About this file
This is Standard Form 30 (Amendment of Solicitation/Modification of Contract) issued by the Bureau of Indian Affairs (BIA) Central office in Reston, Virginia, with administration by the DOI BIA GPRO Contracting Office in Aberdeen, South Dakota. Amendment Number 0001, effective October 16, 2026, modifies solicitation 140A0127Q0055 dated October 16, 2026. The amendment does not extend the solicitation deadline.
The purpose of this amendment is to post questions and answers addressing seven supplier inquiries regarding a hydraulic detachable gooseneck trailer procurement (Trail King TK110HDG or equal). Key clarifications from government responses include: both a pony motor and wet kit are required; a 20-inch loaded deck height is acceptable (versus the specified 24 inches) if other specifications are equal or greater; paint color must be black; the 31-inch front loading ramps are designed for excavators, dozers, and similar track equipment; either self-contained or tractor-mounted wet kits are acceptable; only brand-new trailers are acceptable, not certified pre-owned or used units; and the trailer cost is excluded from subcontracting limitations under DIAR 1452.280-3, with no requirement for small or Indian Economic Enterprise (IEE) manufacturer status. Offerors must acknowledge receipt of this amendment prior to the specified deadline by completing the form or submitting separate written communication referencing the solicitation and amendment numbers.

The purpose of this amendment is to post questions and answers.
Questions and Answers
1. Wet kit vs. pony motor: Many in-stock units are equipped with a self-contained pony motor to operate the hydraulic gooseneck rather than a tractor-driven wet kit. Is a pony motor acceptable as "or equal," or is a wet kit required? If a wet kit is required, should the quote include a pony motor as well?
Government Response: Both a pony motor and a wet kit.
2. Deck height: The specification lists a loaded deck height of approximately 24".
Would a unit with a 20" loaded deck height and otherwise equal or greater specifications be considered acceptable?
Government Response: Yes.
3. Color: Are there any specific paint color requirements?
Government Response: Black.
4. Ramps. The specification lists "Ramps & Decking: 31″ front loading ramps."
Please identify the equipment the front loading ramps are intended to load (for example, a paver or other track machine), so that suppliers can confirm the ramp configuration and capacity.
Government Response: excavator’s, dozers, etc. 31” is what the government requires.
5. Wet kit. The specification lists "Wet Kit / Hydraulic Power System suitable for operating the hydraulic detachable gooseneck from the hauling tractor." Please confirm whether a self-contained hydraulic power unit mounted on the trailer is acceptable to meet this requirement, or whether a wet kit installed on the hauling tractor is required. If a tractor-mounted wet kit is required, please identify the tractor make and model, or confirm that the kit should be furnished for installation by the Government.
Government Response: both self-contained and wet kit.
6. Condition: Does the agency require a brand-new trailer, or are certified pre-owned / used trailers acceptable after they meet all performance specifications?
Government Response: The agency requires a brand-new trailer.
7. Subcontracting limitation (DIAR 1452.280-3): TRACC will supply a new Trail King TK110HDG (or equal) as a nonmanufacturer, sourced through an authorized dealer. Please confirm that the cost of the trailer is treated as materials excluded from the limitation, and that no manufacturer size or IEE requirement applies to the item itself.
Government Response: The trailer cost is excluded from the subcontracting limitation under DIAR 1452.280‑3. There is no requirement that the trailer be manufactured by a small or IEE-concern. Supply of the trailer through an authorized dealer as a nonmanufacturer complies with the regulation.
