 pages and each record has to be on its own pages, the maximum is 10

12) Will the Government permit charts, graphs, and tables to be 10pt font, Times New Roman?

(Section 1.5, Solicitation, Pg. 17)

• Yes, only charts, graphs, and tables may use 10pt font.

13) Does the required Level of Effort chart required in Task 1.6 of the SOW, count towards the total page count of the Management and Technical Approach (5 pages)?

• No, it does not.

14) Task 2 of the Statement of Work indicates counseling services will be available to “all staff and students from a BIE-funded...” Should the Offerors provide details on the number of hours assumed in their budget estimate to provide the counseling services? Or will the Government provide a target number of hours per contract year?

• The number of counseling hours estimated at this time is 38,400 per year.

These hours are estimates and may be adjusted throughout the contract period of performance. They are noted to be a ceiling and the awardee is to notify the COR when 80% of the hours are reached. The COR will determine if additional funding is available and will work with the CS/CO to add hours/funds to the contract at that time if needed.

15) The Deliverables Schedule, Section G, the Monthly Progress report is required to be submitted within 10 days after the end of each reporting month; however, under Task 8.3 the report is required every 30 days. Can the Government clarify if the requirement should be provided along with Task 8.2, within 10 business days at the end of each month.

• It is a monthly requirement. The 10 business days allows the contractor to capture the month in full.
