About this file
This is a Request for Proposal (RFP) issued by the Iowa Department of Natural Resources (DNR) for engineering design services related to a bridge replacement project at the Red Rock Wildlife Management Area in Marion County. The DNR seeks proposals from qualified engineering consulting firms to prepare final design documentation for the replacement of a 24'x30' Reinforced Concrete Beam Bridge located on the OK Hill Road boat ramp. The selected firm will be responsible for coordinating with DNR staff, obtaining all permits, conducting surveys including topographic and wetland delineation, performing geotechnical services, preparing bid documents, developing addenda, answering pre-bid questions, conducting one onsite preconstruction meeting, providing onsite construction inspection assistance at critical milestones, performing materials testing during construction, and remaining available during construction for clarifications from the DNR Field Engineer. The DNR will handle NEPA Section 7 and Section 106 compliance. The solicitation opened on March 19, 2026, at 11:00 AM CDT, with proposals due by April 15, 2026, at 4:00 PM CDT. No bidders' conference or site visit requirements are explicitly detailed in the file.
The RFP does not specify contract pricing, set-asides, incumbent vendor information, or the estimated contract award value. Respondents must submit separate technical and cost proposal files through the IMPACS electronic procurement system and may request confidential treatment of specific information by completing Form 22 and marking confidential sections appropriately. Respondents taking exceptions to any provision must use the attached Exceptions Form and propose specific alternative contract language; exceptions that materially change terms may result in disqualification. All bid information, addenda, drawings, and specifications will be distributed by the DNR through the IMPACS platform, and vendors must be registered with the system to access complete solicitation documents and submit proposals. Interested parties should contact colton.lullmann@dnr.iowa.gov or procurement@dnr.iowa.gov for inquiries.

Background information: The Red Rock WMA is a 31,041-acre area located approximately 45 miles SE of the Des Moines metro area, and comprised of 1⁄4 marsh and lake, 1⁄4 timber and 1⁄2 upland.
These diverse areas provide habitat for deer, squirrel, pheasant, waterfowl and dove. The different areas provide access for hiking, bird watching, fishing, hunting and nature enthusiasts as well as access to boat ramps and parking areas for numerous activities. The bridge scheduled for replacement is located on the OK Hill Road boat ramp and was constructed prior to the development of Red Rock Lake in the 1960s. Project location maps are provided in Attachment #1. The bridge is used by heavy vehicles with trailers and construction equipment for maintenance purposes. The 24’x30’ Reinforced Concrete Beam Bridge needs to be replaced due to observed structural deficiencies. Documentation of the current condition of the bridge is provided in Attachment #2.
