GENERAL INFORMATION AND REQUIREMENTS

SPECIFICATION 01009

PART 1: GENERAL

1.1 SUMMARY:

A. Description of Work: Furnishing labor, equipment, supplies, and materials, to construct four livestock wells.

B. Location: Work under this Contract is located in Carbon County and Yellowstone County, Montana. More specifically, the Castle Catchment Well is located in Township 08S Range 24E Section 18; the Reverse FBAR Well Redrill is located in Township 08S Range 24E Section 32; the Reed Well Redrill is located in Township 06N Range 30E Section 26; and the Abel Well is located in Township 06N Range 31E Section 29. The work locations are shown on the Drawings.

C. Work Data Sheet: Designates the type and quantity of work required at the project location, and dimensions required for typical drawings.

1.2 REFERENCES:

A. Referenced Specifications/Standards with Abbreviations and/or Acronyms: Wherever the following acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented. Copies of the referenced specifications/standards referred to herein may be procured by the Contractor, from the following:

1.3 SUBMITTALS:

A. Scope: Submittals include product data, schedules, manufacturer's literature, yield test results, and well log reports.

B. Requirements: Refer to specifications for submittals required. Allow at least 3 working days for review. Submittals shall be delivered to Contracting Officer's Representative (COR).

C. Identification of Submittals: Completely identify each submittal by showing at least the following information:

1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these specifications.

1.4 QUALITY ASSURANCE:

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

1.5 DELIVERY, STORAGE, AND HANDLING:

A. Delivery: The Contractor shall protect products, incorporated into the work, from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name and brand designation and contents legibly indicated.

B. Storage: The Contractor shall provide temporary storage for products which will protect them from theft or damage until installation on the project and final acceptance. The storage area shall permit access for inspection and handling.

C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage until installation on the project.

1.6 PROJECT/SITE CONDITIONS:

A. Access to the Work: Access to the work site shall be provided by and at the Contractor's expense. Access construction shall be done only with written approval. Public roads damaged by the Contractor shall be restored at the Contractor's expense to the same condition they were in at the commencement of work.

B. Environmental Considerations: Operations of the Contractor upon government premises including storage of materials, camping areas, and equipment parking shall be confined to

areas approved. In the event the surrounding landscape is disturbed, the Contractor shall restore that area at the Contractor's expense.

PART 2: PRODUCTS

(There are no applicable requirements.)

PART 3: EXECUTION

3.1 PROJECT MEETINGS:

A. Prework Conference:

1. A prework conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place. The purpose will be to review required work, project drawings, specifications, construction schedules, payroll, payments, and administrative provisions of the Contract.

2. The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.

3. The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittals as requested in the specifications.

3.2 PROTECTION OF EXISTING PROPERTIES

A. General

1. Take precautions to protect all adjoining private and public property and facilities, including underground and overhead utilities, structures, and fences. Restore or replace all disturbed or damaged facilities to its original condition at the Contractor’s expense, to include all fees associated with the locates, taking necessary steps and precautions to protect buried utilities.

2. Contact utility owners using the Montana One Call System for utility locates before starting work. The Contractor is also responsible for ensuring that all private utilities are located within the work area. Protect the utilities exposed during the work and prevent damage to underground utilities adjacent to excavations. Immediately notify the utility owner of any construction damage. Repairs of damage to utilities are at the expense of the Contractor.

3.3 WORK LAYOUT:

A. The Government will set a location marker at each site.

3.4 SALVAGEABLE ITEMS:

A. Salvageable items shall become the property of the Government. Remove and store items at locations and as directed by the Contracting Officer (CO). The Contractor shall replace or reimburse the Government for items lost or destroyed during removal.

B. Requirements: (There are no applicable requirements.)

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

A. Units: The work described in this specification will not be measured for payment.

4.2 BASIS OF PAYMENT:

A. Payment: No direct payment for the work described under this section will be made. The

Contractor shall include consideration for this item in the quote value price for other scheduled items of the Contract.

END OF SPECIFICATION

MOBILIZATION

SPECIFICATION 01505

A. Specification Includes: Preparatory work and operations, including those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; and for other work and operations which must be performed, or costs incurred prior to beginning work on the various items on the project site. This specification does not include moves between project sites.

4.1 METHOD OF MEASUREMENT:

A. Units: Progress payments will be made as follows:

1. When 5 percent of the original contract amount is earned from other bid items, 50 percent of the amount bid for mobilization or 5 percent of the original contract amount, whichever is lesser, will be paid.

2. When 10 percent of the original contract amount is earned from other bid items, 100 percent of the amount bid for mobilization or 10 percent of the original contract amount, whichever is lesser, will be paid.

3. Upon completion of work for the project, payment of the amount bid for mobilization in excess of 10 percent of the original contract amount, will be paid.

4. The total sum of all payments shall not exceed the original contract amount bid for mobilization, regardless of the fact that the contractor may have shut down the work on the project or moved equipment away from the project and then back again.

4.2 BASIS OF PAYMENT:

A. Payment: No direct payment for moves between project sites will be made. The Contractor shall include consideration for moves between project sites in the Schedule of Items (SOI)

for other items of the Contract. Prices and payment will be full compensation for the work described in this section. No modification and adjustments shall be allowed for costs and changes to mobilization despite changes in fuel or transportation costs. Payment will be made under:

WATER WELLS

SPECIFICATION 02670

A. Specification Includes: Record keeping, capping of well, disinfection of well, water quality testing, and well abandonment.

1.2 SUBMITTALS:

A. General: Submittals shall be according to Specification 01009 - General Information and

Requirements.

B. Records: Well logs and reports described in this specification shall be furnished to the

Contracting Officer (CO) upon completion of the well.

3.1 WELL LOG AND SAMPLES:

A. Well Log: The Contractor shall keep a complete well log as required by State law, and shall check formations and enter the results in the log for intervals not to exceed 10 ft. The log of the well shall show material penetrated and full descriptive notes made of each stratum found by the drill and difficulties or unusual conditions met in drilling. Water-bearing strata shall be described in detail as to loose or compact material, color, and if gravel, whether it is water-worn or angular. The presence of clay shall be noted. The log must be kept up-to-date with the progress of the well drilling and shall be available for inspection. Furnish one copy of the complete log to the Project Inspector (PI) after completion of drilling.

B. Information for State Filing: Furnish the Contracting Officer (CO) with drilling information required by State law for filing on water wells and prepare and submit reports required of the driller by State law.

3.2 GEOPHYSICAL/MECHANICAL LOG:

A. General: After pilot hole has been completed, Contractor shall remove all equipment from hole to allow Government to make a geophysical log of the hole. This will be considered as stand by time and paid for as provided in Specification 02671 - Well Drilling and Casing.

3.3 DISINFECTION:

A. Stock Water Wells: Disinfect by mixing the appropriate amount of disinfectant (from table below) and pouring into PVC casing prior to capping well.

B. Chlorine Solution: Prepare and apply chlorine solutions according to the following table:

C. Disinfection of Test Pump and Equipment: When the test pump or other equipment is installed after the well has been disinfected, wash the parts of the test pump or equipment that will be placed in the well.

3.4 ABANDONMENT OF THE WELL:

A. Abandonment Due to the Contractor's Actions: When the drilled well must be abandoned because of the actions of the Contractor, including but not limited to lost tools, damaged well, misalignment, or other causes attributed to careless or poor workmanship, pull casing (if installed) that can be removed. Fill the hole with grout, puddled clay or other impervious earth material according to State regulations and requirements. The Contractor shall then drill a new well within 20 ft. of the original well.

B. Abandonment Due to Other Causes: When the well must be abandoned because of inadequate quantity or quality of the water, or for another reason not the fault of the Contractor, pull the casing (if installed) that can be removed. If casing cannot be pulled, cut casing off 3 ft. below grade and fill the hole with sealable material according to State regulations and requirements.

3.5 SANITARY PROTECTION OF WELL:

A. General: The Contractor shall protect the well during the construction period to prevent tampering or seepage of contaminated water, petroleum products, or other contaminants into the well from the ground surface.

B. Seal: When the well is completed, install a well seal. Plug all holes in well seal.

C. Grading: Slope the ground immediately surrounding the top of the well casing away from the well in all directions at a minimum 10% grade. See Water Well Detail Drawing.

D. Correcting Contamination: If the well becomes contaminated, or water with undesirable physical or chemical characteristics enters the well due to the neglect of the Contractor, corrective work including the supplying of casing, seals, sterilizing agents, or other materials necessary to prevent contamination of the aquifers shall be performed at the Contractor's expense.

A. Units: No payment will be made for drilling, installing casing, removing casing, or the plugging of a well abandoned due to the Contractor's actions. Payment will be made for furnishing and installing casing for the quantity abandoned due to causes other than those of the Contractor. Payment for pulling casing and filling the hole when the well is abandoned due to causes other than those of the Contractor will be paid for by the hour, in 1/4 hour increments.

A. Payment: Prices and payment will be full compensation for the work described in this section. Payment will be based on the following pay items:

WELL DRILLLING AND CASING

A. Specification Includes: Drilling water wells and installing Contractor furnished property in water wells.

1.2 REFERENCES:

B. National Sanitation Foundation (NSF).

1.3 SUBMITTALS:

A. Submittals shall be according to Specification 01009 - General Information and

Requirements.

B. Drilling Schedule: The Contractor shall submit a complete and practicable drilling program at the pre-work conference. The program shall provide for orderly performance of the work and be in such form and detail as to show the following for each well:

1. Sequence of drilling operations.

2. The days of the week and month that work is to be performed.

3. The number and length of each shift per day. The length of a shift may be extended in the field as required to avoid interrupting a drilling and testing operation.

1.4 PROJECT CONDITIONS:

A. Well Depth and Material Quantities: Well depth and material quantities listed in the Work

Data Sheet (WDS) and Schedule of Items (SOI) are estimates. The final determination of depth and material quantities will be made in the field and will depend on actual geological conditions encountered during the drilling operation. The Contracting Officer (CO) shall have the option of ordering abandonment of a well at any point during the drilling operation. Well abandonment shall be in accordance with Specification 02670 - Water Wells.

B. Stand By Time: The Government may elect to perform tests in the well or perform other work not covered in these specifications. If the contractor is required to stand idle and is unable to perform the work on the well due to Government actions, stand by time will be paid.

2.1 CONTRACTOR FURNISHED MATERIALS:

A. PVC Solvents: Certified by manufacturer for use on Type I PVC pipe under conditions existing at worksite at time of application. Certified by NSF for potable water systems.

Primer and cement conform to ASTM F656 and D2564 respectively.

B. Screws: Sheet metal or self-tapping type. Maximum length 5/8 inch for schedule 40 PVC casing. Screws shall not protrude inside casing.

C. Medium Chip Bentonite: For surface casing and annulus of well casing. High swelling, medium chipped 1/4 inch to 1/2 inch, chemically unaltered. WYO-BEN Enviro Plug Medium for comparison.

D. Bentonite Grout: For annulus of well casing. Polymer free, high swelling with soils with solids contents of 20%. Permeability not to exceed 0.0000001 cm/sec. WYO-BEN’S – Grout Well, American Colloid’s - Volclay Grout for comparison.

E. Drilling Fluid Additives: If additives are required, the Contractor shall submit, prior to use, the manufacturer's literature describing the properties of the additive, mix proportions, application methods, and reason for use, to the Contracting Officer (CO) for approval.

F. Gravel Pack: 10-20 sand, 95% silica, roundness and sphericity of 0.6 to 0.8, washed and screened by US standard sieve sizes.

G. PVC Solid Casing: 4-1/2 inch schedule 40 belled end, solvent weld casing conforming to

ASTM F480.

H. PVC Slotted Casing: 4-1/2 inch schedule 40 belled end, solvent weld, 43 slots/foot, 2.125 inches long inside, 0.025 inch slot width, 0.250 inch spacing with slots cut in 4 rows around pipe.

I. PVC Caps and Couplings: Schedule 40 for 4-1/2 inch solid and slotted casing.

J. Well Seal: Fits inside 8 inch steel surface casing, painted, split cast iron with 1-1/4 inch hole for drop pipe and with styrene butadiene rubber gasket.

K. Steel Surface Casing: Eight (8) inch, 0.250 wall thickness, 25 feet in length.

L. Gear Clamps: 7 inch gear clamps to secure centering guides.

M. Casing Centralizers: Shall be steel sized to fit the casing and the hole.

2.2 EQUIPMENT:

A. Drilling Equipment: Except as otherwise specified herein, type of drilling equipment shall be determined by driller.

B. Drill Bits: The pilot hole shall be drilled using a drag bit. However, a roller bit will be permitted for drilling through hard, well cemented formations. A roller bit shall be used to ream the pilot hole to full size. Either a drag or roller bit may be used to drill the hole for the surface casing.

C. Minimum Equipment: The Contractor shall furnish equipment of sufficient size and in sufficient quantities to drill to the maximum depth listed in the Work Data Sheet (WDS).

PART 3: EXECUTION

3.1 INSTALLATION:

A. Order of Drilling: The drilling of the well hole shall be done in two steps. A pilot hole will be drilled and then reamed. Contracting Officer (CO) must witness drilling of pilot hole.

Drilling shall continue until water of adequate quality and quantity has been encountered or that unfavorable conditions require well abandonment. If drilling results are favorable for completing well, Contractor shall then ream the pilot hole to full size to the required depth.

B. Work Time Limits: Drilling of pilot hole shall be accomplished within a continuous 48 hour period. Reaming, casing installation, and gravel pack placement shall begin within 24 hours of completion of pilot hole drilling, and all shall be completed within one continuous work day. Where formations are stable, such as hard sand stones and shales, reaming may be allowed to a specific depth and will not count as part of the 24 hour completion requirement. Failure to comply with these time limits shall be sufficient cause to abandon

drilling hole due to Contractor's actions in accordance with Specification 02670 - Water Wells.

C. Drilling Location: Drill the well at the location staked.

D. Well Log and Samples: Shall be taken in accordance with Specification 02670 -Water

Wells.

E. Hole Cleanliness: The drilled hole shall be kept clean to prevent plugging off small yields of water. Sufficient compressed air, and water as needed, shall be circulated to prevent cuttings from booting or caking walls of hole. Circulation shall be established before drilling begins and shall be maintained throughout the drilling process. The return of cuttings to ground surface shall be continuous. When drilling stops, circulation shall be maintained until all cuttings have returned to ground surface. Failure to maintain a clean hole shall be sufficient cause to abandon hole due to Contractor's actions in accordance with Specification 02670 - Water Wells.

F. Drilling Fluid Additives: The Contractor shall not use drilling fluid additives unless they have been pre-approved.

G. Recirculation and Mud Drilling: Drilling methods which require circulation of mud or recirculation of drilling fluids will be permitted when flowing sands are encountered or if the bore hole does not stand open.

H. Drilling Fluid and Water: Drilling fluids containing chemicals of any kind, including muddy water consisting of sediment and suspended sediment, shall be directed away from streams and surface bodies of water. Drilling fluids shall not come into contact with any streams, streambeds, or surface bodies of water. The Contractor is responsible for the cleanup of any streams, streambeds, or surface bodies of water that come into contact with drilling fluid chemicals, including muddy and dirty water, and the costs associated thereof.

I. Hole Size:

1. The pilot hole shall be a minimum of one inch larger in diameter than the drill rod collars, and a maximum of 6-1/4 inches in diameter.

2. The final full-sized reamed hole shall be a minimum 7-7/8 inches in diameter.

3. The hole for 8 inch surface casing shall be 11 inches in diameter.

J. Depth of Casing: Casing depth will be determined in the field and will be based on well log results and Contractors log.

K. Water-Bearing Zones: Slotted casing shall be placed directly opposite from the acceptable

producing zone. Contractor shall compare the soils log with the gamma log results before casing is installed.

L. Surface Casing Installation: Surface casing shall extend 18 inches above finished ground surface. The bottom five feet of the surface casing shall be driven into place. Top of casing shall be square and evenly cut and free of burrs, mushrooming, and torch slag. Additional lengths of surface casing may be required where caving soils are encountered.

M. PVC Well Casing Assembly: PVC well casing, joints, and fittings shall be assembled in accordance with the casing and cement manufacturer's instructions and ASTM specification D2855. If screws are used, the screws shall not protrude through the inside wall of the casing. Predrill holes for screws.

N. PVC Well Casing Installation: The joined casing string shall be lowered into place with the drilling machine utilizing clamps, elevators, or other mechanical devices.

O. Bottom Cap: A PVC cap shall be solvent welded to bottom of the casing.

P. Centering Guides: Centering guides shall be installed 20 feet from bottom.

Q. Backfill: If in the process of locating water-bearing zones, the well was drilled deeper than needed, Contractor shall backfill well to the bottom of the lowest water-bearing strata with an impervious material. Material must provide firm support for casing.

R. Casing at the Wellhead: Well casing shall extend to within 4 to 12 inches below top of surface casing.

S. Gravel Packing: Install gravel-pack material in the annular space between the drilled hole and the casing from the bottom of the slotted casing to a level 10 feet above the slotted casing.

1. Pouring: Place gravel by pouring down the open hole. Contractor shall provide a wire or rope with a weighted end and prove gravel is reaching the bottom. The weight shall be used as a feeler and continuously pulled up as gravel accumulates from the bottom

up. If bridging occurs, Contractor shall immediately cease from pouring, correct the situation and try again. If bridging occurs again Contractor shall complete the job using a tremie pipe. If booting occurred during the reaming process, the Contractor shall insure the annulus is clean and free of material before pouring gravel. Contracting Officer (CO) has the right to order the use of tremie pipe at any time during the gravel packing process.

2. Tremie Pipe: Place material with a tremie pipe. As the pack material is being placed, the tremie pipe shall be raised in such a manner that the free fall of gravel-pack material below the bottom of the pipe does not exceed 21 feet. Use the tremie pipe to

prove gravel is reaching the bottom.

T. Medium Chip Bentonite: Placement of chips shall be done in accordance with the manufacturer’s instructions for pouring. Fill the annulus of the well casing a full depth from gravel pack to surface. Place chips by pouring into annulus on top of gravel. Provide a wire or rope with a weighted end and prove chips are reaching the bottom. The weighted rope or wire shall be used as a feeler and continuously pulled up as chips accumulate from the bottom up. If bridging occurs, Contractor shall immediately cease from pouring, correct the situation and try again. If bridging cannot be corrected, Contractor shall use bentonite grout.

U. Bentonite Grout: Mixing of grout shall be based on manufacturers recommendations. The mixing instructions shall be explicitly followed. Volclay Grout, Grout Well, or approved equal shall be mixed at 20% solids ratio. The Contractor shall measure water with an acceptable measuring device. A minimum of two 50 lb. bags of medium chip bentonite shall be poured on top of gravel pack or shale trap before grout is pumped.

3.2 FIELD QUALITY CONTROL:

A. Alignment: If Contractor is not able to install the PVC casing due to poor vertical alignment, the Contractor will be responsible to correct the deficiencies at no additional cost to the Government.

B. Preliminary Well Testing: The Contractor shall make a preliminary yield test, as specified in Specification 02672 - Well Testing, on each water bearing zone penetrated. If water in adequate quantity and quality is obtained, the well shall be cased and developed.

3.3 PROTECTION:

A. Drilling Waste: Slope the drill cuttings surrounding the top of the well casing away from the well in all directions. Drilling waste and drilling fluid, including muddy water consisting of sediment and suspended sediment, shall not come into contact with streams, streambeds, or surface bodies of water.

B. Abandonment of the Well: Shall be in accordance with Specification 02670 - Water Wells.

C. Sanitary Protection: Shall be in accordance with Specification 02670 - Water Wells.

A. Units: Drilling the well hole and PVC well casing will be measured and paid for per linear foot. Drilling shall be measured from the ground surface to the bottom of the drilled hole.

the well hole. Drilling to set surface casing shall not be measured separately. Steel surface casing will be measured and paid for per linear foot of surface casing installed. Gravel pack, and medium chip bentonite will be measured and paid for per 50 pounds installed to the nearest 50 pounds. Stand by time will not be paid for sterilization retention time, for water-level recovery periods, for pumping test delays, for time outside of regular working shifts, for weekend or holiday periods, or for time spent maintaining equipment. Well development and testing will be paid for by the hour to the nearest 1/4 hour increment under Pay Item 02672(1). Standby time will be measured and paid for by the hour, in 1/4 hour increments.

A. Specification Includes: Well development and testing.

PART 2: PRODUCTS

2.1 EQUIPMENT

A. Well Testing and Developing Equipment: Equipment must, at a minimum, be able to test and develop the well at the estimated yield at the maximum depth listed in the Work Data Sheet (WDS). The following equipment shall be on site.

1. Pump Testing Equipment: Pump shall be capable of pumping a minimum of 7 gal/min.

at maximum depth of the deepest well. Pumping unit shall be equipped with a hose and valve to regulate the flow for the purpose of establishing yields at various depths.

2. Air Method: Furnish air compressors, hoses, air lines, and any other equipment needed for the air method.

PART 3: EXECUTION

3.1 PRELIMINARY YIELD TESTING OF THE WELL:

A. General: The Contractor shall make a preliminary yield test during drilling operation on each water-bearing zone penetrated. Tests may be conducted by air lift, or pump. If the air lift method yields inconclusive results, the Contractor shall pump the open pilot hole, provided that formations are stable and there is no indication of sloughing or squeezing.

3.2 WELL DEVELOPMENT:

A. General: After well has been completely constructed, each slotted casing section to be used for well production shall be developed. Development shall start at the bottom of the slotted casing and proceed upwards towards the top of the slotted casing. Develop the well for a minimum of 30 minutes at the bottom of the slotted casing. If pump overpowers the aquifer, regulate the flow to obtain maximum yield. Pump again near the middle of the slotted casing for a minimum of 30 minutes. After pumping at the various depths, stop pumping and let the well fully recover. Contractor shall again pump the well at maximum depth and at maximum yield to full drawdown until water is sand free and clear.

1. Air Development: All wells where yield tests exceed 7 GPM.

2. Pump Development: All wells where yield tests are less than 7 GPM.

3.3 FINAL YIELD TESTING OF THE WELL:

A. General: After the well has been completely constructed, developed, and cleaned, the

Contractor shall make a final yield test.

B. Yield Test Procedure:

1. Measure and record the depth from the ground surface to the static water level in the well.

2. Test with equipment used in development. Testing shall be accomplished at three different depths. Test for maximum yield at that depth. Run each test for a minimum of 30 minutes.

3. Divert and measure the flow of water through a metering or collection system capable of measuring accurately to within 1/4 gallon/minute. Take a minimum of one test every 10 minutes.

A. Units: Well development and yield testing performed after the well has been completely constructed will be measured for payment. Measurement will be the number of hours, measured in 1/4 hour increments, of development and testing required for the well, beginning when the air lift method is employed and development and testing have begun, and/or when the pump testing equipment have been installed and actual development and testing have begun. Preliminary yield testing will also be measured for payment if the Contractor is required to install pump testing equipment in the open pilot hole.

Measurement will be the number of actual hours spent from the time the Contractor begins installing the pumping equipment to the time pumping equipment is withdrawn. Standby time will not be paid. Time utilized in assembling, servicing, repairing equipment, or any other nonproductive time, shall not be paid.
