About this file

This is a Request for Proposal (RFP) event document issued by the Iowa Department of Natural Resources (DNR) for a feasibility study evaluating the potential waterline connection between the City of Onawa and Lewis and Clark State Park. The DNR currently supplies drinking water to Lewis and Clark State Park through a dedicated well and treatment facility but seeks to evaluate more economical and sustainable alternatives due to ongoing operational cost challenges and raw water quality issues. The solicitation, numbered 26CRDPFPSMOOR-0009, opened on April 17, 2026, with proposals due by May 15, 2026, at 4:30 PM CDT. The RFP does not specify a bidders' conference, site visit requirements, or award date. The procurement is being conducted through the Iowa Management of Procurement and Contracts System (IMPACS) operating on the JAGGAER ONE platform, with all submissions required electronically. The primary contact for the solicitation is Colton Lullmann at colton.lullmann@dnr.iowa.gov.

The file does not disclose the contract award value, budget range, or specific pricing terms. No set-asides, disadvantaged enterprise restrictions, or procurement preferences are identified. No incumbent vendors or current contractors are noted in the available documentation. Respondents must submit separate technical and cost proposal files, may request confidential treatment of specific information with proper documentation and marking, and must comply with all RFP requirements or submit exceptions using the provided Exceptions Form. Material exceptions that change contract terms may result in disqualification at the State's discretion. Additional solicitation details, specifications, cost proposal templates, and the RFP document are available through downloadable attachments on the IMPACS portal and the DNR website at http://www.iowadnr.gov/InsideDNR/RFPBidLettings.aspx.
