About this file
This is a Brand Name Only Justification (J&A Control Number JA26-00203) for a sole-source procurement of Oracle GoldenGate Licenses for the Office of Information Technology (OIT) within the Department of the Interior, Bureau of Indian Affairs. The purchase request number is 44050289, and the requirement is classified as new with firm-fixed pricing.
The requirement is for Oracle software licenses—specifically Golden Gate for TAAMS and eNativeTrust—along with one year of associated technical support services. These licenses and services are necessary to maintain essential database replication, security, diagnostics, and performance tuning capabilities for mission-critical operations. The justification cites RFO 6.103-1 (only one responsible source and no other supplies or services) as the statutory authority for justifying other than full and open competition. Market research confirmed that Oracle Golden Gate is the only proprietary technology providing native, fully supported real-time replication for Oracle databases, and that competing replication tools introduce architectural risk, lack direct security patch integration, and do not meet federal compliance requirements. Third-party professional services similarly lack access to proprietary Oracle diagnostic tools and engineering teams. The contracting officer determined the anticipated cost to be fair and reasonable based on Oracle's standardized federal pricing schedules benchmarked across government agencies, vendor direct support eliminating duplicate cost layers, and anticipated competition among ISBEs. Over 200 ISBEs were identified in NAICS 513210, and the agency notes that should Oracle introduce authorized third-party integrators with equivalent access to proprietary tools and engineering support in the future, options will be reevaluated in subsequent procurement cycles. A notice will be posted in accordance with FAR Subpart 5.2 unless exempted under FAR 5.202.

Text version
The Oracle Golden Gate pricing structure is standardized under Oracle’s federal pricing schedules and benchmarked across government agencies with similar database footprints.
Vendor direct support eliminates duplicate cost layers associated with third party service integrators and reduces long term lifecycle costs by preventing misconfigurations and unsupported deployments. The contracting officer anticipates competition among ISBEEs and will use that competition to determine a fair and reasonable price.
Market research included a review of available replication tools compatible with Oracle databases, consultation with industry experts, and evaluation of third party replication technologies. Research confirmed:
• Only Oracle Golden Gate provides native, fully supported real time replication for Oracle databases.
• Competing tools introduce architectural risk, lack direct security patch integration, and do not meet federal compliance needs.
• Third party professional services lack access to proprietary Oracle diagnostic tools and engineering teams.
Therefore, Oracle Golden Gate and Oracle Professional Services are the only viable options to meet mission requirements.
Over 200 ISBEEs were found during a search of the SBA database for NAICS 513210.
• Vendor direct support significantly reduces risk of downtime or data loss in mission critical systems.
• Limiting the architecture to Oracle’s own replication technology reduces operational complexity across the enterprise.
• Standardizing on Oracle’s lifecycle management practices ensures alignment with federal cybersecurity directives and patching requirements.
All inquiries confirm that these offerings are exclusive to Oracle.
Because Oracle Golden Gate and Oracle Professional Services are proprietary, no actions are expected to remove barriers to competition. Should Oracle introduce authorized third party integrators with equivalent access to proprietary tools and engineering support, the agency will reevaluate options in future procurement cycles.
