About this file
This document is a Brand Name Only Justification form for acquiring Dell OpenManage Enterprise (OME) Licenses for the Department of the Interior's Office of Information Technology (OIT). The document justifies a non-competitive procurement under FAR 13.106-1(b)(1)(i) for Dell OpenManage Enterprise Licenses, which are subscription or perpetual licenses for centralized infrastructure management with advanced features like monitoring, configuring, updating, and managing Dell PowerEdge servers and other Dell hardware systems.
The justification indicates that these specific Dell OpenManage Enterprise Licenses are essential for the agency's centralized infrastructure management needs, with unique capabilities that cannot be met by alternative solutions. An internal review identified 499 Indian Small Business Economic Enterprise resellers, but full and open competition is deemed impractical due to the technical complexity of the work and tight integration requirements with existing systems. The procurement will be a firm-fixed price acquisition, with the contracting officer determining the anticipated cost to be fair and reasonable through competitive pricing techniques and independent government estimates.
