Attachment No. 7 RFQ No. 140A0922Q0088, BIA, Navajo Region, NPL Fence Project Questions Received and the Government’s response:

Q1. Given the rough terrain of Black Mesa Hopi areas, three long ridges extend out from the Black Mesa like three giant fingers reaching southwestward into the desert, Three months may not be enough to completed work per 90 days terms and conditions. Additionally, some mountain areas may require core drilling of the fence post through the rocks beds t stretch, also cementing T Post at sandy areas may not cure quicker. Can the contractor be allowed at least additional 2 months if behind schedule to finish the work?

Q2. The construction warrantee page 5 of 46 included finished design. Does this project include design build fence furnished by the contractor or the Government will furnish sample fencing design guide based on the existed fencing records or Contractor to follow the existed fencing as guide?

Q3. Telephone calls are limited and at times does not exist in some areas. The COR may be busy with other office task or other contracts may not respond timely to mediate matters in case some individuals pose a problem preventing work, Is it possible to introduce contractor to other tribal NPL officers in the area who can assist in case of boarder line issues would arise? Past experience in Low Mountain Chapter areas is example of down time from non cooperative persons.

A1. A majority of these existing fences in need of replacement are not in the mountains or rough terrain and are accessible by vehicles. NPL staff will be available to get to those areas. We believe that removal of sand dunes along these existing fences with heavy machinery will be a challenge and these are located within the lower elevation of Precinct 1 (Tolani Lake, Teesto, and White cone) and Precinct 3 (Tonalea and Shonto). Replacement of existing fences will not require drilling into rock beds as these are replacements.

The project completion dates can be extended or modified should additional time is needed.

A2. Design of the fences are to be built in accordance to BIA Fencing material specifications. See attached.

A3. Project COR and a designated government personnel will assist and will be available at all times.
