About this file
This is a Request for Quote (RFQ) issued by the Iowa Department of Natural Resources (DNR) for alum treatments at three Iowa lakes: Lake of Three Fires, Prairie Rose Lake, and Green Valley Lake. The contract, numbered 26CRDLWBBDODD-0003, is seeking liquid aluminum sulfate (alum) and sodium aluminate applications to reduce phosphorus concentrations and minimize algal bloom frequency and intensity. The solicitation opens on 9/10/2025 at 8:00 PM CDT and closes on 10/1/2025 at 11:00 AM CDT, with treatments scheduled for spring and fall 2026. The project involves multiple application phases, including mobilization/demobilization and chemical treatments, with specific gallon quantities for each lake: 71,516 gallons for Lake of Three Fires, 3,494 gallons of alum and 1,747 gallons of sodium aluminate for Prairie Rose Lake, and varying amounts for Green Valley Lake's northwest and northeast basins.
The project is part of the Lake Restoration Program (LRP), which has been developing strategies to manage internal phosphorus loading in Iowa lakes. Previous studies with Iowa State University and the University of Wisconsin-Madison, along with research by Barr Engineering, identified these lakes as high-priority candidates for alum treatments due to their high phosphorus release rates and favorable application conditions. The solicitation uses US Dollars and allows for a 60-day invoice payment period per Iowa Code. Bidders are required to provide detailed information including contact details, contractor registration, years in business, technical experience, key personnel resumes, and three references. The contract aims to build upon initial alum applications that have already shown substantial phosphorus reduction, with this solicitation seeking additional treatments to further inactivate internal lake sediment loads.

Objective: This contract will include alum applications of three priority restoration lake systems (Green Valley Lake, Prairie Rose Lake, and Lake of Three Fires) in Iowa to reduce phosphorus concentrations in the lake in an effort to reduce the frequency and intensity of algal blooms at these three lakes.
Background information: High nutrient loading in Iowa lakes, particularly from phosphorus, has accelerated eutrophication and subsequently degraded water quality, impaired ecological health, and reduced recreational opportunities. As a result, many Iowa lakes experience frequent and widespread algal blooms, diminished water clarity, unpleasant odors, oxygen depletion, and fish kills, which have become common occurrences during the open-water season.
The Lake Restoration Program (LRP) has been working to develop new tools for managing phosphorus in lakes over the past five years, particularly those that are effective at treating internal phosphorus recycling. The LRP first worked with researchers from Iowa State University and the University of Wisconsin – Madison to better understand mechanisms for internal loading in Iowa Lakes (2020-2023 study) and develop strategies for managing different pathways of internal loading.
In 2023, the LRP hired Barr Engineering to investigate the utility of alum as a tool in nine Iowa Lakes, and has since initiated alum application programs at two of the study lakes: Green Valley Lake (Union County) and Prairie Rose Lake (Shelby). This contract builds on work previously completed by continuing the application schedule for the in-lake silt basis at these two lakes and starting an alum application program for Lake of Three Fires. All lakes being treated as a part of this effort are high priorities for the program, and were determined to be good candidates for alum applications, as each exhibited high rates of phosphorus release from the sediments and exhibited favorable conditions for an alum application program. Additionally, water quality modeling showed that phosphorus would be reduced substantially with alum at each of these lakes. Initial applications reduced phosphorus concentrations substantially, however; additional doses of alum are needed to inactivate the remaining internal load in each lake.
