1. What protocol should we follow in the event the school has little to no documentation on its water quality or any other relevant information?

A: First inform the COR. Pending their additional guidance, treat the assessment as a first-time sanitary survey. Gather as much information as you can while on site (e.g., equipment model numbers, source location and type, wastewater disposal method, etc.). Also consult the primacy agency to find any historical records on the system (more in #2 below). We understand if there are some things that will remain unknown – such as the layout of piping underground. As indicated in SOW Task 3.6, provide a recommendation along with cost estimate for any additional data gathering that would involve a dramatically increased level of effort (e.g., geological survey, excavation, etc.).

If absolutely no sampling records are available (we do not anticipate this to be the case), then the contractor will be asked to prepare a sampling and monitoring plan for the school system. This may result in additional costs for more comprehensive sampling, and the CO will determine if it warrants a modification.

2. If the EPA and/or other regulators have no documentation or data in the databases listed in the SOW, what protocol should we follow?

A: Inform the COR. Confirm with the site POC that the water system is still operational. If yes, treat the assessment as a first-time sanitary survey as detailed in #1 above.

3. Will the BIE present all relevant data and documentation they possess at award?

A: Yes, we will provide what records we have at the central office, including a database of all water-related assets and limited historical construction information. We also have information from primacy agency on most of the systems. However, we cannot guarantee that our information is the most current and expect the contractor to also gather information from the system operator/site POC. Part of the intent of this contract is to improve our inventory data.

4. Is there a database or list of what type of system the school uses (ie groundwater, municipal, tank system)?

A: Yes, we have this information from primacy agency and will provide it. If there are any gaps, inform the COR and coordinate with the site POC to confirm.

5. Is there a list of schools which have their own treatment system?

A: Yes. Attachment A provides the list of schools with their own public water systems, including treatment. This list covers 39 systems (originally 34 with 5 supplemental added post-solicitation).

6. In the scope it states, “Comprehensive sampling to satisfy EPA’s National Primary Drinking Water Regulations (NPDWR) and National Secondary Drinking Water Regulations (NSDWR) is not required for each site.” Does this mean that some of the schools will require the full sampling suite for NPDWR and NSDWR? If so, how many schools will require this?

A: We do not expect any schools to require the full NPDWR and NSDWR sampling protocol.

This should not have said “each site”, but rather “the sites”. We have a list of which systems have current notices of violation for failure to meet monitoring. None to our knowledge have a complete lack of sampling. Rather, we aim to have the option open for additional sampling completion, if needed. We understand this may require additional time and materials or modification, both of which would need CO approval. A safe assumption is that each site will need lead and copper sampling, plus sampling for PFAS. Beyond that, the records review will uncover any other major gaps. If these sampling gaps cannot be covered by this contract, we ask the contractor to at least inform us of what is missing so IA may pursue it separately.

7. Does the BIE know the location of where previous samples were collected? If so, will that data be provided?

A: BIE, either at central office or at the site, can provide any previous sampling records for each site. We cannot guarantee that the written records will indicate where the samples were taken. For most parameters, they are taken at the source, pre-treatment. We believe the local site POC/water system operator will have this information and should be one of the discussion points during the pre-site visit information gathering stage.

8. In the scope it states, “If records for lead samples collected are insufficient to locate potential sources of lead (most likely), samples for lead and copper must be collected to ascertain locations of lead service lines or water system components.” Lead/copper lines may be buried and sampling all water outflow may not help to ascertain the locations. It would be better served if the BIE or the schools themselves have As-builts of the water system so that we may be able to better determined where the lead/copper is coming from. Additionally, does the BIE expect ALL water outflows (faucets, fountains etc.) be sampled?

A: We will provide any as-builts we have at central office, and the site POC may also have better construction records. This records review would be the first step in trying to identify lead service lines or other lead-containing components. If BIE records are inadequate, the contractor will be expected to try the primacy agency or utility company to assess likelihood of lead service line usage. Sampling, while not definitive, may help to narrow down the source (such as no detection in the first draw but detection in the second draw, indicating the lead is further down the line).

Visible pipes/components inside the facility may also be checked. We are looking for the best estimate of where there are lead-containing lines or components. If all options are exhausted for a site and there is still uncertainty, excavation remains the only definitive option. We will ask the contractor to indicate when this is warranted to fill in gaps in the existing records.

9. Will the BIE provide its MAXIMO priority ranking criteria?

A: Yes. We will provide this upon award.

10. Will the BIE provide MAXIMO entry training for its optional task?

A: Yes. If needed, BIE/BIA will provide MAXIMO training. Prior experience with MAXIMO is a plus. If the successful contractor needs training and access to MAXIMO, we can arrange that.
