About this file
This is a Request for Qualifications (RFQ) issued by the Montana Department of Natural Resources and Conservation (DNRC) for engineering design services. The DNRC seeks professional engineering firms to evaluate and design safety improvements for gate towers at North Fork of Smith Dam and Nevada Creek Dam. The project scope includes assessing existing designs for ladder safety, fall protection, personnel retrieval capabilities, and electrical/lighting installations to ensure compliance with current OSHA standards, followed by preparation of updated plans, specifications, and estimates (PS&E) for improvements at both sites. The solicitation opened on May 1, 2026, at 11:00 AM MDT, with a submission deadline of May 29, 2026, at 3:00 PM MDT. Firms must submit qualifications through the eMACS system, and written questions must be submitted by May 25, 2026, at 5:00 PM MDT, with responses provided by May 27, 2026. No site visit or bidders conference is specified in the documentation. Award and contract pricing will be determined during negotiations following the selection process.
No pricing information, set-asides, incumbent contractor details, or specific funding amounts are included in this RFQ document. Responses must be submitted as written statements of qualifications without price proposals, as pricing will be negotiated post-award. Firms are required to review all attachments, including as-built drawings and photographs for both dam locations and existing design drawings, prior to submission. Unauthorized communication with State staff regarding this procurement is prohibited and may result in bidder disqualification.

The Department of Natural Resources and Conservation (DNRC) is seeking Statements of Qualifications (SOQ) proposals from professional engineering firms qualified to perform engineering design for the construction of gate tower safety improvements at North Fork of Smith Dam and Nevada Creek Dam, both owned by the DNRC. These towers are utilized to control the gates which allows the agency to control reservoir releases into the associated rivers/creeks.
The consultant's work will consist of evaluating an existing design for ladder safety, fall protection, personnel retrieval capabilities, and electric/lighting installation with the gate tower to comply with current OSHA standards. Design and provide updated plans, specification and estimates (PS&E) for the improvements at the site. For additional details, please locate the applicable documents located under the Buyer Attachments tab.
From the date this Request for Qualification (RFQ) is issued until an award is made and announced by the procurement officer, bidders shall not communicate with any State staff regarding this procurement, except at the direction of the procurement officer. Email is the preferred method of communication with the procurement officer. Unauthorized contact may disqualify the bidder from further consideration.
