About this file

Summary

This is a Request for Intermediate Proposals (RIP-120-2026) issued by Multnomah County Animal Services (MCAS) seeking qualified vendors to supply industrial washing and drying machines along with a preventive maintenance program. MCAS, the county's sole public animal shelter and control agency located in Troutdale, Oregon, requires two sets of industrial washers and dryers with a minimum 40-pound capacity for each unit to handle high-volume animal shelter laundry operations. The equipment must feature durable, corrosion-resistant stainless steel construction and high-temperature or sanitizing cycles suitable for laundry exposed to animal pathogens. Proposals must be submitted by February 5, 2026, at 4:00 PM PST through the Multnomah Marketplace Supplier Portal. No pre-proposal conference will be held, but vendors may submit questions through the Q&A Board until January 29, 2026. The contract term is fixed for one year for equipment procurement, with a separate ongoing contract for maintenance services. Delivery is requested within seven days of award, and the equipment must pass through doorways measuring 46 inches wide by 82 inches wide.

Multnomah County has budgeted approximately $80,000 for the purchase, delivery, installation, and removal of the two equipment sets, with pricing submitted on a fixed-price basis and payment via check or electronic transfer on Net 30 terms. The county anticipates awarding one contract to the responsive and responsible proposer with the highest scoring proposal, with final contract terms subject to negotiation. Proposers must be legal entities currently registered to do business in Oregon, maintain required insurance coverage including workers' compensation, commercial general liability of not less than $1,000,000 per occurrence, and commercial automobile liability. The county strongly encourages participation from minority-owned, women-owned, and emerging small businesses. Proposals will be evaluated on programmatic factors (75 percent), including machine recommendations and features, pricing and delivery terms, animal shelter experience, service model quality, and preventive maintenance programs, along with responsible business practice factors (25 percent) addressing environmental sustainability, supply chain ethics, and product longevity.
