QUESTIONS AND ANSWERS
Western Regional MATOC RFP # 140A1621R0004
Q1. L.7.4.2.6.1 states, “describe the offeror’s ability to support the BIA’s area of responsibility to include the continental united states (CONUS).” However, the 1442 states that the region covered under this MATOC is for the Western Region which covers Nevada, Utah and Arizona. Would the government please confirm this MATOC is for the Western Region which covers Nevada, Utah and Arizona and consider revising L7.4.2.6.1.
A1. Yes, the subject solicitation and resulting contract award will cover the Western Region of the US to include Nevada, Utah, and Arizona.
Q2. Section L.7.4.2.7.1 Construction Experience states “For purposes of this evaluation, a relevant project is further defined as a project similar in size, scope and complexity to the PWS.”
Could the government please inform us on what PWS stands for?
A2. PWS is the acronym for Performance Work Statement and is the wrong term. The correct term is the Statement of Work and is used throughout. No PWS are associated with this RFP.
Q3. L.7.4.2.9 Past Performance (Factor 4) indicates that we are to provide past performance documentation to support projects (if possible) we submit under factor 2. Does the government want past performance information on both design and construction projects or just construction projects?
A3. Offerors are encouraged to submit their most recent and relevant past performance and experience proposal documents to achieve the desired rating IAW Section M.3.3.7. Table 1. and M.3.5.1.2. Table 2, Table 3, and Table 4., respectively. In order to further enable the ability to support the highest possible rating the Government hereby extends the number of past performance submittals allowed by updating the following:
“RFP Section L.7.4.2.9.1. is hereby updated to read: "Offerors shall provide a minimum of three
(3) but no more than ten (10) PPQs relevant to the requirements of this solicitation, and if possible, it must be the same projects provided with offerors experience (Factor 2)...”.
Q4. L.7.4.2.7.1.4 states the offeror is to use the attached Construction & Design Experience Project Data Sheet (RFP’s Section J, Attachment 2) is mandatory and shall be used to submit project information. There is no Section J, Attachment 2 listed in the RFP. Could the government please provide?
A4. We verified Section J and Section J’s Attachment 2 are listed and provided in the RFP.
Please verify you reference the “History” section at the bottom of the SAM post with “Solicitation (Updated)” hyperlink.
Q5. "Reference: L.7 PROPOSAL PREPARATION INSTRUCTIONS L.7.4.2.4 Sections I through K. Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety and file after the SF 30(s) (if any). This doesn’t count against the page limits stated in paragraph L.7.3.2.1. RFI – Section I is a list of contract clauses and Section J is a list of attachments." Do you want these sections included under L.7.4.2.4 or just Section K?
A5. Just Section K.
