Land Mobile Radio Division, Bureau of Indian Affairs Satellite Radio Service Connection, Scope of Work Purpose: To provide BIA law enforcement with mobile satellite radio and data connections at various agency locations nationwide. All equipment and necessary connection information will be government provided to the vendor.
Mobile Satellite Radio Service / Connection (Radio)
1. Satellite Radio Connections for Office of Justice Services, Law Enforcement for up to 300 MSAT radios at one time with the ability to deactivate whichever ones we deem fit for nonuse. Also, all radios need to have the ability to connect and transmit on an as needed basis which is to include all activation fees and the following items:
a. Unlimited/ as needed dispatch capabilities
b. 1 Private talk group with coverage on beams 1,2 & 3
c. 5 Talk groups with coverage on beams 1,2 & 3
d. 14 Talk groups with coverage on beams 2,3
e. 20 Talk groups total
f. Federal Universal Service fund fee
2. Radio activation of telephone service capabilities
3. Price per minute for as needed telephone service, no plan
4. GPS coordinates transmitted upon remote user pressing the PTT
Satellite Fleet Communication Services (Data)
1. BIA-11+ Vehicle Fleet Plan – with 11 active circuits activated and on at all times with the ability to allow automatic changes in bandwidth to support surge needs along with 24/7 availability to contact the operations center to obtain technical support. Also, bandwidth needs to be increased either automatically or through a phone call to the NOC that immediately increases the bandwidth for surge and emergency situations.
a. Transmission Speeds up to 5Mbps x 2Mbps on a Shared Network
b. All charges and usage will be on an as needed basis and not a set plan.
2. BIA-11+ Fleet VOIP - Six (6) Channel Voice Basic - Six (6) Concurrent Voice Calls from each vehicle over shared IP circuit
a. Unlimited minutes Incoming / Outgoing are to be billed on an as needed basis
3. BIA 11 Fleet Vehicle - Participation in Fleet Satellite on an as needed plan for Voice, Data & 24/7 Network Support to support operations on an as needed basis.
a. Includes up to 4 (DiD) telephone numbers with local area code
4. VOIP-CIR - 200 x 200 Kbps specific VoIP application CIR Pool (required for voice lines)
Note: Both of the above requirements are for as needed service. Active circuits will be needed at all times to accommodate our random usage requirements and will be billed only on what is used.
