Synopsis/Solicitation: 140A1620R0002 Architect-Engineering Services for DoT Bridge Assessments Attachment 3 – Statement of Work

SECTION C -- DESCRIPTIONS AND SPECIFICATIONS

C.1.1 BACKGROUND.

C.1.2 The Indian Reservation Road (IRR) was formerly established by Congress within the Surface Transportation Assistance Act of 1982 (P.L.97-424) with reauthorization of 1987 and subsequent modification under the Intermodal Transportation Efficiency Act of 1991, (ISTEA), and (P.L. 102-240). The Transportation Equity Act for the 21 Century (TEA-21) was enacted in June 1998 and authorizes federal surface transportation programs for the 6-year period of 1998-2003, with extensions of the act through 2005.

In 2005, Safe Accountable Flexible Efficient Transportation Equity Act-A Legacy for Users (P.L. 109- 159) was enacted and extended through July 2012. This Act continued to provide funding for the IRR program to September 30, 2012, which gave Indian Tribes and the BIA the authority to manage the IRR programs for the benefit of all American Indian people. In July 2012, a new highway act known as Moving Ahead for Progress in the 21st Century Act, (MAP-21), (P.L. 112-141), was enacted that established the Tribal Transportation Program (TTP) that contains similar provisions and eligibility requirements as the former IRR program.

C.1.3 OBJECTIVE.

The contract is to provide Engineering Services for the Bureau of Indian Affairs (BIA) /Tribal Transportation Program. This is to support and accomplish the completion of bridge inspections, the update of the BIA Bridge Management System (BMS), and including preparation of reports related to the inspections as per the National Bridge Inspection Standards (NBIS); load rating calculations; non-destructive evaluation of structures and scour studies. The scope of services in the geographical jurisdictions include Great Plains Region (ND, SD, NE);

Southern Plains Region ( KS, western OK, TX); Rocky Mountain Region (MT,WY); Western Region (AZ, UT, NV); Pacific Region (CA); Southwest Region (NM, CO, TX); Navajo Region (AZ, NM, UT); Northwest Region ( OR, ID, WA, MT, southeast AK) and Eastern Region (ME, MA, RI, NY, CT, NC, SC, FL, MS, LA, AL). Field inspections shall be conducted by a team that meets requirements set forth in the latest edition of the NBIS and shall coordinate with the appropriate Bureau of Indian Affairs Official, Contracting Officer (CO) and Contracting Officer's Representative (COR). The designated COR, Regional Staff, or his designee and Tribal Staff may accompany the A-E Firm's field inspection team during some or all of the inspections.

C.1.4 The types of services required by the contract include Routine and Special structure safety inspections of bridge piers or substructures, superstructures, scour analysis as required, and high angle/limited access inspections in accordance with the National Bridge Inspection Standards (NBIS), Federal Highway Administration (FHWA) and AASHTO standards, inputting inspection data into the BMS, engineering analysis of existing conditions, review and update of previous inspection reports and drawings, recommendations for follow up actions, cost estimates and documentation of findings in accordance with NBIS, AASHTO and Structure Inventory and Appraisal (SI&A) reporting requirements. Documentation will use state of the art techniques including computation of and input of SI&A data.

The contractor shall provide: bridge, tunnel, culvert, and pedestrian overpass inspections; special investigative reports/assessments related to the structural aspects of BIA structures; and other associated engineering services related to enhancing the BIA's bridge inspection program. In addition, ensure adherence to the required bridge re-inspection cycle requirements, keep current the BIA's Bridge Management System (BMS), ensure that required data for submittals to the National Bridge Inventory (NBI) are accomplished, and to perform/assist in the preparation of load rating calculations, and the non-destructive evaluation of structures, and scour/undermining related assessments.

C.1.5 Perform routine bridge inspections on thirty-nine (39) bridges under the ownership of the Bureau of Indian Affairs (BIA) in the Western, Northwest, Southwest, Rocky Mountain and Great Plains Regions. Attachment A is a tabular list of the bridges under this proposal and specifies the type of inspection to be performed for each bridge as well as the requirements for scour evaluation and load rating analysis.

C.1.6 This inspection cycle will require a scour evaluation to be performed for all bridges. The intent is to visually assess the field conditions and make an initial determination for scour or for its potential. The Team Leader will assign a scour rating and make the appropriate recommendation(s) for further analysis, if required on Attachment B. This attachment can be filled out by members of the inspection team; however, the form requires concurrence, in the form of a signature, by the Team Leader in the summary portion of page 1 of the evaluation.

C.1.7 All bridges on Attachment A, identified as structurally deficient and-or while in the field it has been determined that the load bearing capacity has been altered, will also require a Load Rating Analysis. This requirement is based on the conditional status of those bridges deemed Structurally Deficient (SD). Costs associated with performing the analyses and calculations for these structures shall be included in the proposal. The Contractor will have the responsibility of analyzing the inspection results and make recommendations for any additional analysis to be performed on the structure. Bridges that are newly designated or identified for an initial inspection under this cycle will also have load rating calculations performed and submitted in the final report. Attachment D is the latest FHWA memorandum and shall be used to determine the load rating of each structure.

C.1.8 The field inspections shall be conducted by a team that meets the qualifications as stated in the National Bridge Inspection Standards (NBIS). The inspection reports shall be prepared and submitted in a specified format and shall be entered, electronically, into the bridge inventory system using the software provided by the BIA.

Other requirements, i.e. progress reports, documentation copies, deliverables, scheduling reports, as specified in Section C of the Master Contract will be required. Attachment E contains Contact information for inspection coordination purposes.

C.1.9 It will be the responsibility of the Contractor to coordinate access to the Bridge Management System (BMS) within the US Department of the Interior’s Trust Network, in order to ensure the ninety (90) day data input requirement is met.

C.1.10 The Contractor’s Cost Estimate will consist of two (2) parts: the first (1st) part shall consist of an average cost estimate per bridge inspection that covers the activities associated with the field assessments to the final report submittals; the second (2nd) part shall consist of the costs related to travel to and from the project sites and any anticipated team safety and equipment needs, i.e. vehicle rental, hotel accommodations, Snooper rental, etc.

A Project Completion Schedule shall be submitted with the two-part cost estimate and shall be in compliance with the Master Contract. These submittals will be reviewed and evaluated as part of the proposal and will serve as a basis for evaluating the timeliness and quality of the Contractor’s performance.
