About this file

This document is Addendum 1 to a Metal and Appliances Recycling contract opportunity for the City of Madison, Wisconsin, dated May 21, 2025. The addendum provides detailed responses to two bidder questions regarding the scope and logistics of the recycling contract. In 2024, the city collected 959.4 tons of scrap metal and appliances, with 6,720 units requiring special handling, including air conditioners, dehumidifiers, fluorescent light fixtures, and other items. A comprehensive work order list is included, detailing the count of various appliances and equipment, ranging from 2 tanning beds to 956 microwave ovens. The city operates its own transfer station with limited loading dock space and public drop-off facilities.

The addendum addresses a potential bidder's proposal to use 53-foot enclosed van trailers for loading and transporting recyclable items. The city indicates that this approach would be very difficult due to logistical constraints, including limited loading dock space, lack of appropriate loading facilities at drop-off sites, and challenges in aggregating and repackaging bulky scrap metal and appliances. The city would need to consolidate items at the transfer station and would require frequent trailer exchanges, potentially multiple times per week. The document provides contact information for Brian Pittelli from City of Madison Purchasing Services for any further questions about the recycling contract opportunity.

Metal and Appliances Recycling

Notice to All Bidders:

Please note the following responses to the questions received:

Question 1 Do you have an estimated volume, or inventory of appliances to be recycled?

Answer 1 In 2024, we collected 959.4 tons of scrap metal and appliances combined. There were 6,720 units that required some kind of special handling – because they were air conditioners, dehumidifiers, fluorescent light fixtures, and so on.

We have a work order system for collection that provides an incomplete picture of what we collect from the curb and what flows into the drop-off site.

The number of items captured in our work order system depends on what the residents put into the form, which could be wrong. Also, not everyone is required to use the work order system to drop off an item at one of our sites. So, for example, if you need to recycle a microwave and bring it to a drop-off site instead of scheduling a curbside pickup, you won’t need to make a work order. So a microwave taken to a drop-off site without a work order will not be a datapoint we can capture.

The 6,720 unit number is important because that is more indicative of the number of “special case” items we see, especially for smaller items, like dehumidifiers, that people bring to our drop-off sites.

Below is the 2024 work order list for what could be considered an appliance. It is a broad definition of appliance and includes some outdoor items as well, like lawnmowers and gas grills. Again, these numbers should be considered a floor of what we actually see.

Item Count Tanning bed 2 Trash compactor 9

Ice machine 10 Leaf shredder 10 Water cooler 19 Air compressor 21 Garden tiller 24 Fire Pit Table - Propane Powered

Equipment with engine - Other

Weed whacker / string trimmer

Range 94 Oven 96 Other large commercial appliance

Water heater 128 Snow thrower 162 Fluorescent light fixture 185

Dryer 200 Freezer 205 Washing machine 242 Refrigerator - Small, Dorm- Style

Air conditioner 328 Dishwasher 378 Lawn mower 409 Refrigerator - Large 428

Gas Grill 502 Exercise equipment (Treadmill, etc.)

Dehumidifier 859 Microwave oven 956

Question 2 The way that we would be able to do this type of contract would be to provide 53 ft enclosed van trailers to load the items in, and then we would swap the full trailer for an empty, be able to weigh it and everything that you request. Before submitting a proposal we wanted to check if this was even something that would work for the request.

Answer 2 This would be very difficult.

We own and operate our own transfer station facility with limited loading dock space. The transfer station also has a scale.

We do not have loading docks at our public drop-off facilities where the public bring metal items and appliances to us. The drop-off facilities have scales that we use for salt tracking purposes during the winter months, but we would not have the means to appropriately load a trailer at these locations.

We would need to aggregate all the metals and appliances at the transfer station location and then repackage it for the trailer. Making the scrap metal, which can be bulky and oversized, fit into the trailer would be challenging, especially when trying to make it fit in alongside appliance items.

Furthermore, the trailers would likely be filled multiple times a week so there would be a constant flow to replace full ones with empty ones.
