About this file
This is an Invitation to Bid (ITB-84-2026) issued by Multnomah County for On Call Electrical Services. The solicitation follows a two-stage process: Stage 1 requires prequalification of bidders based on company certification and experience criteria, while Stage 2 involves submission of bids from qualified suppliers. Bidders must demonstrate at least five years of experience as an electrical contractor, concurrent management of three on-call service contracts within the past three years, the ability to field three separate two-person crews totaling six licensed electricians, emergency response capability in 24/7 secured facilities including County Jail facilities, an Accident Injury Rate (EMR) equal to or less than 1.1, compliance with prevailing wage requirements, and active registration with the Oregon Construction Contractor's Board. Stage 2 includes mandatory attendance at a pre-bid conference and a site walk that may span four to eight hours across multiple days. The contract term is fixed for a maximum of five years from initial execution, and the County intends to award multiple contracts to the lowest bidders meeting minimum requirements.
Bids must be submitted electronically through the Multnomah County Marketplace Supplier Portal, with the Stage 1 prequalification deadline of June 25, 2026 at 2:00 PM PDT. Payment terms are Net 30, and no bid bond is required for this on-call solicitation. Prevailing wage rates apply to all work performed under this contract, with current rates effective as of January 5, 2026 and amended through April 5, 2026. Performance and payment bonds may be required on a project-by-project basis at the County's discretion. The Multnomah County Workforce Training & Hiring Program and Good Faith Effort Program do not apply to these projects. Responsible business practices requirements include route optimization strategies, waste reduction and recycling efforts, and inclusion of diverse suppliers and subcontractors where feasible. Suppliers without existing access to the Multco Marketplace Supplier Portal must complete the "MMP Supplier Access Request Form" no fewer than five days prior to the closing date. Contact for the solicitation is Anna Hathorne at anna.hathorne@multco.us or (503) 988-8193 ext. 88193.
