About this file
This is a Request for Proposal (RFP) issued by the Iowa Department of Natural Resources (DNR) seeking qualified licensed land surveyors to provide professional surveying, mapping, and legal description services for a proposed conservation easement in Dubuque, Iowa. The primary objective is to precisely define the boundaries of the proposed easement and associated "Permitted Agricultural Use Area" to facilitate accurate property appraisal and landowner review. The project is divided into two phases: Phase 1 involves preliminary delineation and documentation, requiring the surveyor to establish temporary field markings and produce a preliminary Plat of Survey with legal description narrative, standard maps, and aerial-overlay maps; Phase 2 involves conditional finalization of the Plat of Survey without monumentation or recordation unless the conservation easement is formally accepted and executed by the landowner. The RFP opened on March 6, 2026 at 5:00 PM CST with a proposal deadline of April 4, 2026 at 9:00 AM CDT. No site visits or bidders' conferences are mentioned in the documentation. The landowner is considering a US Forest Service Forest Legacy Easement, and the DNR anticipates awarding a contract to facilitate this easement process.
The solicitation does not specify pricing terms, set-asides, or incumbent information in the event summary. Respondents must submit separate Technical Proposal and Cost Proposal files, with the option to request confidential treatment of specific information through Form 22. Any exceptions to RFP provisions must be submitted using the provided Exceptions Form, with notation that materially altering terms may result in disqualification. The State reserves the right to award the contract without further negotiation or to negotiate terms with the selected respondent at its discretion. Additional documentation is available through the Iowa DNR website at http://www.iowadnr.gov/InsideDNR/RFPBidLettings.aspx, including the full RFP, IMPACS Project Invitation and Registration documents, and a Cost Proposal form.

Objective: The DNR is seeking proposals from qualified licensed land surveyors to provide professional surveying, mapping, and legal description services for a proposed conservation easement in Dubuque, Iowa. The primary objective of this project is to precisely define the boundaries of the proposed easement and associated “Permitted Agricultural Use Area” areas to facilitate an accurate property appraisal and landowner review. To ensure project efficiency and minimize unnecessary property encumbrance, the scope of work is divided into two distinct phases:
1. Preliminary Delineation & Documentation: The Surveyor shall establish temporary field markings (lath or flagging) to maintain a line-of-sight boundary and produce a preliminary Plat of Survey and legal description narrative. This phase requires the creation of both standard and aerial-overlay maps to assist the landowner and DNR staff in visualizing the easement's impact.
2. Conditional Finalization: At this stage of the project, the Plat of Survey shall not be monumented or recorded. Permanent boundary marking and formal recordation with the County Recorder will only be authorized by the DNR as a secondary action if, and when, the conservation easement is formally accepted and executed by the landowner.
Background information: The landowner is considering a US Forest Service Forest Legacy Easement. The DNR is seeking an easement survey on this property to mark boundaries and create the easements legal description and map.
