About this file

This document is a Single Source Justification under Simplified Acquisition procedures for the 140th Air Burst Range to procure new Motorola Land Mobile Radios (LMRs), a HF desk console, and desk-set. The 140th Air Burst Range requires radios that are compatible with the existing Motorola-based trunked radio system and can meet stringent information assurance and encryption requirements. Motorola is identified as the only manufacturer capable of providing radios that fully meet the technical and security specifications. The contract is estimated to be under the Simplified Acquisition Threshold. The contracting officer has determined that Motorola is the only reasonably available source. The 140th Air Burst Range requirement is being solicited as a separate Request for Quotation (RFQ) Solicitation W50S6V24Q0024, which is set aside for small businesses under NAICS code 334220. Quotes are due by July 24, 2024 and the award will be made based on price and other factors.

Section A: General Contract Information

Yes NoIs this a Bridge Action as defined in the AF Bridge Action Reduction Plan?

Contracting Activity: 140 MSG/MSC

Project/Program Name: 140th Air Burst Range replacement LMRs

Purchase Request / Local ID Number: TBD

Estimated Contract Cost (including Options): TBD

Section B: Description of the Supplies/Services Required

The 140th Air Burst Range has a requirement for new APX 4000 Land Mobile Radios (LMR), HF desk console, and desk-set.

Section C: Justification for Soliciting from a Single Source or Brand Name

1. DESCRIPTION:

The 140th Air Burst Range utilizes a shared Enterprise Level Motorola Solutions trunked radio system for Land Mobile Radio (LMR) communications. The existing LMR radios have reached end of life and require replacement. Any new radio equipment must operate with full functionality, inter-operate with other users on the system, and meet stringent information assurance (IA) security requirements mandated by the Air Force. Motorola is the only manufacturer that makes radio equipment that fully meets the LMR requirements.

2. UNIQUE CAPABILITIES OF REQUESTED ITEM THAT NECESSITATE BRAND NAME PURCHASE:

The radios are to be used on the network with Advanced Encryption Standard (AES) Digital Encryption for transmission of Controlled Unclassified Information (CUI) and Personal Identifiable Information (PII) as required by AFI33-590. The radios must have the ability to secure data messages from applications internal and external to the portable radios using NIST certified FIPS 140-2 Level 3 validated encryption.

While a different brand of radio might allow voice transmission within the AES, it would not allow for 140th Air Burst Range encrypted Over-the-Air-Rekeying (OTAR), and Link Layer Radio Authentication currently in place on the P25 Enterprise network.

Utilizing a different Vendor's solution will require additional system integration and training costs as well as invalidating the enterprise P25 systems Information Assurance certification. The current Enterprise trunk system requires seamless management requiring at a minimum, the radio subscriber supports the P25 Data over trunk SNDC protocol features of OTAP/OTAR.

The 140th Air Burst Range requires an OTAR feature that is enabled via Motorola's FIPS 140-2 certified Key Management Facility.

Key Management Facility (KMF) provides a robust and feature rich platform for effectively managing secure inter-operable communications across all of your devices from a single centralized platform. OVER-THE-AIR REKEYING (OTAR) Eliminate the burden of manually rekeying devices with secure over the air distribution and management of keys. OTAR feature MUST have been certified and tested for ATO prior to solicitation. Proposed vendor hardware and software and any third party OTAR component must be IA tested or scanned for suitability.

The 140th Air Burst Range seeks to minimize end user training - End users and Fort Carson technical personnel are familiar with the user interfaces on Motorola radios. Another vendor's radio would create a need to invest in additional training for the radio users and customer technical personnel.

The 140th Air Burst Range requires that application data (Location, Text Massaging, OTAR, etc.…) be encrypted using the 256-bit AES encryption standard. The portable and mobile radios must support encrypted GPS Location Services via encrypted integrated data.

Single Source Justification (Simplified Acquisition)

The 140th Air Burst Range requires radios to include P25 Radio Authentication (Link Layer Authentication Standard TIA-102.AACE- A) to users from accessing the trunk system without a hard-encoded, unit specific authentication key. Radio authentication must pass the APCO P25 Compliance Acceptance Program (CAP) testing process on the current Motorola Trunked Radio Infrastructure.

The 140th Air Burst Range requires portable, mobile, and base stations must have a certified P25 CAP SDoC showing lab testing on the Motorola P25 IP CAI Infrastructure release 7.18 network.

The 140th Air Burst Range requires radios be equipped to transmit location data encrypted with AES 256 bit certified FIPs 140-2 Level 3. The 140th Air Burst Range requires that all radios be compatible with the existing infrastructure and components previously tested and certified for connection with the existing Fort Carson land mobile radio system for the transmission and display of AES256 bit certified FIPS 140-2 level 3 encrypted GPS location data.

The 140th Air Burst Range requires radios be equipped and previously tested to transmit alert tones through the existing infrastructure to be displayed and annunciated on command and control dispatch consoles without the addition of other infrastructure that would jeopardize the Fort Carson cyber security accreditation.

Section D: Efforts to Obtain Competition

IAW FAR 13.106-3 For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Market research has shown there are compatibility issues between manufacturers. If another brand were purchased it would prevent our radios from meeting encryption compliance. Recent similar LMR system upgrades at other bases indicate there are no other LMR system manufacturers capable of providing third party solutions proven to fully integrate with Motorola systems and provide 100 percent interoperability and functionality with all components/features. For other radios to be used with 100% seamless and supported features an upgrade of the existing Fort Carson and Enterprise Trunk infrastructure equipment would be required. The addition of non-Motorola equipment could also cause an Information Assurance (IA) violation for the system which could result in additional certification cost and potential shutdown of the system.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

At this time, the most cost-effective solution to meet our requirements is to purchase Motorola equipment. The 140th Air Burst Range will continue to monitor the infrastructure and the market in the event other suitable products become available that meet the same requirements.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
