Question and Answers 04/25/2022
The following Questions have been submitted in writing regarding requirement 140A1622Q0067. Please find the answers below.
Q = Question
A = Answer
Q1: What is the lead time on the UTVs? Polaris is on an allocation system right now where they only allow one "premium or northstar" unit per dealer per month and there are customers outside the government that want the premium units as well
A. Page 4, Section 1.5 states the following: “Delivery will be in accordance with vendor’s quote due to current market conditions.” Please be aware, however, that delivery times significantly longer than other quotes may not reflect “current market conditions”, and therefore may be found outside the competitive range. Further, please be aware that the requirement is “brand name or equal” in accordance with FAR 52.211-6. If another manufacturer has a model that meets the required specifications, other brands may be considered.
Q2: For the 12' trailer I assume it is tandem 3,500# axles for a 7,000# GVWR limit. With 3,500# axles the standard is D rated or 8 ply do you still want to do the 10-ply as an upgrade?
A. The government will accept models that meet these specifications. The name and specifications for CLIN 00004 have been updated. “Attachment 4 - Specifications - Trailer Model A” has been replaced with “Attachment 4.1 - Specifications - Trailer Model A v2 (Updated)”.
Q3: The Polaris Ranger Crew XP 1000 NorthStar is in “blackout.” Meaning that Polaris is no longer making or taking any orders on the machine fiscal year. You can be put onto a waiting list but would not be given a price nor a timeframe of when the machines will be made available again. Could you please, advice on an alternative machine that the agencies would find acceptable?
A. Section 2.3 already provides Salient Characteristics through the attachments listed in Section 2.2. Any model that meets the specifications will be found technically acceptable.
Q4: The trailers that are to be utilized to haul the Polaris Ranger Crew XP 1000 Northstar, will not meet the required length. The Polaris unit is 14’ so they are suggesting that the trailer should be bumped up to a 14’x77” tandem. Please advise on the length of the trailer.
A. The government will accept models that meet these specifications. The name and specifications for CLIN 00004 have been updated. “Attachment 4 - Specifications - Trailer Model A” has been replaced with “Attachment 4.1 - Specifications - Trailer Model A v2 (Updated)”.
