Questions and Answers for 140A1619R0037 A-E Services for Detention Centers

Q1. The solicitation states that 'Offerors are responsible for collecting and submitting past performance questionnaires with their final packages before the closing date of this synopsis', however, Attachment 5 (Past Performance Questionnaire) states that the Questionnaires should be returned to you. Can you please confirm whether clients should return the form to you, or whether we are to include copies of the form in our response?

A1. The Past Performance Questionnaire’s (PPQ) should be sent by your company to the firm they wish to evaluate their past performance. Once they are complete, the firm who filled out the PPQ should send them to me.

Q2. Is an SF330 form Part II required from all team members, or just the prime firm?

A2. Prime only.

Q3. Please confirm the location of Specialized Experience and Technical Competence within the proposal. Does this refer to example design projects submitted in SF330, Part I, Block F? Or are these to be included in SF330, Part I, Block H?

A3. Both Block F and H is acceptable.

Q4. After the initial 20% Schematic Design is complete, will the firm be allowed to complete the remainder of the project? Or will a new team be selected?

A4. This requirement is for a 20% design only. The successful firm awarded the 20% design (140A1619R0037) WILL NOT be precluded from submitting an offer for the subsequent design/build requirements.

Q5. The Solicitation states that these projects are 100% set-aside for Native American-owned SBE, does this also apply to all consultants, or just the Prime Firm? Please clarify.

A5. The 100% set-aside for ISBEE applies to the prime contractor.

Q6. Is there an anticipated project start date?

A6. The anticipated project start date is on or around October 2019.

Q7. For SOL 140A1619R0037 A-E Services for Detention Centers, for the provision of 20% Schematic Planning Documents for three adult detention centers for three Indian Affairs locations (Hopi, Mescalero and Blackfeet Adult Detention Centers), would the successful firm be precluded from the Design portion of the subsequent Design/Build phase for any of the three locations?

A7. The successful firm awarded the 20% design (140A1619R0037) WILL NOT be precluded from submitting an offer for the subsequent design/build requirements.

Q8. Attachment 3 Statement of Work provides a performance period table under Item 7, with a total performance period of 121-211 days. What is the anticipated award of contract and start date for Task 1 of the projects?

A8. See answer A6.

Q9. 2. Attachment 2 Evaluation Factors, 3.a.1, states that the team shall include licensed staff in Architecture, Geotechnical Engineering, Mechanical Engineering, Electrical Engineering, and 3.a.2 adds Project Management, Environmental Engineering, Cost Estimating, and LEED or High Performance and Sustainable Building Requirements. In Attachment 3 Statement of Work, Section 4.0, Scope of Work, other additional disciplines requested include Civil Engineering, Landscape Architecture, Structural Engineering, Surveying, Traffic Study, and Archaeological. Are we to 1) provide capabilities in those additional disciplines through licensed personnel on the team in those areas as part of our response or 2) can we describe our approach for how we will address these items?

A9. DFMC anticipates that these disciplines will be required to complete the overall tasks but they may only be required intermittently. Offerrors can either choose to use their in house capability, assuming they are well qualified, or they can describe their approach for how those services will be provided.

Q10. Under 4.1.4.5 Environmental Engineering services are described, including Environmental Site assessment (hazmat), National Environmental Policy Act: Environmental Assessment, and EPA Standards. Also, under 4.1.6.6 it describes a report that includes all ecological, biological, cultural and environmental effects of the project on the environment for the Mescalero site. It also mentions an attached Environmental Assessment draft. Our questions:

a. Can you provide the exact location for the Mescalero site?

Answer: The Mescalero site must still be determined and there are two proposed locations for the future detention center.

b. It is our experience that environmental assessments and studies can require extended periods of time, sometimes several months. In light of the schedule, can you clarify the environmental studies/documents required?

Answer: The Two proposed Mescalero sites have been disturbed and may only require a Cat-X. Should a third site be required, a full site assessment may be required. See list attached Karl can provide the list of minimum requirements for an Environmental Assessment. (See attachment 7)

c. What is the extent of the environmental investigations and assessments you anticipate?

Answer: See response B, DFMC is expecting sufficient effort to ensure the report is reasonably accurate and in compliance with the minimum requirements.

d. Will a Standard ASTM E1527-05 Phase I Environmental Site Assessment fulfill the environmental assessment requirements for the Mescalero site?

Answer: Only if a third site is required.

e. What is known about the Mescalero site’s condition right now? Are there apparent wetlands? Are there any recognized environmental conditions?

Answer: There are no known wetlands or known environmental hazards but one location may have site drainage concerns due to a hillside location and nearby wadis. The other site is on flatter ground but is lacking some existing site infrastructure and providing them may exceed available construction funding.

f. Does the current schedule reflect potential timelines necessary for the completion of the desired environmental studies?

Answer: Yes, it does. However, if there are reasonable additional time requests to provide required studies those will be considered for a time extension.

Q11. Seeing that the July 4th holiday interrupted the time available to prepare an adequate response, can you extend the proposal due date?

A11. The solicitation will be extended until July 24, 2019 @ 12:00pm ET. The proposed time begins once the NTP is issued. The Mescalero Tribe is also will to help in any way possible to speed up the process.
