Project Title Update Signage at Flandreau Indian School

1) The RFI period of this Solicitation has now closed. The Government reserves the right to decline answers to questions submitted hereafter. In response to the Solicitation, the following questions were received, and the Government provides responses to each as follows:

a. Q. Is this [magnitude of construction] amount the max that would be allocated?

A. The offeror’s proposal should reflect the work to be performed, and so it may have a price beyond the magnitude that is advertised. It is possible for the Government to change the magnitude later, but the magnitude is not changed by this amendment, and such a change requires additional financial and approval authority.

b. Q. Is there any possibility of extending the bid deadline?

A. The Solicitation due date is not changed by this amendment. The Government reserves the right to extend the Solicitation due date in the future, when found to be in the best interest of the Government.

c. Q. Where can we source electricity for the illuminated directional monument sign?

A. There is a transformer about 1000ft from the highway sign location. This transformer is rated at 25 kVA and has single phase wire run out to the location.

d. Q. What resolution are the digital message centers?

A. The G56 highway display is 100 pixels high x 225 pixels wide. The GT6x student center display is 144 pixels high x 252 pixels wide.

e. Q. May offerors decide or propose options for digital message resolution?

A. Yes.

f. Q. Do you have pictures of existing signs and information on the monitors you are looking to purchase?

A. There was some printed information shared at the site visit, for informational purposes. However, none of the information shared is either binding or superseding the Section C Specifications (SOW).

g. Q. Does [the project] include removal of signs and display monitors?

A. Removal of signs and display monitors should be performed in accordance with the SOW.

h. Q. Any chance I can still come out and take a look next week?

A. The official site visit was conducted as described in the Solicitation. The Government does not plan to hold any more site visits for this Solicitation.

i. Q. Is there a contract number, contract ID code or project number to use on the applications?

A. Please utilize the tracking number “140A2323R0003” for all correspondence. (SF 1442, Block 1)

j. Q. Item 11 under the Solicitation, Offer and Award agreement states the contractor shall begin performance 14 days and complete within 15 days after receiving notice to proceed. Can you give me an estimate of what date this would approximately be?

A. The Solicitation is marked for a negotiable performance period and final delivery date. This provision is marked this way to account for manufacturing and/or supply durations, which were found too difficult to estimate by the Government prior to issuance. The bonding and construction periods are believed to be sufficient, at 14 days and 15 days, respectively, but these time periods are necessarily subject to negotiation.

2) For regulatory compliance, Subsection I.2 is updated as follows:

“1452.228-70 Liability Insurance - Department of the Interior (JUL 1996)

(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:

$100,000 each person* $500,000 each occurrence* Automobile: $200,000 per person, $500,000 per occurrence, and $20,000 property damage*

(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.

*These amounts to be set by the Contracting Officer. (End of clause)”

3) All other terms and conditions remain the same. (End of Summary of Changes)
