MARINE CORPS INSTALLATIONS WEST-MARINE CORPS BASE

P.O. Box 555027 Camp Pendleton, California 92055-5027

J&A No. 14-001

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

Regional Contracting Office – Marine Corps Installations West, Bldg. 22180 Camp

Pendleton, CA 92055.

2. Description of the Action Being Approved.

The purpose of this Justification and Approval (J&A) is to request the approval of a (4) month bridge contract for the continuation of contract M00681-13-D-0001, to .

Contract M00681-13-D-0001 is a fixed price- indefinite delivery requirements contract that was awarded using full and open competition. The contract was awarded to at an estimated $ dollars, consisting of one base year and one option year. Prior to this contract award, the Marine Corps decided to manage office supplies and other CMSC commodities under one enterprise model utilizing GSA instead of allowing individual supply centers to utilize their own models. It is the Government’s intention to transition from contractor supported contracts, funded by the United Stated Marine Corps, to the General

Services Administration (GSA) Garrison Retail Supply Chain (GRSC). This transition was initially to occur upon expiration of another previous contract, M00681-08-D-0012; however, the transition has now been tentatively rescheduled for the Fall of 2014. Since the current contract period of performance for contract M00681-13-D-0001 expires 31 October 2014, a bridge contract will be put in place to continue contractual coverage until the transition is complete.

3. Description of Supplies/Services.

This Justification and Approval (J&A) is for the consignment of office supplies to be sold at the CMSC, Camp Pendleton, CA. Office supplies are provided to the CMSC Serv-Mart store on a consignment basis. Under the consignment basis, the contractor delivers supplies to the

CMSC warehouse and stocks items on shelf space provided by the Government. The items remain the property of the contractor until the items are purchased at the CMSC store by

Marine Corps activities. The bridge contract will consist of a (1) month base period, with three (1) month option periods. The total estimated value for these periods are $ with a period of performance of 1 November 2014 through 28 February 2015.

4. Statutory Authority Permitting Other Than Full and Open Competition.

FAR 6.302-1- Only one responsible source and no other supplies or services will satisfy agency requirements

Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. In addition, due to the short lead time, competing this requirement would cause unacceptable delays in fulfilling the agency’s requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

This bridge contract is necessary to maintain ongoing office supplies consignment aboard Marine Corps Base Camp Pendleton as the GRSC transition is accomplished.

Without readily available office supplies, base objectives and mission would be compromised. Any disruption in the availability of supplies would result in serious harm to the base activities. Again, a full reprocurement is not required. A short term bridge contract will allow continuity as the new GRSC is implemented.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

This J&A will be posted within FedBizops in accordance with FAR 6.305.

No additional market research was conducted because it is not practicable, given the time constraints, for any company other than LC Industries to provide the required supplies.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable based on comparison to the historical prices from the previous contract and prices from GSA in accordance with FAR 15.404-1. One proposal was received in response to the solicitation for the current contract, the contract specialist conducted a price comparison of the 20 items with prices from GSA. LCI's pricing for this particular proposal was lower than that of the previous contract and lower than that of GSA.

8. Actions to Remove Barriers to Future Competition.

There will not be any future need for another office supplies contract, as the GRSC will furnish all future office product requirements. Continued contractor supported contracts will be unnecessary.
