RFQ No. 140A0921Q0042 – Audit Services Questions Received and the Government’s Responses
1. Our company is registered in SAM and we have our DUNS, CAGE # and applicable NAICS codes. Let me know – if I’m not certified.
Yes, you are certified.
a. It notes that 50% of documents have been reviewed – does that mean 50% are outstanding?
No, the 50% in-house completed work would help the vendor understand existing records and review of the records, which the vendor could integrate or build on for the audit work.
b. How many total transactions would be looking at (estimated) – and is there supporting documents for all of them?
The purpose of the audit is to have a vendor assess current situation, document inventory, fiscal transaction records, complete the audit, and finalize deliverables.
c. How many offices would we have to visit?
The vendor would need to assess and decide on the possibility of "visits" or setting up a workstation at the Employee Relations Center onsite for daily work.
d. Would you expect most of the work to be done offsite after the initial documentation and data is gathered…would professionals be available for phone calls?
Again, the vendor needs to assess the audit work plan including onsite work. BIA staff are on standby to assist with technical guidance and information. The BIA line officers are on standby outside business hours but could request staff to assist.
e. Deliverables - Of course the timing of the deliverables would be impacted by data gathering and subsequent summarization and reconciliations. Would there be flexibility in the timing of the deliverables based upon the many unknowns?
Again, the vendor needs to complete an initial assessment to determine any unknowns that require BIA coordination.
There appears to many requirements for training and tool development. Of course may need more time to training personnel properly . I’ve worked on many contracts in the past where you don’t want to rush through this….
a. Timeline – again very aggressive – would be difficult to start July 1 since we’re just preparing the RFQ – may need flexibility?
BIA is available to review any extension requests based on reasonable grounds.
2. Time and material based – assuming this is time and material based (hourly rate etc) with a defined range of hours?? No. Firm Fixed price.
1. Is the work set-aside for SBA 8a firms or Buy Indian set-aside? No.
2. Is the work accounting consulting or review or audit? An Audit of fiscal transactions by reviewing all documents and logs.
3. Who has been providing these services in prior years? We maintain the accounting internally with records. We also coordinate with another federal agency on the fund account maintenance.
4. Are the records at Crownpoint or Gallup? Crownpoint, New Mexico, at the BIA Eastern Navajo Agency Branch of Natural Resources office.
5. Do we have to travel to other locations or just Crownpoint? The auditors would only need to travel to Crownpoint, New Mexico. If there is a need to get records from another location, the Agency staff would be responsible for that task.
6. Do you need full proposal or just signed form STANDARD FORM 1449 (REV. 2/2012. The SF1449 form and a breakdown of the costs.
