Dear Sir or Madam, RE: Letter of Certification for Harper Hill

This responds to your email request December 21, 2022 for documentation that previously purchased fill material from Four Corners Materials (FCM) was certified clean. In general, FCM performs a site assessment of all of its properties for potential business risks, specifically pollution liabilities, prior to its purchase. In this instance, the site of interest is our Harper Hill mining site in Northern New Mexico. This property was purchased in 2016 and was assessed for pollution liability through its Phase 1 site assessment that same year by a subject matter specialist. In this investigation, the site and additional .5 mile radius area were reviewed. A records review and an on-the-ground field assessment was performed. The report yielded a conclusion of No Recognized Environmental Conditions (RECs) per ASTM standards.
