Amendment 0001 – Solicitation 140A1621R0002 Page 2 of 3
QUESTION 1: For a past performance contract to be relevant, can we use projects OVER 5MIL or do they have to be between 2K and 5MIL?
ANSWER 1: There is no restriction against submitting past performance projects over $5M.
QUESTION 2: Can you please conform if we are an Indian Owned and Controlled Firm (Indian Economic Enterprise) then we do not need to submit an ISBEE Participation Plan for this Factor 5.
ANSWER 2: Paragraph L.7.4.2.10 states, "ISBEE offerors will receive the maximum credit for this evaluation factor and do not need to submit any documentation supporting this evaluation factor."
QUESTION 3: Section L.5.2 of the solicitation has a proposal due date of “31 May 2021 at 3:00 PM (ET).”
Since May 31st is a Federal Holiday (Memorial Day), will an extension be granted?
ANSWER 3: As of right now there will not be an extension. UPDATE: this amendment extends the proposal submission deadline to 5:00 PM (ET) on 1 Jun 2021.
QUESTION 4: The SF 1442 states that the due date and time for the proposal is May 31 at 5pm (EST).
However, Section L states that the due date and time is May 31 at 3pm (EST). Please confirm that 5pm, as shown on the SF 1442, is accurate.
ANSWER 4: The correct response time for this solicitation is May 31, 2021, 5:00PM Eastern. The different time in section L is a typographical error which will be corrected through the next solicitation amendment so that it matches the SF1442 time of 5:00PM Eastern. UPDATE: this amendment extends the proposal submission deadline to 5:00 PM (ET) on 1 Jun 2021.
QUESTION 5: Please clarify if the contract ceiling is $40,000,000 per year for the base period and each option or $40,000,000 total for the base period and all options.
ANSWER 5: The $40M contract ceiling represents the total value of the contract to includes option years.
QUESTION 6: Referencing Section L, page 94, Paragraph L.7.4.2.7.1.2. The paragraph states “Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this RFP.” My questions is, can the projects submitted be 75% complete?
ANSWER 6: The government will only accept completed work completed within 5 years for evaluation pertaining to this solicitation. If 75% is the target completion and was accepted as complete, then the design is considered complete. If the target completion is 100% for design, then the 75% design presented is considered incomplete and doesn’t represent section L.7.4.2.7.1.2.
QUESTION 7: Would it be acceptable to the government if we add a table to show each project we are submitting an Attachment 2. Something the source selection board can see the projects in 1 table and then have each project submitted after that (not to exceed 2 pages per project).
Amendment 0001 – Solicitation 140A1621R0002 Page 3 of 3
ANSWER 7: It's up to you whether you want to follow the instructions when preparing your proposal.
Please be advised if you don't follow/provide the required docs, your proposal may be deemed nonresponsive.
QUESTION 8: Can you use PPQ’s from other jobs as long as they are the same or similar forms?
ANSWER 8: No, we want the solicitation's Attachment 3 PPQs to be completed/submitted to prevent any confusion with other solicitations.
QUESTION 9: Would the BIA consider extending the experience requirement from projects within the past 5 years to projects within the past 8 years, to allow small businesses to provide a greater number of more relevant projects?
ANSWER 9: We only want what's stated in the RFP.
