Statement of Work
OTS DEMD Subscription for Drilling Information
1. OBJECTIVE
This statement of work is for a base year plus four option year contract for a subscription for well drilling information. The cost is for annual access to the information required by the Bureau of
Indian Affairs – Office of Trust Services (BIA-OTS), Division of Energy and Mineral
Development (DEMD).
2. DESCRIPTION OF WORK
DEMD is tasked with fulfilling the BIA’s responsibility under the Energy Policy Act of 1992, as amended, and the Indian Mineral Development Act of 1982, as amended, to provide technical advisory assistance to Tribes and Tribal entities in their efforts to advance economic development and sovereignty through developing energy and mineral resources and related capacity. While the DEMD’s role encompasses an “all of the above” approach to Tribal efforts for both conventional and renewable energy, this work relates to fluid minerals and geothermal resources. These responsibilities apply to approximately 1.81 million acres actively leased of, oil, gas, and coal in various phases of exploration and development, to approximately 56 million acres of land held in trust for individual Indians and tribes in the lower 48 states and Alaska, and to other land areas in the United States. The DEMD’s responsibilities include identifying resources, collecting exploration and engineering data, funding assessment studies, performing feasibility and market analysis, and other development initiatives. The DEMD’s responsibilities also include reviewing proposed and active exploration and development agreements for oil, gas, microgrid, renewable resource development, coal, and industrial mineral deposits located on
Indian land in support of yielding economic assessment and best interest recommendations.
The analysis necessary to complete the above-described work requires a broad coverage of data and information concerning drilling rig activities in the U.S., well locations, drilling and completion status, permitting activity, and production data all within one website location. The
DEMD’s analysis needs requires this web-based information be supported by accompanying analytical tools for decline curve analysis of well production data and creation of maps depicting these attributes. Additional data regarding electrical grid infrastructure such as capacity, substations, and locations are of interest but not required. A key requirement is that the database must provide comprehensive national coverage (information wherever oil and gas development exists), unlimited data access for the subscription period (no usage-based access limit) and the deliverables specified in the Statement of Work (provided below). The DEMD provides this data to Tribal users and to Federal Agency partners (Bureau of Land Management, Office of
Resource Revenue, etc.) users of the DEMD’s proprietary in-house developed National Indian
Oil & Gas, Energy and Minerals System (NIOGEMS). The current user count is 188 Federal users and 50 Tribal users, and the number of users is expected to grow as the NIOGEMS application is upgraded to Version 5, projected for completion in February 2026 and which will bring a web-based access portal, expected to result in a significant increase in the number of users. As a requirement of this subscription, the DEMD must have legal rights to provide subscription data to users, via the NIOGEMS system and other deliverables produced by the
DEMD, subject to reasonable terms pertaining to subsequent data sharing.
3. DELIVERABLES
DEMD will acquire access to a subscription on an annual basis for the base year and four option years. Specifically, the subscription will provide the following summary deliverables:
