About this file

This is a federal contracting representation form used to certify Indian Economic Enterprise (IEE) eligibility under the Buy Indian Act (25 U.S.C. 47). The form is required when an offeror submits a bid in response to a Department of the Interior solicitation set aside for Indian Economic Enterprises.

By completing and signing this form, the offeror self-certifies that it meets the definition of an IEE as specified in the Department of the Interior Acquisition Regulation (DIAR) Part 1480. The enterprise must satisfy the IEE requirements at three critical junctures: when submitting an offer in response to a written solicitation, at the time of contract award, and throughout the full contract term. Contracting Officers may request additional documentation to verify eligibility at any point during the acquisition lifecycle, including pre-award evaluation. The form requires the offeror to provide the name of the Federally Recognized Tribal Entity, the legal business name, the Unique Entity ID (UEI), the name of the 51% or greater owner, a certifying signature, and the printed name of the authorized representative. False or misleading information submitted on this form violates 18 U.S.C. 1001 and subjects the offeror to civil and criminal penalties. False claims during contract performance are subject to penalties under 31 U.S.C. 3729-3731 and 18 U.S.C. 287.
