About this file

This is a Single Source Justification (Simplified Acquisition) document for a sole-source contract with Wind River System, Inc. to provide 300 Simics consultation hours to support the F-16 Block 30 and 50 project. The contract is a one-year Firm Fixed Price requirement valued at an undisclosed amount, following a previous contract awarded in April 2024 for 200 hours. Wind River System is the original equipment manufacturer (OEM) of the Simics tool kit and the only company capable of providing these specialized consultation services for debugging and testing code.

The document justifies the sole-source procurement by emphasizing Wind River System's unique capabilities, noting they do not authorize third-party resellers of their professional services. The Air Force Contracting Activity (AFSC OLH/PZIEB) recommends soliciting the contract directly through Sam.gov to Wind River System, Inc. The contract will support developing simulations for avionics systems, with the ability to run unmodified target software from a single processor to a complete target system. The document also includes a commitment to scan the market frequently for potential competitive alternatives in future procurements.
