NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and the Office of Marine and Aviation Operation (OMAO), intends to negotiate on a sole source basis, under the statutory authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12 with JAG Alaska Inc. for a localized USCG/ABS approved water mist fire suppression system on the NOAA Ship Oscar Dyson which will be installed during the vessel’s midlife repair.
The requirement includes the complete design and installation of the system—integrating piping with three Ship Service Diesel Generators (SSDGs) and freshwater tanks, connecting electrical power to the SSDGs' emergency bus, interfacing with the Fire Alarm Detection System, and completing full-system testing during the vessel’s midlife repair. The associated North American Industry Classification Code (NAICS) code is 336611 Ship Building and Repairing, with a business size standard of 1,300 employees.
This notice does not constitute a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB) and it does not restrict the Government in any way regarding its ultimate acquisition approach. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Evidence must provide the ability to complete the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Contract Specialist Shawn Griscom at Shawn.Griscom@noaa.gov by 12:00 PM EST on September 22, 2026.
DOC/NOAA/AGO/EAD requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. For additional information and to register in SAM, please access the following web site: www.sam.gov. To register, all contractors must have a Unique Entity ID (UEI).
