BIA MESCALERO AGENCY
PEST CONTROL SERVICES
STATEMENT OF WORK
General Information
Scope of Work The Contractor must provide all personnel, equipment, tools, materials, supervision, and other items all services necessary to perform pest control services as defined in this statement of work (SOW) for the Bureau of Indian Affairs (BIA), Mescalero Agency. The Contractor must perform to the standards in this contract. The purpose of this contract is to establish an environmentally sound and effective service to prevent general arthropod and vertebrate pests and disease vectors.
A. Contractor Personnel
1. Contractor Manager The contractor must provide a contract manager who must be responsible for the performance of the work. The name of this person, and an alternate(s) who must act for the contractor when the manager is absent, must be designate in writing to the contracting officer (CO). The contract manager or alternative must have full authority to act for the contractor on all contract matters relating to daily operations of this contract. The contract manager or alternate must be available during normal duty hours within 60 minutes to meet on the installation with government personnel (designated by the CO) to discuss problem areas. After normal duty hours, the manager and alternate(s) must be available within 4 hour(s).
2. Contractor Employees The contractor must not employ persons for work on this contract if such employee is considered by the CO to be a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. Contractor personnel must easily be recognized as contractor employees. The contractor must make sure employees have the following current and valid professional certifications before starting work under this contract. No substitutes of personnel without notification and approval by the Contracting Officer.
The contractor must not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest.
All contractor employees must maintain satisfactory standards of competence, conduct, appearance, integrity and ethics. All contractor employees shall comply with contractor’s time and attendance policies and reporting requirements.
3. Security Requirements All Contractor personnel assigned work on the installation shall wear identification badges that include the applicator’s name and color photograph and the Contractor’s company name and address. Vehicles used by the Contractor shall have the name of the Contractor’s company, meet all state laws for identification and placarding, and have lockable storage compartments for storing pesticides. All pesticides shall be secured when not in use.
Performance Evaluation Meetings The CO may require the Contract Manager to meet with the CO, COR and other BIA personnel as deemed necessary. The contractor may request a meeting with the CO when he or she believes such a meeting is necessary. Written minutes of any such meetings must be recorded in the contract and signed by the Contract Manager and the CO. If the contractor does not concur with any portion of the minutes, such nonconcurrence must be provided in writing to the CO within 3 calendar days following receipt of the minutes.
Security Requirements All contractor personnel assigned work on at the agency shall wear identification badges that include the applicators name and color photograph and the contractor’s company name and address. Vehicles used by the contractor shall have the name of the contractor’s company, meet all state laws for identification and placarding, and have lockable storage compartments for storing pesticides. All pesticides shall be secured when not in use.
The contractor must follow the security procedures at the BIA Facility. The Contracting Officer’s Representative (COR) will provide the necessary facility pass requirements, security clearance requirements, etc. The contractor is required to check in and out at the main office when entering and leaving the facility. BIA reserves the right to inspect all boxes, packages etc., coming into and exiting from any BIA Facility. BIA reserves the right to perform background checks on any person(s) who are to perform work at any BIA Facility.
Hours of Operations Normal Hours of Operation The Contractor must perform the services required under this contract during the following hours: 8 a.m. to 3:30 p.m. The Contractor is responsible for notifying the COR if he/she will be late, or is ill and unable to work for other reasons. Working time for this contract will need to be negotiated. Once the schedule is established, any deviations to the schedule must be approved in advance by the COR. If it is required of the BIA to supply an attendant to stay after the normal hours of operation, the Contractor must cover the additional cost of the BIA attendant.

Specific Tasks
The contractor must furnish everything needed to perform this contract according to all its terms. The Contractor shall furnish all labor, supervision, transportation, facilities, equipment, material, and all incidentals to perform the requirements of this contract. Such equipment and use of that equipment shall be subject to the inspection and approval of the COR.
The Contractor shall provide Every Other Month (EOM) pest control services (six total services per year) to prevent and control a wide variety of arthropod and vertebrate pests including but not limited to cockroaches, termites, ants, ticks, fleas, stored product pests, mosquitoes, mites, wasps, hornets, centipedes, bees, spiders, moths, mice, rats, etc.
The Contractor shall provide pricing for non-regular pest control services (i.e. emergency, bats, snakes, etc.) with offer.

Total Linear Foot Measurement: 10,360 LF
Linear Foot Measurement
A linear foot measures distance in a straight line. This measurement is used for materials sold or installed based on their length, regardless of their width. Linear footage is essential for calculating the correct amount of termiticide or other chemicals for foundation and exterior barrier treatments. Pest control companies use this measurement to provide an accurate quote, as it determines the total area needing treatment and the labor involved.
Tasks
· Thoroughly inspecting all areas suspected of pest infestation(s) and surrounding areas/facilities as necessary.
· Communicating constantly with the government COR regarding planned actions and recommendations. Recommending structural and procedural modifications to reduce food, water, harborage and access used by pests.
· Judiciously using pesticide products, formulations and application methods that present the lowest potential hazard to human health, non-target animals and the environment.
· Surveillance implemented to monitor pest populations and effectiveness of control measures.
· Contractor shall maintain tamper-proof and pet-safe bait stations and replace if necessary.
Payment for Unauthorized Work No payments will be made for any unauthorized supplies and/or services, or for any unauthorized changes to the work specified herein. This includes any services performed by the Contractor of their own volition or at the request of an individual other than a Contracting Officer. Only a Contracting Officer is authorized to change the specifications, terms, and conditions under this effort.
1452.280-3 Indian Economic Enterprise Subcontracting limitations (FEB 2021) A contractor shall not subcontract to other than responsible Indian economic enterprises more than 50 percent of the subcontracted work when the prime contract was awarded under the Buy Indian Act. For this purpose, work to be performed does not include the provision of materials, supplies, or equipment.
Worksite Requirements The Contractor must comply with Section 9002 of the Farm Security and Rural Investment Act of 2002 (FSRIA), Executive Order (EO) 13423, “Strengthening Federal Environmental, Energy, and Transportation Management,” and the Federal Acquisition Regulation to provide biobased products.
The Contractor shall utilize pest control products and material made from biobased materials to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. Biobased products that are designated for preferred procurement under USDA’s BioPreferred program must meet the minimum biobased content of 25% as stated in the USDA Final Rule available at www.biopreferred.gov/BioPreferred/faces/pages/ProductCategories.xhtml. All supplies and materials to be used in the performance of work described herein are subject to the approval of the COR.
