This is a Request for Proposal (RFP) issued by Minnesota State University, Mankato for high pressure piping repair, installation, and pipe fitting services on campus. The university seeks a qualified contractor to provide a fully equipped individual or crew capable of performing maintenance and service work under a master contract. Services include cutting, threading, and installing high pressure steam and condensate lines; welding; bolt-up of high-pressure equipment; anchor repairs; and installation of expansion joints, with potential pipe sizes ranging from ½ inch to 10 inches. The work may be performed in confined spaces, tunnels, and crawl spaces. The RFP was published on March 2, 2026, with a deadline for clarifying questions on March 11, 2026, and proposal submissions due by March 20, 2026, at 2:00 PM CDT. Vendor selection and notification is anticipated in March 2026, with contract execution targeted for April 1, 2026, or upon final signature, whichever is later. The contract term is three years with no renewal options mentioned.
Pricing must reflect all equipment, tools, and vehicle requirements in the hourly rates submitted, with contractors required to note any additional costs or fees to be invoiced separately. The contractor must assume responsibility for permitting, inspections, parking permits (currently $411 annually), and compliance with Minnesota Department of Labor and Industry journeyman-to-apprentice ratios. Journeymen must have a minimum of 10 years' experience, and welders must provide state credentials and ASME welding procedures. The contractor must provide extensive equipment including vehicles, hand tools, power tools, rigging equipment, ladders, scaffolding, welders, cutting equipment, and PPE. Evaluation factors include adherence to Minnesota State terms and conditions (5 percent weight), work plan (20 percent), cost/value (35 percent), qualifications of respondent and personnel (30 percent), and completeness of response (10 percent). The RFP incorporates prevailing wage rates and requires submission of an Affidavit of Non-Collusion and Affirmative Action declarations.
