About this file

This is Amendment No. 2 to a Request for Quote (RFQ) for lead-based paint abatement services on Building 98. The solicitation number is 140A1126Q0055, issued by the Bureau of Indian Affairs (BIA) Western Regional Office in Phoenix, Arizona. The RFQ deadline is July 16, 2026, at 5:00 P.M. Pacific Standard/Daylight Time. The amendment extends the original solicitation deadline and provides responses to eight contractor questions regarding project scope and requirements.

The contract scope involves full removal of lead-based paint to bare metal on structural steel surfaces within Building 98, followed by application of primer and protective coating to all abated surfaces. Key scope exclusions clarified in the Q&A responses include: interior office structure demolition, electrical conduit and lighting fixture removal/reinstallation, wall demolition, and lead paint encapsulation methods. The BIA and Gila River Indian Community (GRIC) will coordinate to remove building contents prior to Notice to Proceed. Contractors must submit an Abatement Work Plan detailing their approach to accessing all lead-painted structural steel surfaces, subject to Contracting Officer Representative (COR) approval. The work is classified under Product/Service Code F108 (Environmental Systems Protection—Environmental Remediation) and is listed as two line items (00010 and 00020) for Building 98 Lead-Based Paint Abatement.

Amendment No. 2 is issued as follows:

Response to questions are provided:

Question 1: Will the contractor be required to demolish the office structure inside the building 98?

Response 1: No. Demolition of the interior office structure is not within the scope of this contract. The contractor is responsible for addressing access to all lead-painted steel surfaces through their Abatement Work Plan.

Question 2: Will the BIA or Gila River remove the contents of the structure prior to NTP?

Response 2: Yes, BIA and GRIC will coordinate to clear the contents of the structure prior to

Notice to Proceed.

Question 3: To properly abate the structure existing electrical conduit, receptacles and lights will need to be removed: Would you like the contractor to include this scope of work?

Would you like the contractor to reinstall new conduit, lights, wiring and receptacles?

Response 3: No to both. Electrical demolition and reinstallation are not within the scope of this contract. Any electrical coordination required to safely perform abatement operations shall be addressed by the contractor through the Contracting Officer Representative to mobilization.

Question 4: Once the lead paint has need abated will the contractor be required to repaint the bare metal?

Response 4: Yes, following abatement, the contractor will be required to apply a primer and protective coating to all abated structural steel surfaces. Coating specifications and product submittals shall be included in the

Abatement Work Plan and are subject to COR approval prior to application.

Question 5: Would the BIA like us to provide an option price for stabilizing the lead paint on the structural beams? Our proposed stabilization approach would include removing all loose, flaking, and bubbling paint, followed by encapsulating the structural steel with a Lead Barrier Compound (LBC) elastomeric coating. This approach would also eliminate the need for a secondary contractor to paint the newly exposed steel surfaces.

Response 5: No. Encapsulation is not an acceptable method for this project. Full removal to bare metal is required. Following abatement, you will be required to apply a primer and protective coating to all abated steel surfaces as part of the project scope.

Question 6: Will the BIA be responsible for removing all contents from the building prior to the start of abatement activities?

Response 6: Yes. BIA and GRIC will coordinate to clear building contents prior to NTP.

Question 7: Does the BIA intend for the west office area wall to be demolished in order to provide access to the structural beams requiring abatement?

Response 7: No. Demolition of the west office area wall is not within scope. The contractor is responsible for determining access to all lead-painted structural steel surfaces and shall address their approach in the Abatement

Work Plan.

Question 8: In areas where lighting fixtures and electrical conduit must be removed to access the structural beams, should those items be reinstalled and restored as part of this project scope?

Response 8: No. Removal and reinstallation of electrical conduit and lighting fixtures are
