About this file
This is a Questions and Answers document for ITB 26-19421-YB, a demolition project issued by the City of Lubbock, Texas for the property located at 1302 Erskine. The project requires complete demolition of the structure and site preparation, including removal of all concrete paving materials, the east fence, and dead trees, while preserving live trees unless they interfere with demolition operations. The contractor must obtain all required demolition permits and comply with utility disconnection and capping requirements. The scope includes clearing and leveling the property to proper drainage grade to create a finished dirt lot. A pre-Notice to Proceed meeting between the selected vendor and the Department will be held to clarify contract timing, utility disconnect procedures, asbestos-related prerequisites, and the relationship between regulatory waiting periods and contract completion schedules.
The contractor bears responsibility for retaining a licensed asbestos consultant and abatement subcontractor, as well as obtaining all permits with associated fees. The owner will provide only an asbestos survey; the contractor must secure the consultant report, design/abatement documents, and any additional hazardous materials assessments. All demolished materials become the contractor's property for disposal or recycling unless otherwise directed. The property must be brought to drainage grade, though specific final elevation tolerances and stabilization expectations are addressed in the Scope of Work on page 17 of the contract documents. Contractors must submit proof of accepted Texas DSHS notifications before receiving Notice to Proceed or commencing physical demolition work.

Demolition for 1302 Erskine
Questions & Answers
1. Please provide the asbestos survey, asbestos consultant report, asbestos design/abatement documents, and any known hazardous materials reports for the site.
Answer:
We provide a copy of the asbestos survey only. Consultant, plan and abatement are the contractors responsibility.
2. Please clarify any compaction testing, proof-rolling, topographic verification, environmental clearance, utility verification, or other testing/documentation.
Answer:
We require that the property be brought to drainage grade. We do not require other steps.
Utility disconnect and capping is the contractors duty.
3. Please advise if the Owner is aware of any lead-based paint, mercury-containing devices, PCB-containing equipment, fluorescent lamps, refrigerants, fuel residues, universal waste, or other hazardous/special waste at the site, and confirm how such items are to be handled if encountered.
Answer:
We are only required to test for asbestos so that is all we are aware of.
4. The paving removal language is broad, while only the sidewalk is expressly excluded. A defined exhibit or marked-up plan is needed for accurate quantity takeoff.
Answer:
All concrete will need to be removed on this property. It should be a dirt lot on completion of demolition.
5. Is the concrete slab going to be considered asbestos or can it be hauled locally.
Answer:
It is not considered to be asbestos containing material.
6. The east fence and trees, are they to be removed?
Answer
The fence and dead trees are to be removed. The live trees are to remain unless they interfere with the demolition process.
7. Please confirm all permits expected to be obtained by the contractor, including demolition permit, traffic control permit if any, utility cut/cap permits if any, landfill approvals, and whether permit fees are the contractor’s responsibility.
See Page 17: 3. Compliance Requirements
8. The contractor is required to obtain required demolition permits, but a full list of permits and fee responsibility is not spelled out.
Answer:
9. Special waste can change demolition procedures, subcontractor needs, disposal cost, and schedule.
Vendor and Department will have a meeting prior to NTP.
10. Please confirm whether any equipment, fixtures, structural steel, fencing, paving material, or other components are to be salvaged and turned over to the Owner, or whether all demolished materials become the contractor’s property for disposal or recycling unless otherwise directed.
See Page 17: 2. Scope of Work: Demolition Includes
11. Please provide existing and required final grades, or confirm the standard for “proper drainage grade,” including whether the final condition is to be smooth graded only, compacted, seeded, stabilized, or otherwise prepared for future use.
12. The documents require clearing and leveling to proper drainage grade but do not define final elevations, tolerances, or stabilization expectations.
13. Please provide a site exhibit showing the sidewalk that must remain and clarify required protection measures, allowable equipment crossing/loading over the sidewalk, and responsibility for any damage caused during demolition or hauling. Because the sidewalk must remain intact, the bidder needs to understand protection requirements and repair exposure.
14. Please clarify the exact extent of “all paving materials on property” to be removed. Does this include all asphalt, concrete flatwork, curbs, gutters, approach paving, dumpster pads, and miscellaneous hardscape, except only the sidewalk specifically noted to remain?
15. Please provide information on underground tanks, vaults, grease traps, footings, pits, abandoned utility lines, buried foundations, below-grade structures that may be encountered during demolition and site leveling.
16. Please confirm the 10-business day demolition notification waiting period is separate from the 10 calendar-day substantial completion period.
See Page 18: Other Information/General Requirements
17. Clarify when the contract time starts relative to notification acceptance.
18. Utility disconnects, and any asbestos-related prerequisites.
19. The current schedule is very short. Clarification is needed to avoid a situation where regulatory waiting periods consume contract time before work can legally proceed.
20. Please confirm which party is responsible for filing all required Texas DSHS notifications.
21. Proof of accepted filing must be submitted before Notice to Proceed or before physical demolition begins.
22. Please confirm asbestos abatement is included in the contractor’s demolition scope.
See Page 17: 1. Project Description & 3. Compliance Requirements
22. The selected contractor is responsible for retaining the licensed asbestos consultant and abatement subcontractor.
