140A1623Q0012 Solicitation Amendment 2 Questions and Answers

1 This appears to be a master services agreement like request i.e, you provide services (in four different areas) to 11 professionals. Is the team expecting a 1. rate card by level (analyst, manager, director), 2. blended rate, or per your language 3. firm fixed price.

Based on the request I would expect more of a rate card or blended rate? There is an expectation for a firm fixed priced rate card however, offerors can provide an alternative rate card in addition to the FFP rates.

2 Is there an incumbent for these services, if so how long have they been serving OIMT?

There is no incumbent - this is a new requirement

3 Is there an expected budget amount for these services? This information is not being disclosed

4 It appears most of the work could be achieved remotely, however if requested to travel to either to the Associate CIO, IT Leaders, or SMEs assuming we could include approved out of pocket expenses in our invoicing. That is correct. Most of the work can be achieved remotely. Travel expenses will be approved on a case-by-case basis in accordance with FTR.

5 Does BIA currently engage technology vendors to access research services? No 6 Does BIA currently engage functional and technical industry professionals on an ad hoc basis to verify/validate research? Yes, currently engages and attends ad-hoc events put on by industry leaders such as Microsoft, Gartner, Forrester, etc.

7 Task 1, 2, 3 references "unlimited support". Can OIMT characterize the volume of inquiry requests from each of the IT Leadership levels? The volume cannot be quantified as we haven’t had this type of subscription contract in many years, but with the number of subscriptions for various IT personnel being requested I would estimate around 100- 150 research or engagements annually to evaluate and understand technology opportunities that would be beneficial for Indian Affairs.

8 Can BIA characterize the number of "technology decisions" made regularly? Indian Affairs is in the progress of reviewing, updating, and modernizing many of its processes, services and applications. So, there will likely be around 15-20 technology decisions made annually in support of this need.

9 Same for the volume of technology decisions that are made Please see answer to question 3.

10 In the context of 'continuously measuring growth and maturity in the OIMT organization', can you characterize what is meant by Functional Elements? Examples? Functional elements are the various IT areas. Such as security, application delivery, customer experience, project management, data center management, infrastructure management, etc..

11 Library - is OIMT looking for proprietary research? And/or a summary of current, relevant, accurate, neutral publicly available information? Indian Affairs IT is looking for a subscription service that has a library of up-to-date, accurate, and relevant information around the various industry leading services, applications, and tools that are easily available to obtain vice having to wait for the vendor to perform the analysis. Thus, allowing quicker information review and decision making. It can be proprietary or public but has to be objective and independent from what is provided directly from companies of those applications, services, and tools.

12 What is meant by "government centric"? Do you mean Services applicable to the current technology stack of government agencies? Services tied to the strategic technology plan (i.e. new tech needs) developed by government agencies? Do you mean products built exclusively for government agencies? Indian Affairs IT is not looking for products to be developed specifically for its use. The term government centric means that the research considers the government IT requirements that we need to conform to ensuring that the products ability to integrate into the government networks is made aware.

13 Is the scope of services exclusive to managing technology within the Indian Affairs government environment? Or does it also extend to related technology operations with Indian Tribe organizations or Technology vendors Indian Affairs uses today? The scope of this is only to support internal Indian Affairs IT infrastructure needs.

14 When referencing or team of experts for evaluation under Factor 1 - does the government want those details in Technical - Volume 2? Yes

15 Is there a page limit for the Technical - Volume 2? Yes, 10 pages 16 Should Volumes I-III be in the same document, or would the government prefer they be submitted separately? Separate is preferred

File details come from the government source that posted it. Updated .
