The Offeror shall use the provided cost table to submit their cost proposal.

EVALUATION OF PROPOSALS

Each response to this Request for Proposals shall be subject to the same review and assessment process by the Board’s technical and price evaluation teams.

Each proposal will first be examined to determine if the proposal meets all requirements set forth in the SOW. If any mandatory requirement is not met, or any mandatory submission is omitted, the proposal may be rejected and may receive no further consideration. NOTE: Offerors are advised that using a one-word response (for example, “comply”), to a mandatory requirement is considered insufficient. Such a response, or a similarly lacking response, to a mandatory requirement will cause the entire proposal to be rated as “failing.”

Technical proposals that meet all requirements qualify for further evaluation and will be awarded up to fifty (50) points based on the technical factors listed below. Each cost/price proposal will be awarded up to fifty (50) points listed below. Technical and cost points will be combined to determine the total score of each Offeror. The Contract award will be issued to the Offeror with the highest total score.

Technical Proposal Evaluations:

Factor 1: Overall strategy, technical approach, and methodology. (20 points): This factor involves evaluating the technical approach, implementation plan, and the graphic samples.

Factor 2: Past Performance (10 points): The past performance evaluation will assess the Offeror’s probability of meeting the solicitation requirements. The Board’s evaluation will take into account relevant information submitted by each Offeror as part of its proposal.

Factor 3: Key Personnel (20 points): This factor involves evaluating the resumes and past relevant experience submitted for the Key Personnel as required in the SOW.

Price Proposal Evaluations:

A Board price evaluation team will evaluate the price proposals for price reasonableness, realism, and risk, and reserves the right to reject unrealistically low or materially unbalanced offers. The lowest priced, technically acceptable proposal will be awarded fifty (50) points, and higher priced bids will be awarded points in an inverse proportion.
